HomeMy WebLinkAbout 06/08/2011 ECONOMIC DEVELOPMENT AND RENEWABLE ENERGY STRATEGIES COMMITTEE Committee MeetingMINUTES ECONOMIC DEVELOPMENT & RENEWABLE ENERGY STATEGIES COMMITTEE June 8, 2011 A meeting of the Economic Development & Renewable Energy Strategies Committee of the Council of the County of Kauai, State of Hawaii, was called to order by Councilmember Dickie Chair, Chair, at the Council Chamber, 3371-A Wilcox. Road, Lihu`e, Kauai, on Wednesday, June 8, 2011, at 9:08 a.m., after which the following members answered the call of the roll: Honorable Tim Bynum Honorable KipuKai Kuali`i Honorable Nadine K. Nakamura Honorable Jo.Ann A. Yukimura Honorable Dickie Chang Honorable Jay Furfaro, Ex-Officio Member Honorable Mel Rapozo, Ex-Officio Member There .being no objections, the Committee was in recessed from 9:08 a.m. to 3:26 p.m. during discussion on FPP and COW Committee's. The Committee was called back to order and proceeded on its agenda item as follows: Bill No. 2399, Draft 1 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 23, OF THE KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO THE REGULATION OF BUSINESS AND TRADES [This item was deferred.] Chair Chang: The intention of the Committee is to defer this agenda item; however, I want to open up the floor for discussion with Councilmembers. Councilmember Yukimura. Ms. Yukimura: Yes... thank you Mr. Chair. As you may recall we amended the Bill No. 2399 in our Committee last time but we deferred so that we could allow for input. from people affected by the Bill regarding the' amendments and so we have not completed our .gathering of information from people especially with respect to honey and also with respect to enforcement. I do want to ask for another deferral and we hope that by the next Committee meeting we'll have all of that straightened out so that we can vote on it and send it out to the floor of the Council. Chair Chang: Thank you Vice Chair Yukimura. Any other discussion? If not, the motion is to defer... Mr. Bynum: Is there a second? Chair Chang: Excuse me... I beg your pardon, it is my intent to defer so can I get a motion to defer... Ms. Yukimura: Well move to approve and then we defer after that. Oh? We don't need a motion to approve first? You need a main motion before you can defer it. No, defer is not a main motion... Mr. Bynum moved to defer, seconded by Ms. Yukimura. Mr. Furfaro: Mr. Chang please call for the vote. Ms. Yukimura: Point of order Mr. Chair... can we just... Mr. Chair: There were no amendments issued were there? Ms. Yukimura: No but you need a main motion and then you defer, I think... County Attorney. Do we need a main motion? Mr. Furfaro: for a motion to approve. Chair Chang: Mr. Furfaro: Chair Chang: Mr. Furfaro: time. Chair Chang: agenda item. Mr. Chang, I would suggest we do this... ask Sure. And a second. Sure. And then go back to the deferral one more First off, can I get a motion to approve this Ms. Yukimura moved to approve Bill No. 2399, Draft 1, seconded by Mr. Bynum. Upon motion duly made by Councilmember Yukimura, seconded by Mr. Bynum, and unanimously carried, Bill No. 2399, Draft 1 was deferred.
