NOTICE OF PUBLICATION AND NOTICE OF PUBLIC HEARING
Notice is hereby given that the Council of the County of Kaua`i will hold a
public hearing on Wednesday, November 28, 2012, at 1:30 p.m., or soon thereafter,
at the Council Chambers, 4396 Rice Street, Room 201, Historic County Building,
Lihu`e, on the following:
Bill No. 2454
AN ORDINANCE AMENDING ORDINANCE NO. B- 2012 -737, AS
AMENDED, RELATING TO THE CAPITAL BUDGET OF THE COUNTY
OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR JULY 1, 2012
THROUGH JUNE 30, 2013, BY REVISING THE AMOUNTS ESTIMATED
IN THE GENERAL FUND — CIP (FEMA Reimbursement)
Pursuant to Sec. 19.07B and 19.10A of the Charter of the County of Kaua`i,
as amended, this bill proposes to amend the Capital Improvement Project (CIP)
budget for Fiscal Year 2012 -2013 by revising the amounts estimated in the General
Fund — CIP, to address the recent approval of FEMA reimbursements of
construction costs relating to the eligible FEMA emergency projects referred to by
the Federal Declaration of April 18, 2012 (FEMA- 4062- DR -HI), that were originally
approved for funding of one hundred percent (100 %) plus fifteen percent (15 %)
contingency.
The following appropriations for the items designated in the
General Fund — CIP is reduced as follows:
Pua Nani Street (Fronting 2889 Pua Nani Street)PWC011 ($ 574,620.00)
Kahiliholo Road PWC013 ($ 731,977.00)
Pu`upilo Road PWC015 ($ 573,783.00)

AN ORDINANCE AMENDING ORDINANCE NO. B- 2012 -736, AS
AMENDED, RELATING TO THE OPERATING BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2012 THROUGH JUNE 30, 2013, BY REVISING AMOUNTS
ESTIMATED IN THE GENERAL FUND (FEMA Reimbursement)
Pursuant to Sec. 19.07B and Sec. 19.10A of the Charter of the County of
Kaua`i, as amended, this bill proposes to amend the Operating Budget for Fiscal
Year 2012 -2013 by transferring $1,880,380.00 from the "Contributions To /From
Capital Improvement Projects, General Fund — CIP (Fund 408)" to the "Assigned
Fund Balance, Committed Account (Reserve Fund)," to address the recent approval
of FEMA reimbursements of construction costs relating to the eligible FEMA
emergency projects referred to by the Federal Declaration of April 18, 2012 (FEMA-
4062-DR-HI), that were originally approved for funding of one hundred percent
(100 %) plus fifteen percent (15 %) contingency.

AN ORDINANCE AMENDING ORDINANCE NO. B- 2012 -736, AS
AMENDED, RELATING TO THE OPERATING BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2012 THROUGH JUNE 30, 2013, BY REVISING AMOUNTS
ESTIMATED IN THE GENERAL FUND ($31,000.00 Teen Court Grant)
The purpose of this bill is to reduce the appropriation from the Other Post
Employment Benefit (OPEB) account in the Police Department in the amount of
Lihu`e, Hawaii
October 25, 2012
$31,000.00 to fund a grant for the Teen Court Program to be administered by the
Office of the Mayor. The remaining funds in the OPEB accounts within the Police
Department will be sufficient to continue payment of the County's 100% Annual
Required Contribution (ARC) to the State of Hawai`i Employee Union Trust Fund
(EUTF).

A BILL FOR AN ORDINANCE AMENDING CHAPTER 6, KAUAI COUNTY
CODE 1987, AS AMENDED, RELATING TO GENERAL PROVISIONS
RELATING TO FINANCE, ESTABLISHING A RESERVE FUND AND A
RESERVE FUND POLICY
The purpose of this bill is to establish a clear financial policy of maintaining a
Reserve Fund within the General Fund in the range of fifteen to twenty percent (15-
20%) of the previous year's actual operating general fund expenditures,
encumbrances and general fund transfers to other funds, as identified in the most
recent Comprehensive Annual Financial Report (CAFR).
It has been determined that the County of Kaua`i should create a Reserve Fund
and establish a Reserve Fund Policy. The Reserve Fund Policy is established based on
industry best practices and recommendations set forth by the Government Finance
Officers of America. The Reserve Fund Policy considers a number of risk factors and
fiscal requirements that are specific to the County of Kaua`i.
All interested persons who wish to present their comments may do so at the
public hearing. Written testimonies prior to the hearing would be appreciated. Copies
of the proposed Bills are available at the Office of the County Clerk, Council Services
Division.
(The Council Committee or Council may amend these Bills at its subsequent
meetings. Meeting notices are posted at least 6 days in advance at the County Clerk's
Office and the public may also testify at any of these meetings.)
