FIREARMS QUALIFICATIONS
Firearms Training/Qualification for the GYlbck Pistol has been scheduled at the KipaAUluhia
for the.below designated officers. Please refer to the date and time listed below for the
scheduled traininglqualifications.
Scheduling of firearms qualifications for all sworn officers will be ongoing within the next
several weeks.
Items required at the range: Complete cleaning kit, Cap/Rat, Drinking water, Soft body
armor.
Officers will not be provided with any weapons cleaning equipment
Officers should be prepared to be placed in a position of lying on the ground and dress
accordingly.
Proficiency:
Pistol: Officers will qualify on a SO round timed course of qualification fire, using the
department issued dock Pistol.,with a passing score of 80%.
Shotgun: Offs rs will qualify using the KPD authorized 12 gauge shotgun with a passing score

Notes to Budget Summary
For the Period August 2011
The Budget Status Report for August 2011 is submitted for your review and perusal. The
department's total expenditures plus encumbrances tudate iSl696, right below the 17% budget
to date. The department is beginning the year right ontrack.
The breakdown of the year-to-date expenditures for the department is Chief's Office 15%,
Administrative and Technical Bureau 249Gof budget expended, Investigative Service Bureau
1OY6Vf budget expended and Patrol Service Bureau 24Y6of budget expended.
Each Bureau i5 working diligently to procure all equipment purchases budgeted for this fiscal
year. In fact,the eight patrol sedans budgeted last fiscal year has been received and is in the
process of getting placed in service within the next month. The lease payments will be
reflected as soon as Finance Department finalizes the lease with the Equipment Leasing
Company, Bank ofHawaii.
|n addition, Chief Perry recently requested and received approval from County Council tn
expend $15,000 of KPD's budgeted Asset Forfeiture funds to purchase equipment and uniforms
for the newly formed Fugitive Apprehension Strike Team orF.A.S.T. F.A.S.T consists of1O
personnel from Patrol Services Bureau who will use modern techniques and technology to
locate and arrest those with outstanding warrants.

DETECTIVE SECTION
ROBBERY:
On September 07, 2011 the Rice Street branch of American Savings Bank was robbed.
An undisclosed amount of cash was taken during this robbery. Within 48 hours after the
robbery occurred, a 35 year old male subject was arrested in connection to the robbery.
Custody of the 35 year old male subject was subsequently transferred from KPD to the
FBI.
SEXUAL ASSAULT:
A 13 year old female juvenile reported that she was sexually assaulted in July 2011 by a
13 year old male juvenile acquaintance. A forensic interview was conducted ,Adth the
female victim at the Children's Justice Center. No arrest has been made at this time as
further follow-up and interviews are being conducted. This case is still pending.
BURGLARY:,
A 34 year old male subject was arrested in connection with a burglary that occurred at the
Kauai Palms Hotel. Subsequent investigation of this case led to 15 other cases criminal
investigations including Theft, Additional Burglary, Forgery and Unauthorized
Possession of Confidential Infon-nation.
THEFT:
A 26-year old male subject was arrested in connection with a stolen ATM Machine from
the Anchor Cove shopping center containing an undisclosed amount of cash. Subsequent
investigation led to additional suspects being identified in connection with this theft and
warrants of arrests being issued for additional suspects. Investigation is ongoing.
MISCELLANEOUS PUBLILJPRQA�j NG).
A 57 year old male subject was found unresponsive on the Atiomanu reef in Anahola.
Autopsy results indicate that the male subject died of salt water drowning.
KPD SENSITIVE
A 32 year old male subject from Wisconsin died while scuba diving in the waters off
Haena Beach Park. Autopsy results indicate that the male died of salt water drowning

Detectives executed eight search warrants for the month: (4) vehicles,(1) computer, (2)
residences, (1)property.

SPECIAL PROJECTS:
The SRO's conducted (8)park sweeps during the month of August. The main focus was
the Nawiliwili area on Thursday nights, due to ongoing problems and frequent calls,
including robberies and assaults, and violations involving minors. Five citations were
issued for Liquor Violations, and minors were detained for curfew violation, one arrest
for Promoting a Detrimental Drug in the 3 d Degree, and one detainment for Runaway.

SEARCH WARRANTS
Service of a search warrant on a person and vehicle located in the Kawaihau District.
Recovery undisclosed amount of cash.
Service of a search warrant on a person and vehicle located in the L-ihu'e District.
Recovered crystal metharnphetamine, marijuana,hashish residue, drug paraphernalia and
brass knuckles. One adult male arrested.
Service of a search warrant on a residence located in the K61oa District, Recovered
processed marijuana and one marijuana plant. Two adults cited per complaint and
summons.
KPD SENSITIVE
Executed a search warrant on a parcel, based on a canine alert. Recovered from the parcel
was marijuana. No arrest made at this time. Investigation is ongoing.
SPECIAL OPERATIONS
On 9-29-2011 Vice officers arrested an adult male on a probation violation bench
warrant. Recovered from the male subject were crystal methamphetamine, US currency.
and a backpack. A search warrant was obtained for the backpack for further
investigation. This investigation by Vice officers assisted detectives in their investigation
of a stolen ATM machine. The subject was arrested for the follo",ing charges:
Probation violation,Pro Dangerous Drug 2`1 Degree,Drug Paraphernalia,
Resisting Arrest, Assault on Police Officer 2 d Degree, Firearms violation.

traffic during an evacuation drill for Kapaa

while the "INI" was exhumed and reinterred in a
different location.

My husband and myself recently visited Kauai for the first time. We spent two weeks there and rhoroughly enjoyed
ourselves,up to the day we were leaving. On the way to the airport to return home,we stopped at Wailua Falls, As my
husband was taking some photos of the Falls,we Were approached by a local man- He appeared to be a vendor sealing
beaded bracelets. He told us that to get really good pictures of the Falls we should climb down to the bottom of the Falls.
He then showed us a very worn path starting just at the edge of the overlook. The trail was steep,but there were ropes
strung along both sides of the path and some wooden steps had be it-stalled. As we saw no signs indicating this was a
restricted area,we assumed it was a public trail.
We hiked to the canyon bottom and stayed approximately 30 minutes. We disturbed nothing and left no trace we had been
there. We then climbed back up the trail to the parking lot.
As we crested the top of the trail, another man stepped up to me and took my picture. He then snarled at me asking if"it
was worth it?" The man wore no badge or identification. I had no idea who he was nor what he was talking about As we
walked to our car he followed and called out to several police officers standing in the parking lot saying"these two".
There were 5 or 6 police offers I writing out citations to other couples. Each and every One of the us receiving a citation had
the same experience. We had been told to hike to the bottom of the falls and then ticketed for doing so. The"helpful
vendor"was long gone. I do not knew if he was an undercover officer or just an enthusiastic volunteer.
The police offer writing my citation was very courteous and professional,but seemed slightly embarrassed. He apologized
3 different times for the citation. When we tried to discuss the problem of the"no signs,ropes,and helpful vendor"one of
the offers became very agitated. He kept saying this was not the place to argue,we should tell it to the judge. But we were
not arguing. We never raised out voices nor used inappropriate language. We questioned why the ropes could not simply
be removed to prevent tourist from venturing down the canyon. The agitated officer's reply was"they're not my ropes".
Not a very reassuring answer.
As I am totally unfamiliar with the different branches of police in Kauai,I do not know the department or units involved.
They may have been Libue city policemen or Kauai state patrol. They wore dark blue uniforms. I can not make out the
officer's name on the citation. His badge number is � The citation number is 4061338 issued from the Fifth Judicial
Circuit,Libue.
Of course, we now realize this was a well-planned,often used sting operation geared towards tourists. We were given a
court appearance date at the end of October. Obviously, few tourists can return to Kauai forty(40)days after their return
home, We have no possible way to pled our case before ajudge. So, we are forced to pay the fine of$280.00 per person.
The fine is allot of money,$560. Rut, more frustrating than the loss of vacation revenue,is the fact that this operation is
dirty and just wrong. I am a 63 year old retired professional. I do not make it habit of breaking the law. I have the highest
regard towards offers of the law. I sincerely hope the behavior of the offers involved m this sting is not the accepted
norm,and that their actions are not sanctioned by the main stream authority figures of Kauai. Where is the"To Protect and
Serve"part of this tawdry episode?
Long term, such vindictive treatment of vacationers certainly can not be productive for the tourism industry of Kauai. i
will do what I can to warn others of this travesty. Face Book, state wide Garden newsletters,and complaints to both
Wyndharw'RCI and Interval International may help. But I sincerely hope you and your office will take some action to stop
this scam. Such behavior is unworthy of your police officers and the laws they have sworn to protect.
