Home My WebLink AboutBILL 2416, 2417, 2418 NOTICE OF PUBLICATION/NOTICE OF PUBLIC HEARING (input sheet)• • NOTICE OF PUBLICATION AND ~'OTICE OF PUBLIC HE ARI~'G Notice is hereby given that the Council of the County of Kauai will hold a public hearing on Wednesday, October 19th, 2011, at 1:30 p.m., or soon thereafter, at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, on the following: Bill No. 2416 A BILL FOR AN ORDINANCE AMENDING CHAPTER 5A, KAUA`I COUNTY CODE 1987, AS AMENDED, RELATING TO REAL PROPERTY TAX (For the Tax Year 2012) The purpose of this bill is to update the real property tax provisions for the County of Kauai and provide for a fair, more efficient real property tax system. This bill changes aspects of Chapter 5A for those who receive a home exemption, including raising the exemption for those with a limited income, altering what is necessary to obtain the income exemption, repealing the circuit breaker credit, and changing the tax limit for those with permanent home use. In addition, this bill advances the deadline dates for several provisions for tax year 2012 in anticipation of greater deadline changes for tax year 2013. Lastly, this bill increases the Director of Finance's ability to compromise or write-off claims and standardizes a three-year statute of limitations for errors both in favor and against a taxpayer. Bill No. 2417 A BILL FOR AN ORDINANCE AMENDING CHAPTER 5A, KAUA`I COUNTY CODE 1987, AS AMENDED, RELATING TO REAL PROPERTY TAX (For the Tax Year 2013) The purpose of this bill is to update the real property tax provisions for the County of Kauai and provide for a fair, more efficient real property tax system by advancing the dates for assessments, appeals, exemptions, dedications and other tax related matters, clarifying the process for calculating and setting tax rates, amends procedures relating to appeals and amending the tax rate for those providing long term affordable housing rentals. Bill No. 2418 A BILL FOR AN ORDINANCE AMENDING ORDINANCE N0. B-2011-733, AS AMENDED, RELATING TO THE CAPITAL BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR JULY 1, 2011 THROUGH JUNE 30, 2012, BY REVISING THE SURPLUS AND APPROPRIATIONS ESTIMATED IN THE BOND, GENERAL (CIP) AND HIGHWAY FUNDS (CIP) The purpose of this bill is to amend ordinance B-2011-733 relating to the Fiscal Year 2011-2012 Capital Improvement Budget (CIP) as follows: (1) From the General Fund, a $200,000.00 transfer from Puhi Road Construction for appropriation to the following projects in the General Fund (CIP): (a) Kapa`a Baseyard Structural Renovation (new) (b) Pi`ikoi Retrofit-FEMA (match) (new) (c) Koloa Road Safety Improvement (new) (d) Hanapepe Bridge Pedestrian Walkway Rep. (3) From the Highway Fund (CIP), a $405,963.00 transfer from the Islandwide Resurfacing project for appropriation to the following projects in the Highway Fund (CIP): (a) Maluhia Road (match) (new) (b) Kamalu Bridge Stream Erosion (match) (new) (c) Resurfacing Various Collector Roads FHWA (d) Hanapepe Road Design (match) (new) (e) Hanapepe Bridge Pedestrian Walkway Rep.
