Chief's Mouthly Overview for the month of April 2012 and pertinent updates
Report
Highlights for April: The Chief went over some of the community events
the Department assisted with in April. The 2"" Wave Fundraiser, which
helps Support the Water Safety 'Fask Force, will be on October 7 at
Kilohana. We arc still working with the Airports division to get the
helicopter into its own hanger. We signed a new parking permit which
allows us to use the old existing Air Kaua" hatiger to get the helicopter
tinder cover until we sign the lease on the larger space. The Chief and or

Qpei:qtions- The call count is tip by 180 calls. 'rherc will likely be an
increase in the count for the next two months as there have been some
issues with the new CADS system creating duplicate calls, -Apparatus
Status: We(lid lose the engine in Truck 7 while assisting with the fire in
Kokeeso it is out of service. Fortunately,because we just received the 4
new trucks and one was a spare, we are not without a truck. Stations:
Because there are a lot of false alarms in the Hanalei district, we are going
to ntonitor the False Alann Ordinance that the Police Department is
working on to see if,we need to put in our own False Alartn Ordinance.
Tr it ira Bureau: There were 9 on-island and 2 off-Island trainings in
April which included the continuation of the Vehicle Extrication class and
HazinatTraining. Prevention Bureau: The Bureau investigated I
structural fire, reviewed 23 Building Permit Plans and performed 8
Certificate of Occupancy inspections, We used a Kaua'i Community
College intern to help put a lot of new updates into the RMS. We are now
going out to the stations to show the crews how the RMS will interact with
the new CADS system. We are also discussing with the Planning and Real
Property Departments about how we can use the GIS and TMK systems for
tracking commercial properties. We are using the National Fire Academy
online class Q-2000 Fire Protection Services to keep the skills up and the
cost (]own for the new inspectors, Ocean Safety Bureau: OSB had a
couple of rescues and to near drowning. They also assisted with the Kaua'I
World Challenge Race. Administration Bureau: We did get the EMCP
pay increase Executive Order signed for the Battalion Chiefs' back pay and
will be able to pay that out before the end of the fiscal year. "The re-
organization for the Ocean Safety Bureau is pretty much finished but we
are still doing follow-ups for the next level to make sure the personnel
descriptions are right for the tower lieutenants.
Chief Westerman explained that the National Fire Academy Leadership
and Planning courses are executive development courses to stre the

Department's personnel for promotional purposes.
Asked about the status of the fire in Kokee, Chief Westerman explained
that the fire is on State land so the Kaua'i Fire Department is supporting
the DLNR's operation.
Mr. Fukushinia asked Chief Westerman to provide information to the
Commission regarding the existing grants such as which grants are long-
tenn, which grants are expiring, how will it affect certain parts of the
budget, and if there are areas the Commission needs to be aware of. Chief
Westerman said he could provide that information as it is in the annual
budget re port.
Budget report as of April 30, 2012
Budget is at 83,33% of the year with Administration at 80.42% expended
to date, Fire Operations is at 78,67% expended, Fire Prevention is at
80.70% expended, Fire Training is 78.64% expended, Ocean Safety is
79.19% expended, and the Fire Commission remains at 41.52% expended.
The overall expenses fior the Department to date are 78.93% of the budget.
The Chief explained to the Commission that approval for a money bill goes
through the County Council for approval. The Mayor has the authority to
move monies within the department from one account to another other
account, The Mayor gives the Chief the authority to move monies around
however we cannot take salary monies to expend for non-salary items until Mr. Fuertes moved to receive the Chiet's

Fire Department debuts new driver simulator
LII-IU E The Kauai Fire Department today announced the arrival of its newly acquired
driver simulator at a demonstration held today at the Uhu'e Fire Station.
The driver simulator, Doused in a 30-foot trailer. uses virtual simulation technology to
train drivers in an environment that resembles real-life scenarios. A large three-panel screen
that surrounds a bucket seat, steering wheel, brake and accelerator, gives the driver the sense
that he or she is operating a vehicle in almost any condition.
"It's incredible how real it feels," said Mayor Bernard Carvalho, Jr, as he simulated
driving a fire truck down a busy street. "Most importantly, it gives our crews the tools they need
to learn how to operate their vehicles safely in a controlled environment."
Curing the demonstration, Kauai Fire Chief Robert Westerman explained that the
technology can be used by departments countywide to simulate operating nearly any type of
vehicle, including: semi-trucks, police cars, tractors and buses.
"Representatives from The Kauai Bus were here this week and used the equipment to
simulate driving a bus," said Chief Westerman. "Operators of every vehicle must pay attentions to
pedestrians, reckless drivers and other hazardous conditions. This training tool enhances the
operator's senses by providing those scenarios."
The purpose of the driver simulator is to help teach drivers how to make proper
decisions while behind the wheel and learn from their mistakes; without the safety concerns or
liability that comes with driving on the road.

"This equipment is intended to compliment, not replace, actual driving time," added Chief
Westerman.
Funding for the simulator was obtained through a Federal Emergency Management
Agency {FERIA} program grant, which contributed 80% of the$218,000 total cost. It was
procured through l_3 Communications and an instructor from the company was can-hand this
week to train the team trainers.
"We look forward to using this equipment as an added training tool for our driver
certification and annual recertification process," said Chief Westerman. "Any tool that can
improve safety, for both our personnel and the general public, is a wise investment."

to you, Shawn Hosaka, Jason Ornellas and the Lihue station firefighters for assisting us at our annual
Mayor's Youth Track meet held on April 28-29,1,20.12 at Vidinha Stadium.
The Track meet was very successful with over 600'youths participating in the 2 day event. Not only
did the firefighters assist with the meet but were on hand to provide care for three medical situations
that occurred.
We truly appreciate your support and your caring attitude for our Kauai youths.

I wanted to extend a huge MAHALO to the lifeguards at Lyclgate Beach Park who helped my daughter last Thursday,April
20 after she fractured her wrist et around 12:UOnoon. Both of the lifeguards were so helpful in getting icopaoka for her
and making a gauze sling to stabilize her wrist until we could get her to the emergency room. They did o great job in
helping br keep her calm and were very gentle around her injury.
Kdy daughter and |were at the park with my daughter's 6th grade class from Sacred Hearts inHonolulu. Although this
wasn't the way we wanted to end our trip, the lifeguards made an extremely positive and lasting impression on us with
their professionalism and aloha,
