deemed necessary, hold an Executive Session on any agenda item without the written public

KAUAI POLICE DEPARTMENT
Notes toBudget Summary
For the Period March 2011
The Budget Status Report for March 2011 is submitted for your review and perusal. The
department's total expenditures plus encumbrances to date is 70%, slightly below the 75%
budget tmdate.
Chiefs Office
The year-to-date expenditures for the Chief's Office are 71%, mainly due to Payroll and Fringe
Benefits. Similar to last year, the department is functioning with a number of vacancies and,
overtime costs ran over budget. Therefore, in forecasting through the end of this fiscal year,
$lM of unexpencled salaries was transferred to our overtime account,thus, bringing both our
salaries and overtime accounts to?396.
Administrative and Technical Bureau
Administrative and Technical Bureau is reflecting 52%of budget expended. The bureau has
been diligently pursuing procurement to encumber funds for contracts such as Next Generation
CAD, Sedan Leases,Towing, AEC\ and various maintenance agreements.
This month,the bureau welcomed Mona Ca|deirato the department inthe account clerk
position. Currently,the processing of Personnel Clerk 11 applicants is in progress and the five
new Public Safety Workers began training on April 16th.
Investigative Services Bureau
Investigative Service Bureau isreflecting 52Y6of budget expended. All equipment purchases
have been made for the fiscal year, however spending appears low in comparison to the 75Y6of
budget todate. Some of the contributing factors to ISB's unencumbered funds are due to line
items that vary based onvolume and type ofinvestigations. For example, services are
budgeted for helicopter hours needed for search and rescue or DNA analysis and these
expenses are only asneeded.
Patrol Services Bureau
Patrol Service Bureau is reflecting 8GY6of budget expended. The bureau will continue to
monitor its spending through the end mf the fiscal year. Annual National Telecommunication
week was celebrated on April loth_16'h. On behalf ofNational Telecommunication week, Patrol
Captain Mike Contrades and Dispatch Supervisor Kathleen Lan@tad accepted recognition from
County Council Dn April 13"'. Then quickly approaching/s National Police Week which will be

DETECTIVE UNIT
SEXUAL ASSAULT
Detectives are investigating allegations of a 7-year old male child being molested in his
younger years. This incident apparently occurred in Texas. A forensic interview was
conducted and child disclosed that an adult male friend of the family engaged in sexual
contact with him. Investigation is ongoing. Child is currently under the care of CPS.
Case will be referred to Texas for follow up.
DEATH REPORTS
21 year old male subject hung himself committing suicide after an argument with his
girlfriend. He texted his sister and told her he was going to kill himself just prior to
leaving his residence. He was found by his brother-in-law hanging from a tree behind
Sunset Kahili in Poipu. No foul play suspected.
46 year old male subject committed suicide in his home. Subject locked himself in his
room and bung himself using an electrical cord from an air conditioner. Subject
reportedly was depressed. No signs of foul play and autopsy showed no other trauma to
subject except that which was self inflicted by the cord.
A Czechoslovakian tourist,swimming at Hanakapiai Beach got into trouble and called
for help. Another subject in his tour group attempted to help him but had to abandon
rescue efforts when he himself became tired. A search conducted of the ocean by the
Kauai Fire Dept. and US Coast Guard has at vet been unsuccessful. No other information
available. Search was cancelled after 72 hours.
PROPERTY CRIMES
15 year old male subject detained in connection to a Burglary on Weke Road. Due to his
past history, Family Court took custody of him and he was transported to Oahu for
further incarceration.
KPD SENSITIVE
A homeowner in Kapaa reported his house was entered and rare coins stolen. The
suspect attempted to pawn the coins and was subsequently arrested. Based on his
statement, a second suspect was also arrested for the Burglary.
A couple visiting Kauai left their vehicle unattended while they hiked down to Kipu
Falls. The car was broken into and items were stolen. The next day, the suspects
contacted the victims via their own cell phone and offered to sell them back their
possessions. A sting operation was conducted and a male subject was arrested by a KPD
Detective posing as one of the victims. The suspect was incarcerated and at his
preliminary guilty hearing pled and was given a 90 day sentence,

Detectives conducted a stake out in the Kapaa area in response to several burglaries
happening at the condos along the Kapaa Coast. There were no findings or arrests.
ROBBERY
A 53 year old male subject visiting Kauai from Germany was Robbed and Assaulted
outside the Kamaaina Surf Shop in Kalapaki. Investigation revealed that he had an
earlier conflict with a female and her male friend at the Nawiliwili tavern, Apparently,
the conflict escalated to a physical altercation outside the bar. The victim attempted to
run away but was chased down by 2 male subjects,assaulted and then robbed.
Surveillance video recovered from the area allowed Detectives to make a positive ID on
one suspect. A 34-year old local male with prior arrests, was arrested and is currently
being held at KCCC. The other suspect is currently at large but an arrest warrant has
been issued.
VICE NARCOTICS SECTION
VICE-NARCOTICS TRAEMNG,PRESENTATIONS,PUBLIC SPEAKING,

Lt Shibuya, Sgt Rose, Ofc Dubocage and Ofe Pia attended the ICCIU conference held on
Oahu.
Vice Unit attended Clandestine Laboratory recertification held on Kaua'i.
Vice Unit conducted quarterly firearms qualifications.
Otc. Oliveira and Ofe. Cayabyab assisted Honolulu Police Department in marijuana
eradication.
Ofe. Pia attended asset forfeiture training held on Oahu.
BENCH WARRANT OF ARREST
9 bench warrants/grand jury indictments were served by the unit during the month of
April.
KPD SENSITIVE
K9 SEARCH WARRANTS: (4)
K9 sniff request on a vehicle was made by a patrol officer. K9 alerted providing the
probable cause for a search warrant. The execution of a search warrant resulted in the
recovery of marijuana and .223 caliber ammunition,

recovery of Crystal Meth, Marijuana, and various drug paraphernalia.
K9 alerted to a parcel sent from the mainland to a Princeville address. Recovered from
the parcel was of heroin.

parcel were mushrooms and marijuana.
VICE SEARCH WARRANTS
The Vice Narcotic Unit executed 12 search warrants during the month of April. Of the
12 search 'warrants, six were for vehicles, four for residences, and 2 for parcels. Three of
the residences contained numerous marijuana plants,over and beyond what is allowed
with permits under the medical marijuana statute (7 plants are allowed). 12 subjects were
either arrested or cited. Marijuana, crystal meth,heroin, mushrooms, amphetamine pills,
oxycodone pills, firearms, and US currency were recovered in these searches.

PUBLIC ANNOUNCEMENT
Complaint KPC/ES-17-2011-08
The Police Commission has completed its review and deliberation of the
aforementioned complaint. The Complainant alleges that she was falsely arrested
during an incident in September 2010.
Based on the information provided, the Commission did not accept the complaint
and notified the office of the Chief of Police 0 f its 1A
