HomeMy WebLinkAboutMinutes of 11-16-10 MINUTES OF NOVEMBER 16, 2010 CALL TO ORDER: The regular meeting of the Civil Service Commission was called to order by Chairman Ryan de la Pena on Tuesday, November 16, 2010, at 3:05 p.m., in the Liquor Control Commission Conference Room, Mo'ikeha Building, Lihue, Kauai. ROLL CALL: Ms. Catherine Adams Ms. Lam Aranio Mr. Roy Morita Ms. Suzanne Aguiar, Mr. Gilbert Maerina and Ms. Ann Sokei were absent and excused. Others: Mr. Malcolm C. Fernandez, Director of Personnel Services Ms. Verna Bacarro, Civil Service Secretary Mr. Marc Guyot, Deputy County Attorney APPROVAL OF AGENDA: On motion of Ms. Adams, seconded by Ms. Aranio, the Agenda was approved as circulated. The motion was carried unanimously. APPROVAL OF MINUTES: On motion of Mr. Morita, seconded by Ms. Adams, the Minutes of October 17, 2010 were approved as circulated. The motion was carried unanimously. CORRESPONDENCE: a. Letter(Complaint) dated October 17, 2010—Commissioners made note that the anonymous complaint was received on October 20, 2010,three days after the October 17, 2010 meeting. The anonymous complainant asked that a ruling be issued prior to November 2, 2010, Election Day, which has already passed. On motion of Ms. Adams, seconded by Ms. Aranio, the letter was received and acknowledged that the complainant's request is moot. b. Letter dated November 1, 2010—Rejection of Application for Accountant I's position— After some discussion, on motion of Ms. Adams, seconded by Ms. Aranio,the appeal hearing will be scheduled for January 18, 2011. The motion was carried unanimously. UNFINISHED BUSINESS: None NEW BUSINESS: None DIRECTOR'S REPORT: The Director reported on the following: a. The Department of Personnel Services will be assisting the Mayor in transitioning into office December 1, 2010 noon. The Mayor will soon be making an announcement of his executive appointments as well as administrative staff personnel. b. The Department Head's evaluation report was transmitted to the Salary Commission. The Director apprised the Commission that the Salary Commission has proposed a deferral of pay increases from 12/1/10 to 7/1/11. C. The County of KauaTs "Policy against Discrimination and Harassment"has been finalized and transmitted to the Unions for their comments. NEXT MEETING: The next meeting is scheduled for Tuesday, December 21, 2010, at 3:00 p.m. ADJOURNED: There being no further business to come before the Commission, on motion of Ms. Adams, seconded by Mr. Morita,the regular meeting was adjourned at 3:20 p.m., to go into Executive Session.
