BILL NO. 2306
AN ORDINANCE AMENDING ORDINANCE NO. B-2008-672 AS
AMENDED, RELATING TO THE OPERATING BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2008 THROUGH JUNE 30, 2009, BY REVISING THE
SURPLUS AND APPROPRIATIONS ESTIMATED IN THE GENERAL
FUND ($500,000-Kauai Visitors Bureau Economic Stimulus Grant)
This bill proposes to amend Ordinance No. B-2008-672 as amended, relating
to the Operating Budget of the County of Kauai for FY 08-09, by revising the
surplus and appropriations estimated in the General Fund to provide a $500,000
economic stimulus grant to the Kauai Visitors Bureau (KVB). The grant is intended
to facilitate a program that would bring thousands of additional visitors to Kauai
between June and December 2009. The program would not only fill hotel rooms,
but would also stimulate visitor spending in small businesses all over the island.
The results and impact of the program will be measured.

AN ORDINANCE AMENDING ORDINANCE NO. B-2008-672 A5
AMENDED, RELATING TO THE OPERATING BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAI`i, FOR THE FISCAL YEAR
JULY 1, 2008 THROUGH JUNE 30, 2009, BY REVISING THE
SURPLUS AND APPROPRIATIONS ESTIMATED IN THE GENERAL
FUND ($300,000-Consultant Services-Special Counsel)
This bill proposes to amend Ordinance No. B-2008-672 as amended, relating
to the Operating Budget of the County of Kauai for the fiscal year July 1, 2008
through June 1, 2009, by revising the surplus and appropriation estimated in the
General Fund by appropriating $300,000 for Consultant/Special Counsel Services in
the Office of the County Attorney. This appropriation is needed for unanticipated
expenses associated with litigation and outstanding special counsel fees and costs
for the remainder of the fiscal year.

A BILL FOR AN ORDINANCE AMENDING CHAPTER 19, ARTICLE 3,
SUBSECTION 19-3.2(b) AND SUBSECTION 19-3.2(i) OF THE KAUAI
COUNTY CODE 1987, AS AMENDED, RELATING TO INCREASING
THE PLAYING AND DRIVING RANGE BALL TOKEN FEES AT THE
WAILUA GOLF COURSE
This bill proposes to amend Chapter 19, Article 3, Subsection 19-3.2, Kauai
County Code 1987, as amended, relating to increasing the playing and driving
range ball token fees at Wailua Golf Course. The proposed playing fees are as
follows (The current rates are in brackets. The proposed rates are underlined.):

Driving Range Ball Token Fees. The ,fee for a driving range ball token is
[One and 50/100 Dollars ($1.50)] Two and no/100 Dollars ($2.00).
In the addition to the increase in playing fees and token fees, the bill
proposes to establish a "Super Senior" category and Junior Monthly card.

A BILL FOR AN ORDINANCE AMENDING SUBSECTION (a) OF
SECTION 21-9.2 OF THE KAUAI COUNTY CODE, 1987 RELATING
TO INTEGRATED SOLID WASTE MANAGEMENT
This Bill proposes to amend Subsection (a) of Section 21-9.2 of the Kauai
County Code 1987, as amended, relating to Integrated Solid Waste Management by
increasing the tipping fee for commercial waste accepted at the Kekaha landfill
as follows:

that are underscored are the proposed rates.

In addition, the minimum tipping fee charge for any load of municipal solid
waste and dead animals shall be increased from $16.00 to $18.00 and the minimum
tipping fee charge for any load of asbestos containing material shall be increased
from $165.00 to $175.00.
The effective date for the increase is July 1, 2009.
All interested persons who wish to present their comments may do so at the
public hearing. Written testimonies prior to the hearing would be appreciated.
Copies of the proposed ordinances are available at the Office of the County Clerk,
Council Services Division.
(The Council Committee or Council may amend this Bill at its subsequent
meetings. Meeting notices are posted at least 6 days in advance at the County
Clerk's Office and the public may also testify at any of these meetings.)
