CALL TO ORDER:
The regular meeting of the Civil Service Commission was called to order by
Chairperson Catherine Adams on Tuesday, April 20, 2010, at 3:05 p.m., in the
Liquor Control Commission Conference Room, Mo'ikeha Building, Lihue, Kauai.
ROLL CALL:

Ms. Lam Aranio

Mr. Roy Morita
Ms. Ann Sokei was absent and excused.
Others: Ms. Verna Bacarro, Civil Service Secretary
Mr. Thomas Takatsuki, Personnel Services Manager
Mr. John Isobe, Executive Assistant/Boards and Commissions Administrator
APPROVAL OF AGENDA:
On motion of Ms. Aguiar, seconded by Ms. Aranio, the Agenda was approved as
circulated. The motion was carried unanimously.
APPROVAL OF MINUTES:
On motion of Ms. Aranio, seconded by Mr. de la Pena, the Minutes of February 16,
2010 was approved. The motion was carried unanimously.
UNFINISHED BUSINESS: None
CORRESPONDENCE:
Chairperson Adams accepted the following correspondence:
a. Letter dated March 8, 2010 from Mayor Carvalho congratulating Mr. Ryan de la Pena on
his re-appointment to serve on the Civil Service Commission.
b. Memo dated March 9, 2009 from Ms. Carol Suzawa, Chairperson of the Charter Review
Commission, requesting for comment on the Charter amendments. Chairperson Adams
introduced and welcomed Mr. John Isobe of the Office of the Boards and Commissions.
Mr. Isobe provided some background and clarification on the proposed amendment
regarding the hiring and firing of certain department heads. Mr. Isobe apprised the
Commissioners; however, that the bill specific to the Personnel and Liquor Directors did
not pass the Legislature this year. Commissioners had an opportunity to express their
concerns regarding the appointment process, accountability of the department heads, and
the evaluation process.
Mr. Morita opined that he supports the Administration's concern in regards to County
transparency and accountability. Mr. Morita further explained that he would like to
experience open and constructive dialogue with the Mayor and Director of Personnel to
address any concerns and future plans of the Department.
Mr. Morita further stated that he understands that the Mayor feels there are deficiencies
in the evaluation of department heads and deputies. Mr. Morita distributed to the
Commissioners copy of the County of Kauai's Administrative Policies and Procedures on
the Performance Evaluation for Executive Appointees. After some discussions and
clarification, on motion of Mr. Morita, seconded by Mr. Maerina, the Commissioners
would like to request that the Mayor attend the next Civil Service Commission meeting
to discuss Commissioners' concerns regarding the evaluation process. Mr. Morita also
stated that he would like the Mayor to explain the deficiencies in the current evaluation
process. The motion was carried unanimously. Staff was instructed to write a letter to
the Mayor requesting his presence at the next meeting.
The Commission realized that the deadline to submit their comments to the Charter
Review Commission has passed and decided that comments will not be transmitted at this
time. Mr. Isobe, however, explained that he will be contacting the Charter Review
Commission Chair to inform her that the Civil Service Commission is continuing to
review the proposals.
DIRECTOR'S REPORT:
There was no Director's report.

The next meeting is scheduled for Tuesday, May 18, 2010, at 3:00 p.m.
ADJOURNED:
There being no further business to come before the Commission, on motion of
Ms. Aguiar, seconded by Mr. Maerina,the meeting was adjourned at 4:00 p.m. The motion was
carried unanimously.
