After explaining their dilemma and asking for directions, Officer Metcalf, who had just ended his shift, offered to have them follow him in their vehicle as he drove directly to their hotel. There was 1 arrest for CPD 3rd and a total of 46 citations were issued. III. MEETINGS A. 02/14- attended a "Shattered Dreams" committee meeting at Kapa'a High. B. 02/15- attended Kauai TAC Long Range highway planning meeting at DOT Puhi . C. 02/24 attended Statewide Traffic Records Coordinating Committee meeting on Oahu. IV. COMMUNITY ACTIVITIES AND INVOLVEMENT Did Child Seat Check up for "Tutu and Me" pre-schools at three sites (Annahola, Keka a and anap�p ) , checked 68 child restraints, and replaced 11 that were defective or not safe for some reason. SPECIAL OPERATIONS A. 02/14/11 to 02/28/11 - The Hanalei District Officers are participating in the Operation Beach Comber Project . The project is addressing the complaints from the Hanalei Community about the proper use of the beach parks along Weke Road in Hanalei . Officers from the Hanalei District have been tasked with making periodic checks of the parks for violation of park rules . one subject was arrested for an outstanding bench warrant . One vehicle was issued two citations for observed violations (safety and weight-tax expired) . Enforcement will continue for another two weeks . 13. 02/24/11 - Hanalei Officers from Platoon 1 participated in the Anahola Clean Up Operation. The project addressed trespassers on Department of Hawaiian Homelands property in Anahola. Officers, along with DHHL personnel, returned to camps along the Anahola Coastline where subjects were issued trespass warnings back on 12-23-10 . This was a follow-up to check if the subjects left the area. Three subjects, that were issued the stated trespass warnings, were found still camping on DHHL property and arrested. DHHL property located just north of the Anahola Beach Park were also checked. Three subjects found there were issued trespass warnings . III. MEETINGS A. 02/23/11 - Platoon 3 Supervisor met with a group of (25) seniors at the Kilauea Neighborhood Center to address community concerns. IV. COMMUNITY ACTIVITIES AND INVOLVEMENT A. 02/21/11 - Hanalei Officers from Platoon 2 conducted a station tour of the KPD Hanalei Substation for Cub Scout Troop #213 of Hanalei . Scout Master Mark Koga, along with two other parents, and four scouts were in attendance. B. 02/23/11 - Hanalei Officers from Platoons' 2 and 3 spoke to children at the K. I.D.S. school about child safety. PEREZ. CAPTAIN, ISB SUBJECT ISB MONTHLY RECAP FOR FEBRUARY, 2011 DETECTIVE UNIT SEXUAL ASSAULT 14 year old mentally handicapped female reported her mother's boyfriend touched her genitals. No penetration reported. Victim's mother refused to make a statement and the boyfriend has not been located. Investigation is ongoing. 20 year old female reported being sexually assaulted by her estranged boyfriend. As a result of the investigation, the suspect was charged with Sexual Assault I't, Kidnapping and Terroristic Threatening. The suspect is currently being held at KCCC awaiting trial. Mother reported her two daughters' age 3 and 6 were inappropriately touching each other. Investigation revealed that the father fell asleep while watching pornographic videos and the children were acting out. CPS notified and will monitor the situation. No Sexual Assault suspected. Mother reported her 2 year old daughter was sexually assaulted by the biological father. I - Forensic exam proved negative and no evidence has been found to support this allegation. The parents are currently going through a custody battle. 14 year old female was reported to be having Sexual intercourse with a 23 year old man. Based upon age difference between the two, the male subject was arrested for Sexual Assault I" Degree. ASSAULT 38 year old Haena man reported being attacked by his 44 year old brother. The older brother struck the victim with a metal pipe causing serious injury. The suspect was arrested for Assault 2nd BOMB THREATS Two bomb threat via Graffiti painted overnight at Kauai High School. Investigation revealed 3 possible suspects who were questioned and released. Currently there is insufficient evidence to arrest. Investigation is ongoing. One bomb threat via handwritten note reported at Chiefess Kamakahelei Middle School. Detainment made on a 13-year old female. PROPERTY CRIMES Patrol Officers initiated a vehicle pursuit for a traffic violation. The suspect fled the scene after abandoning his vehicle. A search Warrant was initiated on the vehicle which led to the recovery of property from 5 other Burglaries. The suspect was identified, arrested and currently being held on $270,000 bail. A reported house fire occurred at a residence on Silva Tract in Kalaheo. No one was home at the time and no other structures were damaged. Damages are estimated at approximately $200,000. At this time, the origin of the fire may have been from a leaky propane water heater. Case is still being investigated. VICE NARCOTICS SECTION Executed a search warrant on a residence located in the L-ihue District. Various drugs, paraphernalia, and cash were seized. Two adult males arrested for drug offenses. Waimea District Patrol officers located an illegal campsite during a beach sweep of KekahaJMdnd Beach area. Observed at the campsite was a small amount of processed marijuana. The Narcotics Enforcement Unit assisted patrol in obtaining a search warrant for the campsite. Various drugs and residue was recovered. Case forwarded to prosecutors for review. Executed a search warrant on a residence located in the Kawaihau District. Recovered from the residence were various drugs and drug paraphernalia. 2 adult males arrested for various drug related offenses. Executed a search warrant on a vehicle in the LThu'e District. No illegal narcotics recovered and no arrest made. Executed a search warrant on a parcel. A search warrant was applied for and approx. 503.6 grams of marijuana was seized. Executed a search warrant on a parcel. A search warrant was applied for and approx. 696.4 grams of marijuana was recovered. K9 alerted to a vehicle seized by Patrol units. A search warrant was applied for and various drugs and U.S. currency was seized. VICE NARCOTICS SPECIAL OPERATIONS/HIGHLIGHTS: Assisted the United States Marshals Service in locating and arresting a LThu'e man on a Federal Supervised Release Revocation warrant, On February 8, 2011, an operation was conducted in the Kalapaki area after receiving public complaints of illegal activity occurring in area. One adult male was arrested for Promoting a Detrimental Drug 3d,, 3 juveniles were arrested for Promoting a Detrimental Drucl, 'i'd and Prohibitions, I juvenile arrested for Resisting Arrest, I adult male arrested on a BOLO for assault 3 rd BENCH WARRANT OF ARREST ( 17) Bench Warrants/grand Jury indictments were served by the Vice Narcotic Unit during the month of February. O'Connor KAUAI POLICE COMMISSION COUNTY OF KAUAI C/o Office of the Mayor 4444 Rice Street, Suite 150 LThu'e, Hawaii 96766 February 25, 2011 PUBLIC ANNOUNCEMENT Complaint No. KPC 11-01 The Police Commission has completed its review and deliberation of the aforementioned complaint. The Complainant alleges use of excessive force. Based on the information provided, the Commission found that there was insufficient evidence to uphold the complaint and has forward the complaint to the Office of the Chief for further review and or investigation if deemed necessary.
