HomeMy WebLinkAboutMinutes of10-19-10 meeting MINUTES OF OCTOBER 19,2010 CALL TO ORDER: The regular meeting of the Civil Service Commission was called to order by Chairman Ryan de la Pena on Tuesday, October 19, 2010, at 3:07 p.m., in the Liquor Control Commission Conference Room, Mo'ikeha Building, Lihue, Kauai. ROLL CALL: Ms. Suzanne Aguiar Ms. Lam Aranio Mr. Gilbert Maerina Mr. Roy Morita Ms. Ann Sokei was absent and excused. Others: Mr. Malcolm C. Fernandez, Director of Personnel Services Ms. Verna Bacarro, Civil Service Secretary Mr. Marc Guyot, Deputy County Attorney APPROVAL OF AGENDA: On motion of Ms. Adams, seconded by Mr. Morita, the Agenda was approved as circulated. The motion was carried unanimously. APPROVAL OF MINUTES: Ms. Aranio pointed out typographical error on the last page, second line, the word "Jointed" should be corrected to 'Joined." Hearing no further corrections, on motion of Ms. Adams, seconded by Ms. Aranio, the Minutes of September 21, 2010 were approved as corrected. The motion was carried unanimously. CORRESPONDENCE: There was no correspondence. UNFINISHED BUSINESS: a. Evaluation of the Director of Personnel Services: Continuation on the evaluation of the Director will be discussed in Executive Session. NEW BUSINESS: a. Draft Form of Appeal to the Civil Service Commission/Merit Appeals Board: Commissioners expressed favorable comments to the form that can benefit both the appellant and the Commission. Staff will finalize the form and circulate it to the Commission for approval before distributing to County's departments/agencies. b. Commissioner Aguiar reported on her recent attendance to the 2010 International Personnel Management Training Conference held in Seattle, Washington on October 2-7. Ms. Aguiar mentioned that she had an opportunity to attend a pre-conference workshop entitled Managing Employee Performance. Along with this workshop manual and other materials and information gathered from the conference, Ms. Aguiar had asked the Boards and Commissions Office if space can be made available in their office so that accessibility to these materials will be readily available for Commissioners to review. Ms. Aguiar further mentioned that she had good opportunities to network with other attendees from all over the world and met the different vendors specializing in Human Resources. Commissioners and staff thanked Ms. Aguiar for her report on the conference and also thanked her for the goodies she brought back to share. C. Mr. Morita distributed copies of a letter dated October 13, 2010, addressed to the Councilmembers of the County of Kaua'i, relating to sexual harassment and workplace violence. Mr. Morita mentioned that the subject matter was brought up at a recent County Council meeting and opined that he personally feels that some of the issues needs to be addressed as soon as possible. Mr. Morita requested that the communication be discussed in Executive Session, at the next Civil Service Commission meeting scheduled for Tuesday, November 16, 2010. Mr. Morita requested that the Mayor, County Attorney, and the Director of Personnel Services be in attendance. Staff was instructed to draft a letter inviting the Mayor and County Attorney to this meeting. On motion of Mr. Morita's request, seconded by Ms. Adams,the October 13, 2010 letter will be placed on the November 16, 2010 Agenda, in Executive Session. The motion was carried unanimously. DIRECTOR'S REPORT: The Director reported on the following: a. Participating in meetings with the Mayor and Finance Department in reviewing departments/agencies' budget. Personnel's involvement in these meetings is justification and clarification of vacancies. b. Finalization of the Fair Labor Standards Act(FLSA)project for the County has been concluded. Meetings with Information System Office, Personnel, Attorney's Office, and Sunguard, vendor for the payroll/personnel system, were initiated due to the FLSA law suits against the County of Kaua'i. C. Tom Takatsuki and Director attended negotiation meeting with the Hawai'i Fire Fighter Association (HFFA) on Oahu. d. The County Attorney's Office and the Mayor's Office continue to review and update the sexual harassment and workplace violence policies. e. Evaluations for Department Heads are being received. The Director will be transmitting a list of those received to the Salary Commission next week. NEXT MEETING: The next meeting is scheduled for Tuesday, November 16, 2010, at 3:00 p.m., depending on the availability of the County Attorney and the Mayor. ADJOURNED: There being no further business to come before the Commission, on motion of Ms. Adams, seconded by Ms. Aranio, the meeting was adjourned at 3:35 p.m. The motion was carried unanimously.
