HomeMy WebLinkAbout06/20/2012 PUBLIC SAFETY & ENVIRONMENTAL SERVICES Committee Meeting MINUTES PUBLIC SAFETY & ENVIRONMENTAL SERVICES COMMITTEE June 20, 2012 A meeting of the Public Safety & Environmental Services Committee of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Councilmember Mel Rapozo, Chair, at the Historic County Building, Room 201, Lihu`e, Kauai, on Wednesday, June 20, 2012, at 1:45 p.m., after which the following members answered the call of the roll: Honorable Tim Bynum Honorable Dickie Chang Honorable KipuKai Kuali`i Honorable Mel Rapozo Honorable JoAnn A. Yukimura Honorable Jay Furfaro, Ex-officio Honorable Nadine K. Nakamura, Ex-officio The Committee proceeded on its agenda item as follows: Bill No. 2435 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 22, KAUAI COUNTY CODE 1987, AS AMENDED, BY ESTABLISHING A NEW ARTICLE RELATING TO ALARM SYSTEMS [This item was deferred.] MEL RAPOZO, Public Safety & Environmental Services Committee Chair: Is there anyone in the audience wishing to testify? Seeing none, my intent is to defer this matter, Mr. Chair and Members of the Committee. I have been in communication with the Police and Fire Departments. The Fire Department has basically informed me that they do not have an issue, as big an issue with the fire alarms. So my plan is to defer this and have the discussion. We are working with staff on some amendments to clean up the language, and if anyone has concerns with the language, and I know some of you already are working on that, be prepared to submit them in two weeks. Mr. Chair? Council Chair Furfaro: Yes, I just want to make sure I heard you right that we talked about Police and Fire working through this together, but that Fire does not at this time have any substantial requirements of this bill for the Fire Department. Chair Rapozo: Yes, sir. Council Chair Furfaro: And on the North Shore yet I constantly hear them having difficulties responding to alarms especially on ag subdivisions and CPRs that do not have the appropriate addresses and so forth. I am fine with what you shared. I just want to make sure; I have heard different from various stations. PSE COMMITTEE -2- JUNE 20, 2012 Chair Rapozo: He told me the couple of problems that they do have are on the North Shore. Council Chair Furfaro: Yes, okay. Chair Rapozo: And he was fine with proceeding with the bill as it is written as far as the Police is concerned. If in fact the issues with the fire false alarms are continuing, we can always amend the bill later. Council Chair Furfaro: Understood. I just wanted to get clarification. Chair Rapozo: I was quite surprised to hear that as well, but I rely on the information from the experts, and so if he is fine with it, then... I had hoped to consolidate, but if that is not necessary, then we can actually move the bill along a lot faster. If we can have all the amendments prepared and ready for submission in two weeks, we will be okay. Can I have a motion to defer? Upon motion duly made by Councilmember Yukimura, seconded by Councilmember Kuali`i, and unanimously carried, Bill No. 2435 was deferred.
