privileges, immunities. and/or liabilities as they may relate to this item, deliberate and take
such action as appropriate:

JUNE 2011
SEXUAL ASSAULT
Investigated a report of a 14 year old female allegedly molested by a family member.
Case brought before Grand Jury and suspect was indicted. Suspect was arrested and case
bound over to Circuit court.
Allegations of a young child possibly molested at aftiend's home. Physical exam were
negative for any evidence. Case sent to Prosecutors for review.
21 year old male visitor reported being held against his will and sexually assaulted by a
34 year old male resident. Investigation was conducted and suspect was subsequently
arrested. Case proceedings resulted in Suspect(a known Sex offender)pleading guilty
and sentenced to 10 years incarceration.
A young child allegedly sexually assaulted by grandfather. Currently there is a child
custody issue ongoing between the child's parents. Case is under investigation.

ASSAULT
Male subject reported being assaulted by known person. Victim was treated and it was
discovered that his jaw was fractured. Suspect was arrested and admitted to the assault.
Case sent to Prosecutors office.
Male subject reported being stabbed by his ex girlfriend. Investigation revealed the
female suspect entered the victim's home, assaulted a female in the home, and stabbed
the male when he tried to intervene. The female suspect attempted to steal the male's
truck and also verbally threatened him. Suspect was located and arrested a few hours
later. Suspect is currently being held at KCCC awaiting trial.
Male subject reported being attacked by a person known to him, Suspect attempted to
run the victim over and struck him with a metal pole. Suspect was arrested and confined
at KCCC, At the preliminary hearing, the victim failed to appear in court. Case was
dismissed.
Female reported she and her estranged husband got into a verbal argument. During the

argument, the suspect took out a gun and threatened to shoot himself. Suspect eventually

fired the weapon into the air. Suspect fled the area. Investigation conducted and several
Search Warrants were made. The suspect's weapon was found, along with drugs and
paraphernalia. The suspect was subsequently located and arrested. Suspect currently
awaiting trial,
PROPERTY CRIMES
30 year old male subject,using his mother's bus' -it on a spree of credit
) -,e mess records,went
card fraud. Suspect was caught at a local hotel after using a card number on the internet.
The suspect was arrested and search warrants were issued. Numerous records were
recovered as well as drugs and paraphernalia. Suspect was booked and posted bail the
next day.
A north shore resident reported that sometime between January and June of this year,
gold was stolen from his residence. Investigation was conducted and no force was
observed. Unknown who or when the gold was stolen. The gold was reportedly
appraised at 1.2 million dollars. The case is still being investigated.
DEATH REPORT
A votauz adult male was found in an apparent suicide by hanging in a remote area.
A male subject was found by early morning beach goers hanging from a tree at a local
beach area. No signs of foul play were found and case ruled as suicide.
KPAL
Flag football involving approximately 700 boys &girls, ages 5-15, from Kekaha to
Anahola. There are 31 teams with about 150 coaches and 25 referees.
Wrestling season ended in June. 30 boys & girls, ages 7-19, participated in-,NTestling
matches and one tournament. They meet at the Kapaa Youth Center and the Lihue
Veterans Center.
Jujitsu....25 boys & girls participate at the Kapaa Youth Center. Instructor Shane
Kahananui.
Hip hop dancing.....12 kids, ages 7-12 participate at the Kapaa Youth Center. Emslev
Drake instructor.
All-star cheerfeading.....21 I girls and a few boys participate at the Kapaa Youth Center.
Instructor Tita Kuliaulua.
Boxing.....at Lihue and Hanapepe. 90 registered boxers.
Sea Scouts....There are 25 students, ages 12 to 20 involved in Sea Scouts. They
participate in ocean safety activities and exercises.

Sgt Rose and Officer Cayabyab attended DEA firearms qualifications on Oahu.
Officer Resinto attended Hostage Negotiation and Crises Intervention certification in Las
Vegas.
VICE NARCOTICS SEARCH WARRANTS
Executed a search warrant on a person and bag while in the Kaloa District. Recovered
were crystal methamphetamine and various drug paraphernalia. One adult male was
arrested for various drug charges.
Executed a search warrant on a person, vehicle, and residence located in the LThu'e
District. Recovered was drug paraphernalia containing crystalline residue. One adult male
was arrested for various drug charges.
Executed a search warrant on a vehicle located in the Kaloa District. Recovered from the
vehicle was drug paraphernalia with crystal methamphetainine residue,marijuana, and
US currency. One adult male arrested for various drug offenses.
Executed a search warrant on the residence located in the Kawaihau District. Recovered
from the residence were 2 pistols,2 shotguns,cocaine, marijuana, and US currency.
Executed a search-warrant on the residence located in the L-thu'e District. Recovered
from the residence were crystal metharriplictarnine,marijuana, various drug
paraphernalia, US currency and a 22 caliber rifle. Arrested for various offenses were two
adult males.
Executed a search warrant on vehicle located in the Lliiu'e District. Crystal methaniplietartrine
was recovered.One adult male arrested for Prot-noting a Dangerous Drug in the 3d Degree and
Prohibited Acts related to Drug Paraphernalia.
A shipping company discovered a parcel being shipped to a residence in Princeville containing
cocaine. A controlled delivery was conducted. The suspect fled on foot and discarded the
cocaine in an open area. Approximately 129 grams of cocaine was recovered. Investigation and
search of the suspect is continuing.
CANINE ALERTS
K9 alerted to a parcel shipped from California to a residence on Kaua'i. No illegal items
recovered.
K9 alerted to a FedEx parcel sent trom Oregon to a residence on Kaua'i. Search warrant
was obtained and 21.9 grams of marijuana was recovered.
KPD SENSITIVE
K9 alerted to a FedF..%,parcel a sent from Redwood California to a residence located on
Kuoa`i. Search warrant was obtained and 24] Qcmosu[marijuana was recovered. No
arrest made. Investigation pending.

Notes to Budget Summary
For the Period May 2011
The Budget Status Report for May 2011 is submitted for your review and perusal, The
department's total expenditures plus encumbrances to date is85%, slightly below the 9296
budget to date.
The year-to-date expenditures for the Chiefs Office is 87%,Administrative and Technical
Bureau is reflecting 61%, Investigative Service Bureau is reflecting 6496and Patrol Service
Bureau is reflecting 93Y6of budget expended.
The Mayor's Final Budget Message for FY 2012 was released to the media June 9, 2011. KPU
did not receive all that was requested, however, budget increased from last fiscal year's
$24,925,202. The increase was generally due to the budget guidance initiatives to increase
Health Fund and OPEB coats.

to complaints from the Civic Center employees . 2
subjects were arrested on three charges .

B. 06-03-2011 - Operation Clean Sweep- Officers along with
Park Rangers conducted enforcement at the H ama 'ulu
Beach park in response to community complaints.

A. 06/11/2011 - Platoon 1 Supervisors from Hanalei District
and Lihule District, along with 6 officers participated
in Operation "Larson' s Beach Sweeps Week" project. The
project addressed trespassers on Waioli Corporation
properties in the vicinity of Larson' s Beach. No
trespassers were located during the operation.
B. 06/16/2011 & 06/20/2011 - Officers from Platoon 2
conducted Seatbelt enforcement in the Kapa'a area. A
total of 11 citations were issued during the project.
Platoon 1 and 2 Supervisors and officers also conducted
Seatbelt- enforcement and a total of 112 Seatbelt
citations were issued for the month.

Cubs KPAL flag football team (5-6 yrs old) .
B. 06/2011 - Platoon 2 and 3 Officers, were making daily
checks in the Tunnel' s Beach area for parking
violations . Numerous violations were observed and cited.
C. 06/25/2011 - Platoon 3 Supervisor and Platoon 3 officer
participated by providing security with the Annual

This is a progress report for the period of February to May 2, 2011. Also addressed will be the
goals set for the period from May to July 2011.
PROGRESS REPORT:
I April 14, 2011, a letter was sent to Chief Kealoha of the Honolulu Police Department
requesting assistance for our staff to meet with their Accreditation Section for assistance.
This will give us an opportunity to meet with their staff and hopefully receive pertinent
information and documents to comply with CALEA standards.

On April 29, 2011, Jacqueline Daumont, an assessor with CALEA visited our department
for a tour of the Hanalei sub-station and our main headquarters. The objective was to
evaluate our facility and sections in regards to our current status of compliance with
CALEA standards. This also gave me a chance to learn about the process and ask
questions that will address our department concerns that may be issues in getting
accredited.

3� On April 30, 2011, Justin Kollar and I flew to the Maui Police Department for an
opportunity to observe an on-site assessment conducted by CALEA for their department.
This again gave us a better understanding of how the assessment procedure works. The
Maui Police Department was very generous in providing valuable information and
documents that will aid our department for the compliance of CALEA standards and
compliance records.
4. Effective Mav 1. 2011, PSB Officer Jason Matsuoka will be temporarily assigned to
assist with accreditation. Officer will be on vacation for the month of May.

GOALS SET FOR MAY TO 3-U,LY 2011:
1. CALEA Assessor Jacqueline Daumont will be sending me a power point presentation
that will address what accreditation is about, the importance of being accredited and the
process of accreditation. Once this presentation is received, I will schedule a presentation
to be given to the entire department. This will be a process that will initiate a"buy-in"
from members of this department.
2. We will begin creating folders for each of the CALEA standards that needs to be
addressed. These folders will include a Standard Status Card form,the CALEA standard,
department policy that reflects the standard and compliance records or proofs.
3. I will be collecting every General Order, Bureau S.O.P.s and Directives from each
bureau. We will begin to keep a track on each policy at which time we will review each
policy and determine it's need.

PUBLIC ANNOUNCEMENT
Complaint KPC/ES-1 9-2011-10
The Police Commission has completed its review and deliberation of the
aforementioned complaint. The Complainant alleged that the officer provoked behavior
unbecoming of an officer, lying, and not revealing the name of his supervisor when
asked.
Based on the information provided, the Commission found insufficient evidence
to prove the allegations. As a result the Commission did not sustain the complaint and
notified the Chief of Police of its findings.
This officially concludes the Commission's review of complaint KPC/ES-1 9-2011-10.

process of justice by being unfair in his decisions, and by not doing his job in sending
his complaint and evidence to the Prosecutor's office.
Based on the information provided, the Commission found insufficient evidence
to prove the allegations. As a result the Commission did not sustain the complaint and
notified the Chief of Police of its findings.
This officially concludes the Commission's review of complaint KPC/ES-21-201 1-11.
