HomeMy WebLinkAbout03/21/2012 Finance/Parks & Recreation/Public Works Programs Committee MeetingFPP 2012 -03 MINUTES FINANCE /PARKS & RECREATION/ PUBLIC WORKS PROGRAMS COMMITTEE March 21, 2012 A meeting of the Finance /Parks & Recreation/Public Works Programs Committee of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Councilmember Tim Bynum, Chair, at the Historic County Building, Room 201, LIhu`e, Kauai, on Wednesday, March 21, 2012, at 10:43 a.m., after which the following members answered the call of the roll: Honorable KipuKai Kuali`i Honorable Nadine K. Nakamura Honorable Mel Rapozo Honorable JoAnn A. Yukimura Honorable Tim Bynum, Chair Honorable Dickie Chang, Ex- Officio Honorable Jay Furfaro, Ex- Officio The Committee proceeded on its agenda items as follows and as shown in the following Committee Reports which are incorporated herein by reference: CR -FPP 2012 -03: on FPP 2012 -02 Communication (03/01/2012) from Committee Chair Bynum, requesting the Administration's presence to provide the Committee with an update on the Parks & Recreation's Parks Master Plan. [Received for the record.] There being no objection, the Chair recessed the meeting at 3:40 p.m. The meeting was called back to order at 4:52 p.m., and proceeded as follows: Communication (03/12/2012) from Committee Chair Bynum, requesting the Administration's presence to provide the Committee with information on the County's Capital Improvements Projects (CIP), including the following: • The amount of funding that was encumbered and the amount actually spent for each project in the CIP budget going back five (5) years. • The total overall CIP amount expended in each year for the last ten years from 1) planning, permitting, etc.; 2) construction; and 3) total. • How many projects the Administration feels that it can feasibly award and start each year to begin expending funds. • The Administration's needs in order to get more projects started, i.e., more staffing, hiring of consultants to serve as project managers, etc. [This item was deferred.] TIM BYNUM, Finance /Parks & Recreation/Public Works Programs Committee Chair: I wanted to let the Members know that we had a request earlier in the day from County Engineer Larry Dill to defer this matter for one Committee meeting, and I also want to take some responsibility for that. Before I left on the east coast travel trip, I spoke with staff about a memo going over to them making these requests and through a miscommunication it did not go until I got back. And so they only had it for a week and we are asking them to do some pretty complex analysis. So I take responsibility for that delay. But I have met with Larry and Lyle and Mr. Saiki from the finance part, and they are working on this. They are going to have information for us. And we also want to meet that standard where we actually get these complex documents some time in advance of the meeting. So, I apologize for my role in delaying this and would like to ask for a deferral. First of all, any discussion or questions? Upon motion duly made by Councilmember Yukimura, seconded by Councilmember Nakamura, and unanimously carried, FPP 2012 -03 was deferred.
