BUDGET & FINANCE CONIlVIITTEE
February 10, 2010 '
A meeting of the Budget & Finance Committee of the Council of the
County of Kaua`i, State of Hawai`i, was called to order by Councilmember
Daryl W. Kaneshiro, Chair, at the Historic County Building, Room 201, Lihu`e,
Kaua`i, on Wednesday, February 10, 2010, at 9:04 a.m., after which the following
members answered the call of the roll:

Honorable Jay Furfaro
Honorable Daryl W. Kaneshiro
Honorable Lani T. Kawahara
Honorable Derek S. K. Kawakami
Minutes of the January 13, 2010 Budget & Finance Committee Meeting.
Upon motion duly made by Councilmember Furfaro, and seconded by
Councilmember Chang, and unanimously carried, the Minutes of the
January 13, 2010 Budget & Finance Committee Meeting was approved.
There being no objections, the Committee recessed at 9:12 a.m.
The Committee reconvened at 9:20 a.m., and proceeded as follows:
The Committee proceeded on its agenda items as shown in the following
Committee reports which are incorporated herein by reference:
CR-B&F 2010-02: on C 2010-10 Communication (12/24/2009) from the Fire
Chief, requesting Council approval to fund
the cost of the acquisition of a public use
helicopter via a 10-year lease to be used to
enhance and support search and rescue,
firefighting, ocean safety, training and other
services of the Kaua`i Fire Department and
other departments in the County of Kaua`i.
[Approved.]
There being no objections, the Committee recessed at 10:50 a.m.
The Committee reconvened at 11:07 a.m., and proceeded as follows: CR-B&F 2010-03: on Bill No. 2345 A BILL FOR, AN ORDINANCE AMENDING
ORDINANCE NO. B-2009-690, AS
AMENDED, RELATING TO THE
OPERATING BUDGET OF THE COUNTY
OF KAUA`I, STATE OF HAWAI`I, FOR THE
FISCAL YEAR JULY 1, 2009 THROUGH
JUNE 30, 2010, BY REVISING THE
SURPLUS AND APPROPRIATIONS

ESTIMATED IN THE GENERAT,
FUND (Acquisition of a Public Use
Helicopter via a 10-year lease)
[Approved.]
CR-B&F 2010-04: on Bill No. 2343 AN ORDINANCE AUTHORIZING THE
ISSUANCE OF GENERAL OBLIGATION
BONDS OF THE COUNTY OF KAUA`I FOR
THE PURPOSE OF FINANCING CERTAIN
PUBLIC IMPROVEMENTS AND
REFUNDING CERTAIN BONDS OF THE
COUNTY; FIXING OR AUTHORIZING THE
FIXING OF THE FORM,
DENOMINATIONS, AND CERTAIN
OTHER DETAILS OF SUCH BONDS AND
PROVIDING FOR THE SALE OF SUCH
BONDS TO THE PUBLIC
[Approved.]
There being no objections, the Committee recessed at 12:07 p.m.
The Committee reconvened at 12:14 p.m., and proceeded as follows:
CR-B&F 2010-05: on Bill No. 2344 AN ORDINANCE AMENDING
ORDINANCE NO. B-2009-691, AS
AMENDED, RELATING TO THE CAPITAL
BUDGET OF THE COUNTY OF
KAUA`I, STATE OF HAWAI`I, FOR THE
FISCAL YEAR JULY 1, 2009 TO JUNE 30,
2010, BY REVISING THE REVENUES
AND APPROPRIATIONS IN THE BOND
FUND AND THE GENER,AL FLTND (CIP)
[Approved as Amended.]
There being no further business, the meeting was adjourned at 12:15 p.m.
