Any such Executive Session shall be held pursuant to H.R.S. §92-4 and shall be limited to those items described in H.R.S. §92-5(a). Discussions held in Executive Session are closed to the public. Public Member testifying: Dawn Kawahara E�Xcused Linda Rothe and Anne Punohu Absent SUBJECT DISCUSSION ACTION Call To Order Chair Castor called the meeting to order at 5:05 Approval of Regular Open Session Minutes of October 5, 2011. Ms. Mooy moved to approve the Minutes minutes as circulated. Ms. Battad seconded the motion. -—----- Motion carried 6:0 Business CSW 2011-08 Anti-Drug Coordinator Theresa Koki will be providing a recap of the Ms. Battad moved to deter stern ("SW 2011 Health Fair and an update on upcoming events planned for 2012. 2011-08 to the 12/21/11 meeting. Ms. Mooy seconded the motion. Motion carried 5:0 CSW 2011-09 Recap from the Committee members on the American Cancer Society Gold Tournament, and the October Breast Cancer Awareness walk. Ms. Battad reported that the October Breast Cancer Awareness Walk was a success and showed her appreciation for the two police officers who assisted with traffic control during the walk. She also thanked the Boards and Commission Staff for providing the refreshments and thanked everyone for their help in making the walk successful. She pointed out that most participants walked during their lunch hour and suggested that it may be better not to hold activities after the walk. Committee on the Status of Women Regular Open Session November 16, 201 1 Page 2 SUBJECT DISCUSSION ACTION Ms. Carvalho reported that the "Paint the Town Pink" golf tournament at the Kiahuna Golf Course in Po'ipfi was very successful. She is hopeful that by next year, the legalities will be worked out that would allow the Committee to be able to participate more. CSW 2011-10 Discussion on co-sponsorship of events for fiscal year 2012-2013. Ms. Clark advised the Committee when they review their budget for fiscal year 2012- 13 they should list the various projects the Committee would like to sponsor and allocate the appropriate funds for each event. After the budget is completed, it will then go to County Council for approval. Ms. Cirvalho stated that this process would allow tile Committee to be affiliated with tile events that are listed in the budget. Ms. Clark pointed out that the deadline to submit the budget to the Council is March 15'11. Chair Castor requested that the Committee continue its discussions and have this item placed on the next a enda. CS W 2011-11 Discussion and decision-making on the Committee's Women History Month event in March. Chair Castor introduced Ms. Dawn Kawahara to tile Committee. Nis. Kawahara thanked the Committee for the opportunity to present her idea to be part 411110 ofthe 2012 March Women's History Month. As a resident of Kaua'i for the past 27 years, she said that she is happy to be here to represent her friend and Kupuna Ms. Francis Frazier. Ms. Kawahara is particularly interested in introducing a book written by Kaua'i Living Treasure, Francis Nelson Frazier and published in 2010. The title of her book is called "Itali'a of l-Anvaii" A Legacj�qfLanguage. Committee on the Status of Women Regular Open Session November 16, 2011 Page 3 SUBJECT-------- --------- —-------- —---------- -------- ------ ACTION Ms. Battad noted that she has read a couple of Ms. Frazier's books and found them to be very interesting. She thanked Ms. Kawahara for her presentation and said that it would be an honor to be a part of Ms. Frazier's history and legacy. The Cormnittee asked Ms. Kawahara to give them an idea on what she envisions the event to be like, Ms. Kawahara stated that there have been readings in the community from her book and support materials such as photos, etc. Ms. Kawahara noted that if the Committee would like to do a reading, she would be happy to co-sponsor the event tt or sponsor it fully. The event could take place at the Kaua'i Museum or at the Kilohana Plantation Estate with a booking signing. Ms. Battad liked the idea of holding the event at the Kaua'i Museum since the book portrays an era in history. Ms. Kawahara,pointed out that Ms. Frazier was one of the Kaua'i Museum's living treasures. She is now 97 years old so she probably would not be able to attend the event. Ms. Battad stated that Ms. Frazier's books are part of her legacy, and her presence is in her books. She suggested that the Committee stay in touch with Ms. Kawahara for future planning. Chair Castor stated that she would contact Jane Gray at the KauXi Museum, to see whether this is something that the Museum would be Ms. Clark noted that since the Committee will be not giving any monetary support or interested in participating in, doing a fundraiser at the event, it would be fine for the Committee to participate. Ms. Clark also noted that even if Ms. Kawahara chose to sell her books at the museum it would not be in conflict with the Committee. Ms. Carvalho suggested that the Committee reach out to other women's organizations to let them know what the Committee is planni Committee on the Status of Women Regular OpQn Session November 16, 2011 Page 4 m______..__:_—._________. SUBJECT DISCUSSION ACTION Ms. Mooy stated that she would find out what the Mokihana Club is planning for its Women's History month and report to the (.,.onimittee at its next meeting CSW 2011-12 Discussion and decision-making on a possible Toy Drive for the children of the Women's Shelter for the month of December. Ms. Clark reminded the Committee that they are not allowed to seek donations to give to the Women's Shelter, but as Volunteers, they can. She suggested placing this event on their list for the fiscal year 2012-13 budget, The Committee suggested getting a wish list from the Women's Shelter and to donate the items individually. Ms. Battad suggested that the Committee contact Ms. Mooy for information on what is needed . —----------- CSW 2011-13 Discussion and decision-making on a luncheon get-together in All members present agreed to have December. dinner at the 22 North Rcstaurant at Kilohana, on December 21, 2011, at Ms. Battad will be making the reservations. The deadline to confirm is December 14, 6:30 p.m. 2011, The members will be paying for then- , -own meal. We held our first meeting in July and followed up a search for a new Executive Director. We held interviews in October and had several great candidates, including our now former executive director, Sharon Ferguson-Quick. Sharon welcomed our new Director Cathy Betts in late November and Cathy started on December I st. In attending the meetings, I've noted that other counties have been funded for specific projects through the State Commission. Examples include domestic violence public service announcements. Commissioner Elena Cabatu from Hawaii County requested $5,000 to fund public service announcements which included the price of making the commercial as well as the air time. Maui County has received money in the past for bags and tee shirts. The Commission can make a request for a specific amount for a specific purpose and the State has been able to fund. My best wishes to you and your families this holiday season. We will be having our annual Kipu Ranch Christmas Party on December 16, 2011 from 5 to 10 PM. (DRAFT) Survey Description: The Kaua'i CC Strategic Task Force, a part of the UH M5noa Sexual Violence Prevention Project, created a student survey to attempt to measure the extent to which relationship problems, domestic violence, and sexual violence are problems for students at Kaua'i Community College. A version of this survey, with several campus-focused questions left off,was given to community members at the Health Fair at the Kaua'i County Building on September 22, 2011. Respondents were given re-usable shopping bags as an incentive to complete the survey. In total, 72 community members took the survey, but 19 of them were disqualified for either not giving their consent to participate in the research project (Q1) or not confirming that they were at least 18 years of age (Q2).This left 53 qualified responses. Of these,45 were female,five were male, and three did not identify their gender. Due to the small number of males taking the survey,a gender comparison would not provide useful information and has not been performed here. Results: The prevalence of domestic or sexual violence in past or current relationships, as reported by our respondents, is lower than expected based on national data. For example,the National Violence Against Women Survey(NVAWS), conducted in 1995 and 1996, found that 17.6%of women and 3%of men were victims of either completed or attempted rape sometime in their lives'. Given the gender distribution of our community survey respondents, it is expected that about 16%would have reported this experience. However, only 9%of respondents answered yes to the broader statement, I have been sexually assau|ted" ((lI6). This lower figure could result from the combination of several factors.The self-selective nature of the survey could have produced survey-takers who were less likely to have experienced sexual or domestic violence. |tis also quite possible that respondents were underreporting their experiences. As noted in the report by Tjaden and Thoennes,the age of respondents can also have an impact on their reported prevalence of victimization,as older women responding to the NVAWS actually reported a much lower prevalence of rape victimization than younger women did (p. 17).The lifetime victimization rate ranged from 22.4%for women 18-29 years of age to 6.9%for women over 60 years of age. Unfortunately, the age distribution of our survey respondents is unknown. Based on this, it seems likely that the prevalence of current relationship problems (Q4-8) is also underreported on this survey.
