HomeMy WebLinkAbout08/15/2012 FINANCE/PARKS & RECREATION/PUBLIC WORKS PROGRAMS Committee MeetingAugust 15, 2012 A meeting of the Finance / Parks & Recreation / Public Works Programs Committee of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Councilmember Tim Bynum, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, August 15, 2012, at 4:34 p.m., after which the following members answered the call of the roll: Bill No. 2440 Honorable Honorable Honorable Honorable Honorable Honorable MINUTES FINANCE / PARKS & RECREATION / PUBLIC WORKS PROGRAMS COMMITTEE Tim Bynum KipuKai Kuali`i Nadine K. Nakamura Mel Rapozo JoAnn A. Yukimura Jay Furfaro, Ex- Officio Member EXCUSED: Honorable Dickie Chang, Ex- Officio Member Minutes of the August 1, 2012 Finance /Parks & Recreation/Public Works Programs Committee Meeting. Upon motion duly made by Councilmember Nakamura, seconded by Councilmember Kuali`i, and unanimously carried, Minutes of the August 1, 2012 Finance /Parks & Recreation /Public Works Programs Committee was approved. The Committee proceeded on its agenda item as follows: A BILL FOR AN ORDINANCE AMENDING CHAPTER 5A, KAUAI COUNTY CODE 1987, AS AMENDED RELATING TO REAL PROPERTY [This item was deferred.] Councilmember Rapozo moved to approve Bill No. 2440, seconded by Ms. Yukimura. Chair Bynum: Discussion? Ms. Yukimura: Yes. I may have an amendment and if there is not a timeline, I would like to defer it one (1) more time. If there is a timeline then I will try to prepare it for the Council Meeting. Chair Bynum: I do not know that there is a sense of urgency on the Bill. I was considering amendments as well and in consulting with staff, reading the purpose of the Bill which is to primarily to move dates and secondarily to put in a couple of provisions that were inadvertently left out and so it kind of opens it up. But the intention of this Bill was housekeeping, so that is just my thoughts on the matter. FPP COMMITTEE MEETING 2 AUGUST 15, 2012 Ms. Nakamura: Can I ask Councilmember Yukimura what type of amendments you are contemplating? Ms. Yukimura: I have not really begun to work on it and it may or may not fit but I am looking at the Ag use section. Chair Bynum: The Ag dedication section? Because that is one (1) of the... where there are textual changes. Ms. Yukimura: Yes. Mr. Furfaro: Mr. Bynum, I suggest you query your members if they want to defer for two (2) weeks. Chair Bynum: Anyone objecting to a deferral? My policy usually has been to honor that request if... unless there is a reason not to. I am okay personally with the deferral. Ms. Nakamura: As the author of this Bill, I do not believe this is time sensitive. I just wanted everyone to know that the main purpose of the Bill was to make sure that our certified Real Property Tax Assessment comes with the budget and after we receive the budget. To make it a little more consistent and more logical. Ms. Yukimura: And useful. Ms. Nakamura: When the Real Property Tax Division has reviewed this and they have no problems with it and in fact they found some other housekeeping measures they wanted to fix. I have no problem with the deferral for two (2) weeks. Upon motion duly made by Councilmember Yukimura, seconded by Councilmember Kuali`i, and unanimously carried, Bill No. 2440 was deferred.
