HomeMy WebLinkAboutMinutes of August 17, 2010 meeting MINUTES OF AUGUST 17,2010 CALL TO ORDER: The regular meeting of the Civil Service Commission was called to order by Chairperson Catherine Adams on Tuesday, August 17, 2010, at 3:00 p.m., in the Liquor Control Commission Conference Room, Mo'ikeha Building, Lihue, Kauai. ROLL CALL: Ms. Suzanne Aguiar Ms. Lam Aranio Mr. Ryan de la Pena Mr. Gilbert Maerina Mr. Roy Morita Ms. Ann Sokei was absent and excused. Others: Mr. Malcolm C. Fernandez, Director of Personnel Services Ms. Verna Bacarro, Civil Service Secretary Marc Guyot, Deputy County Attorney APPROVAL OF AGENDA: On motion of Mr. Morita, seconded by Ms. Aranio, the Agenda was approved as circulated. The motion was carried unanimously. APPROVAL OF MINUTES: On motion of Mr. Morita, seconded by Ms. Aguiar, the Minutes of July 20, 2010 was approved. The motion was carried unanimously. UNFINISHED BUSINESS: a. Election of Officers: Chairperson Adams announced that nominations for Chair and Vice Chair for Fiscal Year 2010-11 were now open. After some discussions, on motion of Ms. Aguiar, seconded by Ms. Aranio, Mr. Ryan de la Pena was elected to serve as Chair. On motion of Mr. de la Pena, seconded by Mr. Morita, Ms. Suzanne Aguiar was elected to serve as Vice-Chair. Mr. Ryan de la Pena and Ms. Suzanne Aguiar were duly elected to serve as Chair and Vice-Chair, respectively, by a unanimous decision. NEW BUSINESS: 1. 2010 International Public Management Association (IPMA) Conference, October 2-6, 2010, Seattle, Washington: The Director was happy to inform the Commissioners that funding was approved in the department's budget to send a Commissioner to IPMA's annual conference. The conference will be held in Seattle, Washington in October and the agenda promises to bring an exciting educational program and smart solutions on what's working in other public sector human resources agencies throughout the countries. After some discussions, Vice-Chair Suzanne Aguiar accepted the invitation to attend the conference. Staff was instructed to begin paper work. 2. Evaluation of the Director of Personnel Services: Commissioners agreed that they will continue to practice the current methodology in completing the Director's annual evaluation. Mr. Morita was happy to inform the Commissioners that the Investigative Committee on Performance Evaluation, consisting of himself as Chair, Ms. Adams and Ms. Aguiar, commenced its first meeting today. As a follow up request regarding evaluation procedures and/or forms of the other jurisdictions, the Director reported that Maui and the City and County of Honolulu does not have any procedures established and Hawai'i County utilizes the same form as Kaua'i County. After more discussions, Commissioners were then assigned to interview the different department/agency heads. The assignments were as follows: Ryan - Mayor and Administrative Assistant Suzanne - Public Works, Economic Development, and Boards and Commission Cathy - Finance and Water Lani - Fire and Police Gilbert - County Attorney and Liquor Roy - Transportation and Parks and Recreation Ms. Adams also reminded Commissioners that they need to ensure the persons they contact that their comments will be kept confidential. Assignments should be completed by the October 19th meeting. The Director also mentioned that he has communicated to all departments/agencies that evaluations need to be received in his office by November 25 . DIRECTOR'S REPORT: The Director reported on the following: a. Pursuant to the Kaua'i County Charter, Article XXIII, General Provisions, the Department is currently working on its Annual Report for FY09-10 which will be submitted to the Mayor's Office for compilation. b. The Department is meeting with departments/agencies regarding recruitment needs and requirements, especially with the Police Department. C. Department continues to answer questions regarding the furlough plans when unique situations arise. d. Department continues to ask for Mayor's approval on going forth with paperless tasks; more specifically, in electronic approvals in the Neo Gov system. CORRESPONDENCE: a. Order Granting Defendant—Appellee's Motion to Dismiss—John W. Herring: Deputy County Attorney Marc Guyot was happy to inform the Commissioners that on June 30, 2010, the Honorable Judge Kathleen Watanabe granted the County of KauaTs motion to dismiss Mr. Herring's notice of appeal to Circuit Court. NEXT MEETING: The neat meeting is scheduled for Tuesday, September 21, 2010, at 3:00 p.m. ADJOURNED: There being no further business to come before the Commission, on motion of Ms. Aguiar, seconded by Mr. Morita, the meeting was adjourned at 3:27 p.m. The motion was carried unanimously.
