Report
Presenting the recognition was Lt. Michael Contrades. Lt. Contrades stated it is an honor and pleasure to
recognize Officer Elliott Ke as the Officer of the month. Lt. Contrades began by thanking Acting Sergeant
Damian Loo for his recognition of Officer Ke for his efforts and outstanding service to the community. Lt.
Contrades then continued to say that on Tuesday, June 1St, 2010, at 23:55 hours, at the Kilauea gas station.
Officer Ke did a traffic stop of a pick-up truck for a minor violation; information was learned that the vehicle may
have been used in a previously reported felony theft case. Lt. Contrades stated that while Officer Ke was
conducting the investigation a weapon carrier was observed in the cab of the truck. The driver stated that there
was a rifle in the carrier and neither he nor the passenger was allowed to use firearms. The driver of the vehicle
was subsequently arrested for the offense of placing an illegal arming and the vehicle was seized pending the
application for a search warrant. When the search warrant was granted, the search of the vehicle revealed (1) rifle,
(1)fully loaded 9mm hand gun and various types of ammunition was found, along with marijuana, drug
paraphernalia and crystal meth was recovered. Lt. Contrades stated that Officer Ke's prior assignment as a Vice-
Narcotics Investigator and the knowledge gained when assigned there has proven to be of value to the Hanalei
District and the Department. Lt. Contrades commended Officer Ke for his willingness to assist his beat partners
and other officers and he currently serves as the officer in charge of his squad. Officer Ke's actions have helped
removed illegal weapons and drugs within our community and his efforts are greatly appreciated. On a personal
note, Lt. Contrades stated that he is very fortunate and honored to work with Officer Ke for the past several years
and he can say that with experience and certainty that Officer Ke is truly one of KPD's finest Officers.
Chief Darryl Perry presented Officer Ke with a certificate for his outstanding and exceptional performance and
service to the community on the behalf of the citizens of the County of Kaua'i and members of the Kaua'i Police
Department. Officer Ke's observation during a minor traffic stop and subsequent initiative for obtaining a search
warrant, resulting in the recovery of a firearm, ammunition, drug and drug paraphernalia. This kind of action only
validates Officer Ke's as a hard working and dedicated law Officer.
Commissioner lannucci also commended Officer Ke for his years of outstanding and professional service to the
community.
Commendation Report for July 15, 2010.
There were 2 memorandums of commendation and thanks received involving 11 employees. The letters were
forwarded to the employees with the Chief's personal thanks, sent to the Mayor, and filed in each employee's
personnel jacket.

On 06/28/10 A/AC Alejandre Quibilan, Detective Paul Applegate, Ms. Joni Arakaki, Ms. Emily Fabro, Ms. Jessica
Fletcher, Ms. Jodi Hookano, Mr. Michael Lane, Mr. Michael Layosa, Ms. Taytralyn Nuivo and Ms. Claire Ueno was
commended by Officer Darla Higa for their assistance with the Keiki ID and accommodating visits to the command
vehicle at the Wilcox Hospital Kids Summer Fest.
On 07/12/10, Officer Allan Andres was commended by Mayor Bernard P. Carvalho Jr. for his exceptional customer
service, after he received a phone call from a Kekaha resident who informed the Mayor of Officer Andres prompt
and exemplary response.

Quarterly With reference to the COP Report for the Liihu'e District- Special Operations and Project, Commissioner
Reports Tachibana asked how many outstanding bench warrants are still pending. Chief Perry stated that he believes that
there are still about 500 outstanding bench warrants.

Chief's announcements:
1. Chief Perry gave his thanks to retiring officers:
■ Detective Marvin Rivera for his 25 years of service in the Department. Officer Rivera first joined the
department in 1985.
• Officer Jon Takiguchi for his 30 years of service in the Department, Officer Takiguchi first joined the
department on April 22, 1980. Officer Takiguchi is also affectionally known as Boo-Boo.
■ Dispatcher Tina Young is relocating to the mainland. Ms. Young has been with the department for 10
ears,joining the department on June 1St 1995.

2. Chief Perry gave statistics on the fatalities involving on-duty police officers around the state.
3. With reference to the Memorial Foundation for fallen Officers, Chief Perry stated that after doing some
research, he has received pertinent information regarding the Hanapepe Westside massacre that involved four
police officers that died. This massacre was a result of a labor dispute that took place on September 9th, 1924.
Chief Perry asked for the public's help in obtaining any information that they may have regarding this incident.
Chief Perry can be reached at 241-1600 or at dperry(cDkauai.gov, The officers names are Ah Goo, Moki Kua
Kailua Ai'ai and Kipi Naumu.
4. Chief Perry thanked Deputy Chief Mark Begley for completing the assessment for the department's promotions.
Communication
KPC 2010-14 2009 Honolulu Police Commission Annual Report. (On with the Secretary)
KPC 2010-15 2010 Hawai'i State Law Enforcement Officials Association Conference is being hosted by the Kaua'i
Police Department.

KPC 2010-16 Public announcements for KPC 10-17
Acting Chair Iona reads the public announcement for KPC 10-17.
The Police Commission has completed its review of complaint KPC 10-17 and has determined that due to the lack
of sufficient evidence to substantiate the allegations of rape by a Police Officer. Therefore, the Commission will not
uphold the complaint and will refer the complaint to the Office of the Chief for further review. This officially
concludes the Commission's review of complaint KPC 10-17.

Session Commissioner Kanekoa cites the Hawai'i Revised Statues (HRS) at 9:20 a.m. bringing the meeting into Executive
Session to discuss items pursuant to Section §92-4 and §92-5 (a) (2)and (4), to consider and evaluate charges
brought against an officer or employee where consideration of matters affecting privacy will be involved; provided
that if the individual concerned requests an open meeting, an open meeting shall be held. The further purpose of
this Executive Session is to allow the Commission to consult with its Attorney on questions and issues pertaining to
the Commissions powers, duties privileges, immunities and liabilities as they may relate to these items, and to
deliberate and make a decision the Commission deems appropriate.
