HomeMy WebLinkAboutMinutes of 2-16-10 meeting MINUTES OF FEBRUARY 16,2010 Mr. Roy Morita was sworn in by County Clerk Peter Nakamura as a new member of the Civil Service Commission on Tuesday, February 16, 2010. Mr. Morita is serving his full first term appointment and replaces Mr. Rick Haviland, Jr. Mr. Morita was introduced to the Commissioners and staff and was welcomed. CALL TO ORDER: The regular meeting of the Civil Service Commission was called to order by Chairperson Catherine Adams on Tuesday, February 16, 2010, at 3:05 p.m., in the Liquor Control Commission Conference Room, Mo'ikeha Building, Lihue, Kauai. ROLL CALL: Ms. Lam Aranio Mr. Ryan de la Pena Mr. Roy Morita Ms. Ann Sokei Ms. Suzanne Aguiar and Mr. Gilbert Maerina were absent and excused. Others: Mr. Malcolm C. Fernandez, Director of Personnel Services Ms. Verna Bacarro, Civil Service Secretary Mr. Marc Guyot, Deputy County Attorney APPROVAL OF AGENDA: On motion of Mr. de la Pena, seconded by Ms. Sokei,the Agenda was approved as circulated. The motion was carried unanimously. APPROVAL OF MINUTES: On motion of Ms. Sokei, seconded by Mr. de la Pena,the Minutes of December 15, 2009, was approved. The motion was carried unanimously. UNFINISHED BUSINESS: None NEW BUSINESS: SB. No. 2178 and HB. 2015 relating to Counties, amending Section 76-75, HRS, regarding the appointment and removal procedures for County personnel directors pursuant to each County's Charter: The Director apprised the Commissioners of the legislative bills and explained his opposition of the amendments being proposed by the Charter Review Commission and how it would affect the Civil Service Commission and Personnel Director. Commissioners shared with one another their opinions regarding the proposed amendments. CORRESPONDENCE: There was no correspondence. DIRECTOR'S REPORT: The Director reported on the following: 1. Departments and agencies are continuing to look into their budgets for FY 2010-11 to see whether more reductions can be made. 2. No scheduled meetings with the United Public Workers to date. NEXT MEETING: The next meeting is scheduled for Tuesday, March 16, 2010, at 3:00 p.m. ADJOURNED: There being no further business to come before the Commission, on motion of Mr. de la Pena, seconded by Ms. Sokei,the meeting was adjourned at 3:30 p.m. The motion was carried unanimously.
