The department's total expenditures plus encumbrances to date is 9%, right above the 8% budget to date. To start the new fiscal year, the breakdown of the year-to-clate expenditures for the department is Chief's Office 8%,Administrative and Technical Bureau 24%of budget expended, Investigative Service Bureau 7%of budget expended and Patrol Service Bureau 21% of budget expended. Purchasing Division requested that each department review their budget and submit its FY 2O12 equipment list. KPD compiled the equipment list based onthe final approved budget and assigned personnel to complete the procurement. August 26th was the first deadline with Purchasing Division for all specifications for formal solicitations. The department submitted specifications for the two(2) budgeted Sports Utility Vehicles and four(4)44 Pick-up Trucks. The only specification that is pending research is the Sixteen (16) Marked Patrol Vehicles due to the elimination ofthe Crown Victoria Sedan. The Administrative and Technical Bureau will continue to research the specifications of an alternative for the patrol vehicle purchase. The next deadline with Purchasing Division is December 30th to submit all formal solicitations to include any necessary review drafts and requisitions. The department works diligently to procure all items on the budgeted equipment list by the December 30th deadline. SANE exam was also conducted. Vase will be submitted to Prosecutors office for final review. 25 year old female reported she was sexually assaulted by unknown subject. A SANE exani was conducted. The suspect is unknown and no leads have been developed. 33 year old female reported 2 weeks later that she had been sexually assaulted in her residence by 2 local males. Subsequently, the victim desired to drop the complaint, reporting;that she was moving to another state. 16 year old female reported being sexually assaulted by a 21 year old man at a party. The investigation is ongoing. ASSAULT: Two boys ages 8 and 10 of Kekaha got into a fight while playing. The 8 year old kneed the 10 year old boy in the head. The injury was so severe the 10 year old had to be flown to Oahu for brain surgery. The case is being forwarded to the Prosecutor's for review. 27 year old Lihue man reported being assaulted by an acquaintance while in Kekaha. The victim had part of his ear bitten off by the suspect. Investigation resulted in the suspect being;charged with Assault in the 2"'Degree. 47 year old Lihue than reported being assaulted by a friend. The victim had to be flown to Oahu for treatment due to head injuries. The suspect was located and arrested for Assault in the 2"d Degree. 32 year old Kapaa man reported being slashed by a knife during a fight with a person knoum to him. The suspect was located and arrested. The victim sustained minor injuries. ROBBER' 56 year old Kapaa than reported being robbed at knife`gun paint. The victim stopped off at Fuji beach to use the restrooms, After exiting his vehicle, the victim reports 2 KPD SENSITIVE unknown men came up behind him. The suspect's took approximately $300. Victim is unable to identify the suspects. MISSING PERSONS Rollin Fabiana, age 46, was reporting missing on August 19, 2011,after leaving his 11uhi residence on foot. TSB personnel and Kauai Search and Rescue team with canines assisted in the search for Fabiana. No clues of his whereabouts have surfaced. SEARCH WARRANTS Detectives executed four search warrants for the month: (2) vehicles, (1)backpack, and (1)computer. The main focus was the Nawiliwili area on Thursday nights, due to ongoing problems and frequent calls, including robberies and assaults. Two citations were issued for Liquor Violations, and one minor was detained for curfew violation. The planning department determined that the structure was unpermitted and could be removed without the need for permits. Police personnel from Platoons 1 and 3 dismantled the structure. The structure was disposed of at the Kekaha Landfill. B. Throughout the month of August, Platoon 2 personnel were held past their shift to assist with the increase in calls for service on Thursdays, Fridays and Saturdays . They also assisted by providing additional manpower during the County Farm Fair. There were no major incidents reported. III.
