Also addressed will be the goals set for the period from August to October 2011. PAST GOALS SET FOR MAY TO JULY 2011: I. CALEA Assessor Jacqueline Dautriont will be sending me a power point presentation that will address what accreditation is about, the importance of being accredited and the process of accreditation. Once this presentation is received, I will schedule a presentation to be given to the entire department. This will be a process that will initiate a"buy-in" from members of this department. • I received the power point presentation from Ms. Daumont. I needed to edit the presentation because it was flooded with too much animation. • I would like to schedule a presentation for the Senior Staff first before presenting this Z�l to the entire department. 2. We will begin creating folders for each of the CALLA standards that needs to be addressed. These folders will include a Standard Status Card form, the CALEA standard, department policy that reflects the standard and compliance records or proofs. • With extra monies from the FYI 0/11 budget, I was able to purchase a four draw lateral file cabinet. • Also purchased hanging file folders for documents. 3. 1 will be collecting every General Order, Bureau S.O.P.s and Directives from each bureau. We will begin to keep a track on each policy at which time we will review each policy and determine it's need. 100d 2 • Thank you for assistance in this matter, we finally received a disc with the Word Format for the existing General Orders. However, we still have not received any S.O.P.s from A& T and I.S.B. PROGRESS REPORT: (May 3 to July 31) 1. June 1, 2011, Officer Jason Matsuoka was assigned to assist with Accreditation. He was tasked to review the priority general orders such as, Use of Force, Vehicular Pursuit, and Detention Center. 2. July 25-30, 2011, Justin Kollar, Jason Matsuoka and I attended the summer CALEA Accreditation Conference in Cincinnati Ohio. This gave me a better insight of the role as the Accreditation Manager. It also cleared some confusion I had with the compliance or proofs needed. 3. 1 have created a tracking log for each policy that we have worked on. Currently, we have updated twenty policies. This includes: • Four General Orders created in 1976 • Four General Orders created in 1977 • Four General Orders created in 1978 • Five General Orders created in 1979 4. With extra monies from the FYI 0/11 budget, I was able to purchase the CACE software. CALEA recommends the CACE program to track each standard. CACE will address each standard and our orders or directives will be noted in the program to the related standard. CACE will also record each required compliance or proof. A new desktop computer was also purchased for accreditation purposes. GOALS SET FOR AUGUST TO OCTOBER 2011: 1. We will continue to review and update the current General Orders starting with the policies dated back in the 1980's. 2. 1 will create a CALEA standard checklist. As we start creating new policies or updating the existing policies, I will check off the related standard until we reach number 479. This will give us a gauge as to what standard needs to be addressed. 3. 1 have contacted Lt. Schabb at HPD. They are currently starting a mock assessment as they will probably doing an assessment next year. He invited us to attend this process. With your approval, we would like to shadow this process. The department's total expenditures plus encumbrances for FY2011 is 95%, slightly below Annual Budget. The year-to-date expenditures for the Chief's Office finished at 97%which is due to vacancies in the department and in turn the unexpended salaries. However, this fiscal year, the department's portion of the underestimated OPEB (Other Post Employee Benefit) charges totaled $313,000 of which Finance expensed using KPD unexpended salaries. In the 2012 Budget, the department was directed to increase the budget to compensate for the OPEB charges, to avoid a lump sum payment at the end of next fiscal year. Administrative and Technical Bureau is reflecting 78%, Investigative Service Bureau is reflecting 70%and Patrol Service Bureau is reflecting 92% of budget expended. The operational budget balances are due to estimates that are based on the number of investigations, DUI tests, autopsies, search and rescue missions, etc. Therefore,funding that is very necessary but very difficult to determine exactly how much will be needed each year. Perez JULY 2011 SEXUAL ASSAULT Adult female reported being sexually assaulted by an unknown assailant in her home. Victim was transported to Wilcox E/R and treated for chest pains. Suspect is unknown. female was provided with counseling services and a victim advocate. Parent reported 6 year old daughter may have been sexually assaulted by a known person. Forensic interview revealed 2 possible suspects in 2 separate incidents I year apart. Suspects have been identified and the investigation is ongoing. Mother reported her juvenile daughter stole valuable jewelry and pawned it. The girl was interviewed and admitted to the crime. She also implicated her boyfriend, who is an adult. It was also learned that the two have been sexually active. Based on the age of the girl a Sexual Assault investigation has been initiated. ASSAULT 2 U. S.Navy personnel were assaulted outside Rob's Bar and Grill in Lihue. One of the men sustained serious injury, The Assault was reportedly unprovoked. There are currently no suspects. Investigators are following up on anonymous tips called in by the public. ROBBERY 53 year old mate subject and 42 year old brother were assaulted and robbed next to Anchor Cove in NawiliA41i. Investigation resulted in the arrest of a 20 year old male suspect. Suspect is currently awaiting trial. YOUTH SERVICES SECTION: KPAL Flag Football: The K-PAL Flag Football program approximately 750 boys and girls participants, ages 4-14, Z-1 KPO SENSITIVE • Started in April and ended in July • There were 31 teams from 4 districts,which ranged from the north shore to Koloa. • Approximately 200 adults volunteered/participated in the program as town reps, W - coaches, referees,time keeper,team moms. III :TITBIT SELF DEFENSE: • I Approximately 15 participants ranging in ages 7-13 years old. • 5 volunteer coaches. • Practices held at the Kapaa Youth Center. VICE NARCOTICS SECTION Statewide Task Force Operations: • 2 Vice Officers assisted HPD with green harvest. • I Vice Officer assisted MPD with green harvest. * 2 vice officers attended Pharmaceutical Diversion training, • 1 Vice Officer assisted HCPD with green harvest(Hilo). 0 1 Vice Officer assisted HCPD with green harvest(Kona). SEARCH WARRANTS The Vice Narcotic Section executed seven search warrants and recovered various drugs and narcotics, including crystal meth, marijuana, various pills,paraphernalia, and US currency. The search warrants included: 2 residences, 3 vehicles, and 2 parcels.
