HomeMy WebLinkAbout10/05/2011 Public Hearing Transcript re: Bill #2414PUBLIC HEARING OCTOBER 5, 2011 A public hearing of the Council of the County of Kauai was called to order by Dickie Chang, Chair, Economic Development & Renewable Enexgy Strategies Committee, on Wednesday, October 5, 2011, at 1:33 p.m., at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kauai, and the presence of the following was noted: Honorable Dickie Chang Honorable Tim Bynum Honorable KipuKai Kuali`i Honorable Nadine K. Nakamura Honorable Mel Rapozo Honorable Jay Furfaro, Council Chair Excused: Honorable JoAnn A. Yukimura The Clerk read the notice of the public hearing on the following: Bill No. 2414 - A BILL FOR AN ORDINANCE TO AMEND ORDINANCE NO. B-2011-732, AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII FOR THE FISCAL YEAR JULY 1, 2011 THROUGH JUNE 30, 2012 BY REVISING THE SURPLUS AND APPROPRIATIONS ESTIMATED IN THE GENERAL FUND ($5,600.00 -Office of the County Clerk), which was passed on first reading and ordered to print by the Council of the County of Kauai on September 7, 2011, and published in The Garden Island newspaper on September 21, 2011: The hearing proceeded as follows: Committee Chair Chang: Are there any members of the public that wish to testify? Go ahead please Mr. Mickens. There being no objections, the rules were suspended. GLENN MICKENS: Thank you Dickie. I have a short testimony that I would like to read for the public's viewing. My name is Glenn Mickens for the record. -First I believe that if you'd be kind enough, I think that twelve (12) and thirteen (13) are interrelated so I'll go over both Bill's at the same time. Is that okay Dickie? . 2 PUBLIC HEARING OCTOBER 5, 2411 BILL NO. 2414 Committee Chair Chang: Okay, hold on for one (1) second. The item in front of us right now is Bill No. 2414. Mr. Mickens: Oh fourteen (14)? Okay, I'm sorry. You're taking them out of order. Mr. Furfaro: We took them out of order because I asked everybody to get back at 1:30 and Mr. Chang was here and we were able to go to his Committee first. Mr. Mickens: Okay, well I guess I better wait. Mr. Furfaro: You can come back. Mr. Mickens: And if you'll be kind enough, twelve (12) and thirteen (13), I hope you'll let me start... Committee Chair Chang: No false start, no five (5) yard penalty. Mr. Mickens: Okay, I'll wait. Committee Chair Chang: Thank you Mr. Mickens.
