RENEWABLE ENERGY STRATEGIES COMMITTEE
April 13, 2011
A meeting of the Economic Development & Renewable Energy Strategies
Committee of the Council of the County of Kauai, State of Hawaii, was called to
order by Councilmember Dickie Chang, Chair, at 3371-A Wilcox Road, Lihu`e,
Kauai, on Wednesday,. April 13, 2011 at 9:51a.m., after which the following
members answered the call of the roll:

Minutes of the March 16, 2011 Economic Development & Renewable Energy
Strategies Committee.
NADINE NAKAMURA: Move to approve.
TIM BYNUM: Seconded.
DICKIE CHANG: Moved and seconded. All those in favor say "aye"
Committee Members: "Aye"
Upon motion duly made by Councilmember,Nakamura, and seconded by
Councilmember Bynum, and unanimously carried, the minutes of the
March 16, 2011 Economic Development & Renewable Energy Strategies
Committee was approved.
The Committee proceeded on its agenda item as follows:
Bill No. 2399 A BILL FOR AN ORDINANCE TO AMEND
CHAPTER 23, OF THE KAUAI COUNTY CODE
1987, AS AMENDED, RELATING TO THE
REGULATION OF BUSINESS AND TRADES
[This item was deferred.]
Mr. Chang: Thank you very much, our intention for this is to
defer; however, do we have any written testimony?
Laurie Chow, Senior Clerk Typist: None.
Mr. Chang: Thank you very much. Is there any members of our
audience that would .like to speak on this matter? If not, councilmembers, the
intention is to defer. However, does anybody wants to discuss this item before us?
We're going to defer it for the next two weeks until the next committee meeting.
JOANN YUKIMURA: Yes right.
MEL RAPOZO: I guess what's the deferral for?
Ms. Yukimura: Yes I can explain that.
Mr. Chang: Okay thank you Mr. Rapozo. Go ahead.
Ms. Yukimura: You will recall that at our last committee meeting
the introducer of the resolution, then Councilmember Derek Kawakami, asked for a
deferral because he was going to have me work on a provision that limited some
amendments anyway that limited the scope of the allowance of value added
products. I did promise that it would be done by this week and I was going to work
on it last night but the committee chair and I spoke to Mr. Costa and we all agreed
that we needed more time. My commitment is that we will have it by next week as
this has been a busy week.
Mr. Chang: Thank you Councilmember Yukimura. Any other
discussion? I just wanted to comment .and thank you very much Councilmember
Yukimura in this busy time, because I did have an opportunity as you did to check
with Councilmember Kawakami, so we're all on the same page. So we will schedule
this meeting for the next committee meeting in two weeks. I'm asking for a motion
to defer?
TIM BYNUM: Moves to defer.
Ms. Yukimura: Seconded.
Mr. Chang:
