Recognition and
Commendation Officer Daniel Milloy was selected as the Officer of the month for June. Officer Milloy
Report was accompanied by his family as he was presented with a certificate of outstanding
service to the Community from Chief Darryl Perry.
As part of the presentation Lt. Kaleo Perez commended Officer Milloy, who along
with the Officer in Charge-Officer Shawn Hanna, for his recovery of a .22 caliber
rifle, methamphetamine, paraphernalia, and live ammunition. On May 3, 2010,
Officer Milloy made a traffic stop for a seatbelt violation and observed more
violations including driving without a license, no insurance and false certificates.
During the arrest of the violator, Officer Milloy observed an ammo box on the floor of
the vehicle. Officer Milloy seized the vehicle and initiated a search warrant. The
subsequent search turned up the items named above. Officer Milloy's diligence and
persistence paid off, as another weapon, ammunition, and meth were taken off the
street. For the month, Officer Milloy also issued 25 citations, including 13 moving
and 2 seatbelt violations and made 4 felony and 1 misdemeanor arrests.

SUBJECT DISCUSSION
Commendation Report for June 18, 2010.
There were 1 memorandum of commendation and thanks received involving 13
employees. The letters will be forwarded to the employees with Chief Perry's
personal thanks, sent to the Mayor, and filed in each of the employee's personal
jacket. The commendation came from Sgt. Kenneth Carvalho.
Those receiving the commendation are as follows:
Chief Darryl Perry Asst, Chief Roy Asher, Lt's. Daniel Fork and Jon Takamura,
Detectives Paul Applegate, Bryson Ponce and Sandy Wakumoto. Officer's Norberto

Patrol Services Bureau &Traffic Report:
Commissioner Grady inquired about the new Cellular Phone Law. Chief Perry
stated that as of today the department has issued a total of 91 violations. Chief
Perry also stated that the department has been receiving complaints that some the
officers are using their cell phones. Chief Perry stated that a memorandum has
been sent out and he has also spoke with the officers reminding them that the only
time that there are allowed to use their cell phone is during an emergency and or if
the officer does not have a hands free device. Any other use of the cell phone such
as a personal call will be subject to a misconduct investigation.

o (3) Officers have sent their letters of intent to retire.
o Thanked the department's temporary Fiscal Officer Patricia Layosa. Her
last day is on June 30, 2010.
o Chief Perry went to Oahu in response to House Resolution 139. This
resolution sets the foundation for a"Memorial for Fallen Officers". For more

o A Gala has been set for December 11, 2011, on Oahu to help raise money
for a Memorial that will be placed at the State Capitol. A design contest for
the memorial is open to the public. The public may go on to website.

KPC 2010-11 Communication dated 5/28/10, from Chair Thomas Whittemore of the
Hawaii County Police Commission, thanking the participates of the 2010 Hawai'i
State Commissioners' Conference that was held on the Big Island from May 20-21,

regarding re-consideration and withdrawal of a previous request to reduce the salary
of the Police Chief.

KPC 2010-13 Public Announcements for the following complaints:
o KPC 10-14 -The Police Commission has completed its review and
deliberation of the aforementioned complaint alleging wrongful arrest and
charge of theft. Based on the information provided, the Commission found
that there was insufficient evidence to uphold the complaint. The complaint
will be forwarded to the office of the Chief for further review. This officially
concludes the Commission's review of complaint KPC 10-14.

II . SPECIAL OPERATIONS
A. The Traffic Safety Unit conducted 4 Sobriety Check points
totaling 10 hours . There was 1 OVUII arrest, 1 open
container arrest, 3 contempt of Court arrests and a total
of 62 citations were issued. And did a Child Seat
Checkpoint, checked 22 seats .
B. The Traffic Safety Unit did an enforcement project in the
Construction area on Kaumuali ` i Highway between NIMO - MM3 .
C. The Traffic Safety Unit did an enforcement project in the
Construction area on Kuhi 'o Highway at Wailua Bridge.
D. Officer Miller gave a Traffic Safety Talk at a PMRF Holiday
Stand down to about 100 military people .

47% of all cases, island wide.

II. SPECIAL OPERATIONS AND PROJECT
"Kaua' i' s Most Wanted" Bench Warrant Program: 14 of the weekly
featured "moat wanted" from June and previous months were
arrested this month. To date, 116 of the 196 featured weekly
most wanted were arrested; several have been reported to have

Continued checks and monitoring made by on-duty officers during
the night at Nawiliwili and Niiimalu areas, especially on
Thursday nights when the NC-1LJ Cruise Line is docked overnight.
LiRU'E INDUSTRIAL APXA:
Enforcement Project (as a result of complaints by business
owners) conducted in the Starr Business Center (New Lihu'e
Industrial) yielded 13 citations for illegal parking and other
miscellaneous violations. In addition, all 13 vehicles were
posted abandoned; of which 5 were cited and 8 were removed.
Periodic checks ongoing.
Ill. MEETINGS
Supervisors' meeting: A mandatory meeting was held for
Sergeants, Acting Sergeants, and OICS on June 29, 2010; 0700-
l000 . Topics of discussion were: 48-hr packets, Watch
Highlights, RMS Workflow, Traffic Enforcement, Projects,
commendations, Divisional Counseling, Legal Documents, Burglary
investigations (to include sketch and photographs, and latent
checks)

You are cordially invited to attend the 57`h Annual Hawaii State Law Enforcement Officials Association
Conference(HSLEOA). The conference will be held at the Kauai Marriott Resort & Beach Club,
September 23-24, 2010.
The theme of this year's conference is "Medicinal Marijuana: Current Trends and Future Issues Facing
Law Enforcement". Keynote speakers are Deputy Glenn Walsh, Los Angeles County Sheriffs
Department and Detective Eric Bixler, Los Angeles Police Department, They will be speaking from a
California perspective on marijuana laws exploitation, marijuana and organized crime/terrorist
organizations, marijuana as "medicine". cultivation yields and trends, admissions to rehab 11 itation/THC
addiction, ways of prevention of exploitation, other countries and their exploitation of marijuana, financial
implications, social cost and financial investigation as it relates to marijuana.
The conference registration fee is $325.00 and membership dues are$30.00. Please complete and return
the enclosed FISLEOA Conference Registration form by July 23, 2010. Make check payable to the
Hawaii State Law Enforcement Officials Association.
To take advantage of the special HSLEOA conference hotel room rate of$198.00 per night, phone in or
complete the enclosed hotel registration form and fax or mail it directly to the Kaua'i Marriott Resort&
Beach Club by August 9, 2010. The special room rate will be available three days before and three days
after the conference dates.
The HSLEOA Officer of the Year Awards Banquet will be held at the Kaua'i Marriott Resort & Beach
Club on Friday, September 24, 2010, commencing with no-host cocktails at 6:00 p.m. to be followed by
dinner at 7:00 p.m.
Golf is scheduled on Saturday, September 25, 2010. Starting tee time is at 11:30 a.m. at the Puakea Golf
Course. For anyone interested in participating in this activity, please complete and return the enclosed
Golf Registration form by August 20, 2010. Make check payable to Hawaii State Law Enforcement
Officials Association.

Complaint No. KPC 10-17
The Police Commission has completed its review of complaint #KPC 10-17, and
has determined that there was a lack of sufficient evidence to substantiate the
allegations of rape by an officer. Therefore, the Commission will not uphold the
complaint and will refer the complaint to the Office of the Chief for further review.
This officially concludes the Commission's review of complaint KPC 10-17.
