Iannucci, Alfredo Nebre Jr., James O'Connor. Also present: Assistant Chief Mark Begley, Assistant Chief Alejandre Quibilan, Sergeant Carl Oliver, Officer Scott Williamson, Deputy County Attorney Jennifer Winn, Administrative Aide Paula Morikami, and Boards and Commissions Support Staff Barbara Davis. Approval of There was a motion Minutes Regular meeting minutes of January 21, 2011. made by Commissioner Kaua'i Police Commission Open Session February 25, 2011 Page 2 SUBJECT DISCUSSION ACTION Iannucci to approve the amended minutes to reflect the correct meeting date of January 21, 2011; seconded by Commissioner Nebre and carried 6:0. Recognition Officer of the month Sergeant Carl Oliver recognized Officer Scott Williamson for his participation in the arrest of multiple suspects for promotion of detrimental drugs in the third degree and contraband. Assistant Chief Mark Begley presented Officer Williamson with a certificate of exemplary service for his due diligence during a traffic stop that resulted in the arrest of multiple suspects for the promotion of detrimental drugs and contraband. Before the start of the presentation, Chair Iona acknowledged the receipt of a letter of resignation dated February 18, 2011, to Mayor Bernard Carvalho Jr., from Commissioner Rowena Tachibana. (Effective Presentation immediately) by Assistant Chief Assistant Chief Alejandre Quibilan, representing the Kaua'i Police Department,provided information Alejandre regarding the department's accomplishments and overall goals for 2010. Highlights of the presentation Quibilan on are as follows: the • Statistics on fatal traffic incidents Department's • Comparison by year on the amount of citations issued Patrol Services • Enforcement efforts by districts Bureau 2010 . Number of arrests based on the department's ability to solve the crime, establishing probable Review cause to make the arrest. • Legal service documents (2480 documents were served) • Continue monitoring and enforcement of the speed limit on Kuhi`6 Highway between state mile marker 3 to 6 and the Po'ipu area. • Enforcement on the cell phone ban; 396 citations were issued Kaua'i Police Commission Open Session February 25, 2011 Page 3 SUBJECT DISCUSSION ACTION • Enforcement of ADA (American Disability Act) citations • Participated with the Department of TSA (Transportation Security A) Viper Mission(Visual Intra model prevention and response) • Monitoring of the Lihu'e Industrial area and Waimea district due to abandoned vehicles • 2010 Annual Ticket or Click and Child Safety campaign • Operation Wainiha Beach, a coordinated effort with the Department of Parks & Recreation to do a sweep of legal campers and the removal of illegal structures. • Enforcement of the illegal activity surrounding the Kapa`a bike path area and pavilions • Year around sobriety check points throughout the island totaling 7,139 vehicles checked. In addition to the presentation, Assistance Chief Quibilan notified the Commissioner's on the department's 2010 goals as follows: 1) the review of the current bill policies; 3)updating the current procedures and creating new procedures; 4) addressing operation requirements; 5) standardizing procedures formatting into standard operation procedures; 6)reducing the number of traffic fatalities; and 7)update of the current annual categories of standards for patrol officers as it relates to job performance reports, specifically enforcement statistics, maintain current production figures in the area of traffic citations with emphasis of OUVII enforcement. Chief's announcements With regards to the ongoing recruitment of the safety/cellblock positions, Assistant Chief Begley re orted that the department currently has several applicants that are in the process of completing the Kaua'i Police Commission Open Session February 25, 2011 Page 4 SUBJECT DISCUSSION ACTION screening stage with five (5)job offers for public safety workers. As for the recruitment for new police officers, the department currently has thirty (30) applicants that are currently going through the physical fitness phase. Business KPC 2011-03 Discussion and possible decision making on the 2011 Kaua'i Police Department Goals. (Deferred on 01/21/11) (a) Communication dated 02/04/11 from Darryl Perry, Chief of Police on the Kaua'i Police Department's 2011 Goals as follows: The 1 st goal is to continue the ongoing recruitment for the department. Goal 2 is to solidify the funding There was a motion sources with Easter Seals, Federal and County grants for the temporary Waimea Police Sub-Station made by facility at the Old Waimea Dispensary. Goal 3 is to continue work on the temporary Kawaihau Police Commissioner Sub-station facility located on the grounds of the Mahelona Hospital in hopes to complete phase one (1) Iannucci to accept of laying the ground work for the installation of a module and to purchase or lease a temporary module Goals 1, 2, 3, 5 and 6 and install a module system and related infrastructure such as the toilets, electricity and cables. Goal 4 as submitted by the is the opening of the K-PAL Youth Center. Goal 5 is the completion of the on-line reporting of Chief, and to include suspicious activities by community members via KPD's webpage. The last goal is to reduce the traffic the Commissions fatalities by 20% goal for a quarterly report on the status of The Commissioners have accepted all of the goals except for goal number four(4) in addition; the the Accreditation Commissioners also felt that it may be a good idea to include a goal of their own to coincide with the process; seconded by department's goals with an emphasis on keeping the goals attainable. Chair Iona made his concerns Commissioner Nebre known that whatever goals the Commission sets forth and he does not want the Commission to interfere and the motion with the day to day operations of the department. carried 6:0. KPC 2011-05 Discussion and possible decision making on the Kaua'i Police Commission's budget FY 2011/12. Chair Iona informed the Commissioners that during his discussion the Chief informed him of the department's budget shortfalls for the upcoming fiscal year. The Chief also informed the Chair that he has increased the Commissions participation for the 2011 HSLEOA Conference. Commissioner Iannucci explained that the training fund is part of the Police Commission's budget and reminded the Commission that funds have not been utilized for as long as he has been with the Commission. Assistant Chief Mark Begley informed the Commission that the transferring of funds from one account to another requires approval from the Finance Department. A/C Begley informed the Commission that the budget for FY 2011/2012 would not be available for review until after June 30, 2011. KPC 2011-06 Discussion and decision making on the revised 2011 Kaua'i Police Commission meeting schedule. The Commission acknowledged the changes. KPC 2011-07 Public announcements for Kaua'i Police Commission notarized complaints filed a ag inst officers of the Kaua'i Police Department. KPC No. 10-39 The complainant alleges that he was falsely arrested, harassed, discriminated against and was not read his Miranda rights at the time of the arrest. Based on the information provided, the Commission found that there was sufficient evidence to uphold the complaint and has forward the complaint to the Office of the Chief for further review and or to investigate if deemed necessary. This officially concludes the Commission's review of the complaint. KPC No.10-40 The complainant alleges that while at work, an off-duty police officer made an unnecessary remark about an incident involving her husband. Based on the information provided, the Commission found that there was a lack of evidence to uphold the complaint. The complaint has been forwarded to the Office of the Chief for further review and or to investigate if deemed necessary. This officially concludes the Commission's review of the complaint. Announcement Chair Iona announced that the next meeting will be held at 9:00 a.m. at the Mo'ikeha Building in Meeting Room 2 A/B on March 18, 2011, with executive session to follow.
