SEPTEMBER 7, 2011
A public hearing of the Council of the County of Kauai was called to order by
Nadine K. Nakamura, Chair, Planning Committee, on Wednesday, September 7,
2011, at 1:48 p.m. at the Council Chambers, 3371-A Wilcox Road, Lihu`e, Kauai,
and the presence of the following was noted:

The Clerk read the notice of the public hearing on the following:
Bill No. 2411 - A BILL FOR AN ORDINANCE TO AMEND
ORDINANCE NO. B-2011-732, AS AMENDED, RELATING TO THE
OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII
FOR THE FISCAL YEAR JULY 1, 2011 THROUGH JUNE 30, 2012, BY
REVISING THE SURPLUS AND APPROPRIATIONS ESTIMATED IN THE
GENERAL FUND,
which was passed on first reading and ordered to print by the Council of the County
of Kauai on August 17, 2011, and published in The Garden Island newspaper on
August 27, 2011.
The hearing proceeded as follows:
Council Chair Furfaro: Just for the general public again, I'm going to break
down the bill as it passed through the first process 7-0. This bill, 2411, is related to
the office of the county clerk, approximately $60,000. The cost breakdown on this
money bill is in relationship to the delays of us returning to the historic building.
Of that amount, approximately $37,000 of the 60 is related to the building lease,
electricity, water, public portable restrooms that are established outside, as well as
the fact that about $2800 in particular is for other water and charges outside of the
building. We have $14,000 in the refurbishment of historical furniture that was not
part of the FF&E for the overall building that includes some of the wooden
furniture that we're using here, the brace underneath this desk here, which is a
historic piece, and several chairs that went out for finishing and reupholstering.
There's another $5,000 in this bill for codification on the amounts that we had
projected in getting the updated codes for the council; we had originally
budgeted 10,000, the bids came in at 15, and there is also 4,000 in the bill that is

made up of small equipment and other supplies that get us moved back to the
historic county building. That is the breakdown of the 60,000 in this bill.
Is there anyone that would like to testify on this bill? Mr. Mickens.
GLENN MICKENS: Thank you Jay. Just one quick comment. I
appreciate all the information you gave me. On the notification here, it doesn't have
anything about the $60,000 or what this public hearing is about. I would only
suggest that they make a little notification in the public hearing document that we
got. Thankfully, Wilma over there is good enough to make sure I got a copy of it,
and I did find out later what it was about. So I just make a suggestion, okay?

Council Chair Furfaro: Okay. So the numbers, Glenn, that I read tied into
the narrative that didn't have the numbers. But you're all square now?
Mr. Mickens: Yeah... not on the notification.
Council Chair Furfaro: Okay, thank you. Is there anyone else that would
like to testify on this money bill? Seeing no one, I'm going to call the closure of this
public hearing.
There being no further testimony on this matter, the public hearing
adjourned at 1:53 p.m.
