Recognition Employee of the month for September,
• Technical Sergeant Johnette Chun,member of the Hawaii Air
National Guard,was recognized by Lieutenant Karen Kapua,for her
valuable support that she provides in the Police Department. Ms.
Chun assists the narcotics enforcement unit as a counterdrug
support liaison and is instrumental in many facets of the unit and its
operations.
Employee of the month for October,
• Officer Damien McCallum was recognized by Lieutenant Richard
Rosa Officer McCallum initiated a two-day lice detail utilizing a
Kauai Police Commission

squad of three officers to locate and arrest six individuals who were
wanted on a total of 32 drug-related charges and one criminal
contempt of court. In recognition of Officer McCallum's
outstanding service to the community and the Kauai Police
Department,Chief Perry presented him with a Certificate of
exemplary service for the apprehension and arrest of these
individuals.
Recognition of Citizens Police Academy Graduate,
• Royce Allianic,a student at the Kauai Community College in Puhi,
was recognized by Lieutenant Paul Applegate,for successfully
completing the first Citizens Police Academy class. Chief Perry
presented Mr.Allianic with a Certificate of achievement.
Chair Kanekoa extended his heart felt prayers to Commissioner Iona who
will be undergoing open heart surgery sometime next week. He
encouraged the members if they have a chance to give Commissioner Iona
a call because he would probably be happy to hear from them.

SUBJECT DISCUSSION ACTION
• Chief Perry announced that the Police Department is in the process
of completing its second Citizens Police Academy class. Chief
Pent'expressed his appreciation by thanking all the individuals
responsible in making this program a success.
• Senior citizens meetings were held throughout the various
communities. The purpose of these meetings is to hear their
concerns on different issues especially public safety issues. Chief
Perry thanked the Commissioners who participated in these
meetings.
• Officer Troy Sakaguchi was selected as Kauai Police Department
"Top Cop"of the year. This recognition stems from events from a
year ago in Waimea where Officer Sakaguchi saved the lives of
some people. A banquet was held on Oahu in honor of all of the
"Top Cops"throughout the State.
December Retirements
• Audrey Silva,of the Department's Records Division,will be
retiring after 32 years of service with the Department.
• Lieutenant Michael Gordon,who served as the trainer in the
Department,will be retiring after 25 years of service.
• Lieutenant Daniel Fort,of the Investigative Services Bureau,will
be retiring with 25 years of service.
• Wd Police Recruit Class will be graduating on Friday,November
2nd. The ceremony will start at 6:00 p.m.with the doors opening at
5:30 p.m. The event will be held at the Kauai Beach Resort,
Jasmine Ballroom.

• The Police Department will step up on its enforcement by having
roadblocks for the upcoming holiday season. Last year,there were
seven fatalities with the most recent involving a moped rider.
• Chief Perry wished Commissioner Iona and his family all the best
fora speedy recovery.

wrote to thank these individuals who provided various support for the I"
Citizens Police Academy Class. Their support included instruction,

Chief Perry informed the Commissioners that there are 10 new members
and one of them is Theresa Koki from the Mayor's office. Chief Perry
encouraged the Commissioners to attend at least one of the classes if their
schedule permits.
Business KPC 201243 Commissioner Chiba's recap ofthe 18 Annual 2012 National
Association for Civilian Oversight of Law Enforcement Conference`Building
• Community Trust",held on October 1418. 2012 at the Westin San Diego
San Diego, California.
Commissioner Chiba reported that the conference was setup in a way in
which numerous classes were offered at the same time. He tried to pick the
classes that were closely related to issues surrounding the Kauai Police
Department. Each of the classes had its own keynote speaker and panelists
who focused on a specific issue. One class in particular that he found,
most interesting was a class on how to assess an investigation. The class
provided information on how to conduct a proper investigation by being
non-biased,fact based and most importantly the investigation needs to be
credible.
Commissioner Chiba stated that the Kauai Police Commission should
continue to send at least two attendees to the conference every year,
because it offers an opportunity to meet other Commissioners and officials
throu out the nation.

Complaint filed on August 1 2012 alleging that Officers of the County

used excessive force,abused their authority, and conducted search without
a valid search wan-ant. Based on the information received,the
Commission found that there was insufficient evidence to sustain the
complaint of abuse of authority,and conducted a search without a search
warrant. The complaint has been forwarded to the Office of the Chief for
further review and investigation. This officially concluded the
Commission's review of complaint KPC 2012-24.
ES-49: KPC 2012-25
Complaint filed on August 23,2012,alleges Conduct Unbecoming of an
Officer when he refused to accept the complainant's written statement and
by not giving the complainant the time to speak. Based on the information
received,the Commission found that there was sufficient information to
sustain the complaint and has forwarded the complaint to the Office of the
Chief for further review. This officially concluded the Commission's
review of complaint KPC 2012-25.

Notes to Budget Summary
For the Period September 2012
The Budget Status Report for September 2012 is submitted for your review and perusal. The
department's total expenditures plus encumbrances for FY2013 is currently at 26%at the 25%
of year lapsed point.
The year-to-date expenditures for the Chief's Office is currently at 26%. Administrative and
Technical Bureau is reflecting 20%,Investigative Service Bureau is reflecting 20%and Patrol
Service Bureau is reflecting 28%of budget expended.
The close of first quarter Fiscal Year 2013 indicates a possible shortage in Kaua'i Police
Department's(KPD)payroll accounts (payroll accounts include salaries,overtime, premium pay
and fringe benefits)by the end of the fiscal year. KPD's payroll and fringe accounts total 85%of
KPD's budget. Unfortunately,KPD's payroll and fringe accounts were significantly reduced by
the County Administration due to KPD's number of vacancies.
KPD's goal and intention of filling the vacancies has been a high priority. The difference this
year is KPD has made improvements to the process that is showing positive results in the
application processing. One major contributor to the positive results is having dedicated
manpower to complete background investigations. Currently, KPD is using short-term
appointment hires to complete background investigations needed to process applicants timely.
KPD's quarterly meeting with the Mayor and his administration recently took place and KPD
discussed in detail the projected shortage in our payroll accounts as well as the status of our
recruitment efforts. Therefore, KPD will continue to closely monitor all account activity and
discuss options with Finance Accounting.

INVESTIGATIONS
DEATH MATED:
36 year old Female was found hanging in her residence by her 2 children. Suicide note
was left by decedent. There were no signs of foul play. Autopsy performed and awaiting
toxicology results for final determination.
KIDNAPPING:
40 Yr old female victim was kidnapped by her 43 yr old estranged husband and forced to
withdraw six hundred dollars from an ATM. Victim was held at knife point. The victim
was released by the suspect after promising to meet with him the following morning to
provide Ten Thousand in cash. Detectives sought and located the suspect who was
arrested without incident. Search Warrant was obtained for the suspect vehicle and the
knife described by the victim was found in the vehicle. Suspect charged with
Kidnapping,Robbery 1'd degree,Terroristic Threatening la,Theft 2° and Extortion 15`.
BURGLARY/UCPV•
18 yr old male arrested on outstanding BOLO's Further investigation revealed that the
suspect was operating a stolen vehicle at the time of his arrest. Search warrant obtained
for the vehicle revealed stolen property from a reported burglary incident. Suspect was
connected to multiple burglaries in the Wmiva,Kapaa,Lihue and Koloa areas. Suspect
incarcerated at KCCC.
KPD SENSITIVE
THEYr 2ND:
21 yr old male house keeper was arrested for theft 2°d degree after he stole 2 iPads
belonging to guests from a hotel room he was entrusted to clean. Suspect admitted to
taking the items without permission after being questioned by detectives.
UEMV 1st:
35 yr old male suspect was observed by a witness to have in his possession an expensive
camera that was stolen from a motor vehicle at Tunnels Beach. Witness reported his
observations directly to the victim. The victim confronted the suspect with the witness
and identified his camera. The suspect fled the area with the camera after being
confronted. An arrest warrant was drafted for the suspect.

VICE NARCOTICS
The Vice Narcotics unit initiated 6 Search warrants during the Month of August. 7 Adult
males and 2 Adult females were arrested for numerous drug charges. Officers recovered
Methamphetamme,Drug Paraphernalia,Marijuana and Cash. Also recovered were 2
stolen handguns,jewelry,coins and electronic equipment. All the cases generated from
these warrants will be sent to the Prosecutor's office for Prosecution.
DRUG BUYS:
Vice officers conducted 11 "Controlled Buys"from known suspects during the month of
August. Recovered in all the purchases were quantities of Crystal Meth Amphetamine.
Search and Arrest warrants will be prepared based on the purchases and information
acquired.
VICE SPECIAL OPERATIONS:
Vice Officers eradicated 361 marijuana plants from State and private lands. Kauai Police
Narcotics officers participated in the National pharmaceutical drug"

II. SPECIAL OPERATIONS
A. On September 01, 2012 3 Platoon 1 Officer
participated in the traffic control for the 50th
Anniversary Pop Warner Football League parade held on
Rice St. , Lihue.
B. On September 13, 2012 5 Platoon 1 Officers conducted a
Sobriety Checkpoint Project "Last Call", from 1900
Hrs.to 2200 Hrs. (pre-shift) . A total of 10 citations
were issued with multiple violations and a total of 13
Bench Warrants/E-Warrants were served among 2
individuals.
C. From September 17th-20th, Platoon 1 Officer who are also
members of the SST and Clan Lab Teams participated in
the annual CST Exercises conducted at the Kapaa
Armory, E.O.C. ,Maluhia firing Range and Hanapepe
Armory.
D. PSB personnel participated in Traffic Enforcement at
the Nuhou St. and Kaneka St. junction.

A. On October 27, 2012, Officer P.RAMSON, G. ASUNCION, P.
BANQUEL and M. RIVERA conducted Operation 113 way, All Day",
which consisted of citing violators at the Nuhou/ Kaneka St.
Junction in Lihue for stop sign violations and other
violations. There were a total of 6 citations issued for
Disregarding a Stop Sign during the operation. The 2 hours of
overtime was incurred per officer during the operation.

A. Officer W. TAKEMOTO volunteered his time assisting in
the set up and performance of a haunted house located at
the Kukui Grove Shopping Center for the Aloha Dance
Studio's annual Halloween fundraiser. The event was
held on different days throughout the entire month.
B. Officer C. CAIRES volunteered his time as a coach for a
youth HYSA girl's soccer team during the entire month.
C. Officer T_ SAKAGUCHI participated in the 2012 Keiki
Safety Event held at the Kauai K-Mart Store location.

II. SPECIAL OPERATIONS
A. Conduct Enforcement on Kilauea Rd vicinity of Keneke Rd.
Officers observed vehicles were travelling between 20-25
mph in a posted 25mph zone. 3 Citations were given for
non Speeding violations.
B. Kilauea Residents reported that an individual was
squatting on property located at Secret Beach. Residents
were worried about the individual trespassing and
breaking into neighboring homes. Officers learned that
the individual had an outstanding Grand Jury Indictment
(Theft 2nd, Escape 1st, Assault P.O. 1St 2x, Burglary 1't,
Resist Arrest) . On 103112, Officers conducted an
operation and were successful in locating and arresting
the individual without incident.
C. Third watch officers have been conducting speeding
enforcement on Kilauea Rd. during their tour of duty, as
of this date no citations have been issued.

III. DETINGS
A. On October 19th a CAT (Citizens against Thieves) meeting
was held at a community member' s home in Wailapa. In
attendance were many community leaders, including State
Representative Derek Kawakami, Sue Kanoho, Prosecutor
Shaylene Iseri-Carvalho and a representative from the
Governor's Office. One of the hot topics discussed were
repeat offenders and how they seem to keep getting
released and given light sentences however no one from
the judiciary or probations was present to comment.
Many of the attendees showed interest in supporting KPD
in our efforts to curtail crime in their communities.
H. On October 20th, Sergeant Sandy Wakumoto attended a
neighborhood watch meeting at a community member's home
on Waipouli Road. Sergeant Green was also present as
they familiarized those that came with the neighborhood
watch program.
IV. COME LAITY ACTIVITIN8 AND INVOLVB NT
A. On 10/26/12 at approximately 1000hrs, Officers gave a
tour of the Hanalei Substation to students of the
Kamehameha Pre-school from Anahola. The students were
shown the Hanalei Substation, explained police duties
and shown Police vehicles. (38) students received
Halloween bags with pencils, rulers and bracelets.
B. On 10/26/2012 1300hrs, Officers gave a Career day
presentation at the Kanuikapono Public Charter School in
Anahola. Pre-school students were explained police
duties, Stranger Danger, General safety and shown the
police vehicle. (18) students received a Halloween bag
containing Bracelets, rulers and pencils.
C. Presently we have two officers volunteering as assistant
coaches for the Kapaa Pop Warner association.

Complaint filed on September 27, 2012,alleging that officers of the County harassed
the complainant by their constant questioning during a traffic stop.
Based on the information received,the Commission found that there was insufllent
evidence to sustain allegation of harassment. The complaint has been forwarded to
the Office of the Chief for further review and Investigation If deemed necessary.
