NOTICE OF PUBLICATION AND NOTICE OF PUBLIC HEARING
Notice is hereby given that the Council of the County of Kaua`i will hold a public hearing on
Wednesday, August 22, 2012, at 1:30 p.m., or soon thereafter, at the Council Chambers, 4396 Rice
Street, Room 201, Historic County Building, Lihu`e, on the following:
Bill No. 2441
AN ORDINANCE AMENDING ORDINANCE NO. B- 2012 -736, AS AMENDED, RELATING TO
THE OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII, FOR THE
FISCAL YEAR JULY 1, 2012 THROUGH JUNE 30, 2013, BY REVISING THE SURPLUS AND
APPROPRIATIONS ESTIMATED IN THE GENERAL, HIGHWAY, AND SEWER FUNDS
Pursuant to Kaua`i County Charter Sections 19.08D and 19.11A this bill proposes to amend the
Operating Budget for Fiscal Year 2012 -2013 by reducing appropriations from various Other Post
Employment Benefit (OPEB) accounts in various departments (General Fund - $2,166,883.00,
Highway Fund - $256,214.00, and Sewer Fund - $106,723.00) to fund the Contribution To/From
Capital Improvement Projects in the amount of $2,529,820.00. The appropriation will be allocated to
the General Fund CIP $952,392, Highway Fund CIP $1,470,705 and the Sewer Trust Fund CIP
$106,723. The remaining funds in the OPEB accounts will be sufficient to continue payment of the
County's 100% Annual Required Contribution (ARC) funding to the Employee Union Trust Fund
(EUTF).

AN ORDINANCE AMENDING ORDINANCE NO. B- 2012 -737, AS AMENDED, RELATING TO
THE CAPITAL BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII, FOR THE
FISCAL YEAR JULY 1, 2012 THROUGH JUNE 30, 2013, BY REVISING THE SURPLUS AND
APPROPRIATIONS ESTIMATED IN THE GENERAL, BOND, AND SEWER TRUST FUNDS
Pursuant to Kaua`i County Charter Sections 19.08D and 19.11A this bill proposes to amend the
Capital Improvement Project (CIP) budget for Fiscal Year 2012 -2013 by amending appropriations
contained within the General Fund — CIP, Bond Fund — CIP, and Sewer Trust Fund — CIP.
This bill will amend the following items designated in the General Fund — CIP:
Adolescent Drug Treatment Center Land Acgilmpv.
KWMCH Improvements
ADA Projects — Building Facilities
Hanapepe & Waimea Levees (Irrigation/Erosion Control)
Puhi Road Construction (County Match -FHWA)
Hardy Street (FHWA 4.5M@ 80/20% DB) County Match
The following appropriation for the item designated in the Bond Fund — CIP is reduced and
appropriated as follows:
ADA Projects — Building Facilities ($106,365.00)
and appropriated to the item entitled:
Lighting Retrofit $29,511.00
The following item as designated in the Sewer Trust Fund — CIP is reduced as follows:
Facilities Reserve ($452,436.00)
All interested persons who wish to present their comments may do so at the public hearing.
Written testimonies prior to the hearing would be appreciated. Copies of the proposed Bill are
available at the Office of the County Clerk, Council Services Division.
(The Council Committee or Council may amend this Bill at its subsequent meetings. Meeting

testify at any of these meetings.)
