FEBRUARY 23, 2011
A public hearing of the Council of the County of Kauai was called to order by
Jay Furfaro, Chair, Committee of the Whole, on Wednesday, February 23, 2011,
at 1:33 p.m. at the Council Chambers, 3371-A Wilcox Road, Lihu`e, Kauai, and the
presence of the following was noted:
Honorable Tim Bynum
Honorable Dickie Chang
Honorable Derek S. K. Kawakami
Honorable Nadine K. Nakamura
Honorable JoAnn A. Yukimura
Honorable Jay Furfaro, Council Chair
Excused: Honorable Mel Rapozo
The Clerk read the notice of the public hearing on the following:
BILL NO. 2396 - A BILL FOR AN ORDINANCE AMENDING
ORDINANCE NO. B-2010-705, AS AMENDED, RELATING TO THE
OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF
HAWAII, FOR THE FISCAL YEAR JULY 1, 2010 THROUGH JUNE 30,
2011, BY REVISING .THE SURPLUS AND APPROPRIATIONS
ESTIMATED IN THE GENERAL FUND ($525,448 -Golf Fund),
which was passed on first reading and ordered to print by the Council of the County
of Kauai on January 26, 2011, and published in The Garden Island newspaper on
February 2, 2011.
Council Chair Furfaro: I do want to mention to those that you choose to
participate in this public hearing, I will be making a presentation on the golf fund
and reconciling revenues, expenses, leases, and operating costs, and transfers to
offset central accounting services when this goes to the full council in a week...the
committee, I'm sorry. So I do have a PowerPoint presentation then that reconciles
these numbers as there are many numbers to review. So on that note, anybody
wishes to come up and speak? Yes, come right up, Mr. Mickens.
The hearing proceeded as follows:
GLENN MICKENS: Thank you Jay. For the record, Glenn Mickens.
I'm tickled to death to hear your comment about you addressing this situation. I
think, it's deplorable-we're putting this .kind of money continually into this

so-called golf fund or, you know, whatever. I've heard you say it before, Jay, it could
be a CIP project or something to that effect where the moneys are accounted for and
stuff, instead of just year after year putting up to maybe a million dollars into this
fund. So I will be very eager to hear your PowerPoint. When's that going to be?
Council Chair Furfaro: Actually it's going to be a week .from now, and I
believe it's going to be in the committee of the whole. It's going to be March 2. If
you would like a preview of that, I can give you something after today's meeting.
Mr. Mickens: I'd appreciate that.
Council Chair Furfaro: You're welcome.
Mr. Mickens: Thank you very much, Jay/
Council Chair Furfaro: I'll get you a copy. Ken, did you want to testify?
Okay. So members, on that note before I close this, I did distribute a preliminary
summary on this report. That has been distributed to the members? Okay. It will
be very soon. But Glenn, if you'd like to see me after the day, I'll be glad to give you
a preview. Is there anyone else that would like to testify on 2396? If not, this
public hearing is closed.
There being no further testimony on this matter, the public hearing
adjourned at 1:36 p.m.
