HomeMy WebLinkAboutpcsdcminutes6-26-12 KAUAI PLANNING COMMISSION SUBDIVISION COMMITTEE MEETING June 26,2012 The regular meeting of the Planning Commission Subdivision Committee was called to order by Chair, Herman Texeira, at 8:35 a.m., at the Lihue Civic Center,Mo'ikeha Building, in Meeting Room 2A-213. The following Committee members were present: Ms. Camilla Matsumoto Mr. Herman Texeira Mr. Hartwell Blake Discussion of the meeting, in effect, ensued: APPROVAL OF THE AGENDA On motion made by Camilla Matsumoto and seconded by Herman Texeira, to approve the agenda, motion carried unanimously by voice vote. MINUTES —Meetings of March 27t", April 10t",April 24t" & May S, 2012 On motion made by Camilla Matsumoto and seconded by Herman Texeira, to approve meeting minutes, motion carried unanimously by voice vote. PUBLIC COMMENT (NONE) GENERAL BUSINESS MATTERS (NONE) COMMUNICATIONS (NONE) UNFINISHED BUSINESS (NONE) NEW BUSINESS (For Action) Tentative Subdivision Action S-2012-12 Jean E. Nadatani 2-lot Subdivision TMK: 2- 5-003006 Lawa`i Kauai. Staff Planner Dale Cua: As you noted the proposal is a 2-lot subdivision,the preliminary subdivision map has been routed to the various reviewing agencies for comment. Their requirements have been incorporated into the subdivision report which you have before you. As a result the department is recommending tentative subdivision approval of this application. Chair: Do you have any questions? "JUL 2 4 2012 Ms. Matsumoto: This is the portion if you are going towards Waimea it is on the right side. Staff. It is the one immediately to your right. Chair: This 2-lot subdivision, we are thinking of giving preliminary approval to this application because it is grandfathered? Staff The grandfathering of this application involves the number of dwellings on the property. Chair: What about the parcel its self? Staff: The parcel its self complies to the current CZO standards with respect to the minimum lot size within the agriculture district. Chair: So it is three acres so you can make three lots. Staff: Yes but in this case they are doing only two. Ms. Matsumoto: How far up the road is it as it winds into the valley? Staff: As I mentioned before the property is right at the intersection of Akemame Road and Kaumuali`i Highway so as you are going up Akemame Road the property is the first driveway on your left. So the driveway currently exists,all they are doing is subdividing. Chair: Would the applicant please come forward or the applicant's rep.? Mr. Wayne Wada: Wayne Wada, Esaki Surveying and Mapping. Chair: Wayne you have seen the subdivision report? Mr. Wada: Yes we have reviewed the comments and we are okay with all the comments. Chair: Anything you wish to add to the subdivision report? Mr. Wada: No. Ms. Matsumoto: Do you have a map of the area, if you could describe the road widening. Mr. Wada: We are just getting a lot for the road widening which is thirteen feet wide along Akemame Road. I don't think it is required to improve the road. Subdivision Committee Minutes June 26,2012 2 Ms.,Matsumoto: So the widening is going to involve how much of the road from where to where? Mr. Wada: From Kaumuali`i Highway fronting Akemame Road is thirteen feet wide. Ms. Matsumoto: Through the property, at the end of the property? Mr. Wada: Yes, all the way along Akemame Road fronting the property. Ms. Matsumoto: So it is not going affect the width of Akemame Road as you enter from the highway. Mr. Wada: It is just going to widen the right-of-way but not the pavement. Chair: Seeing no further questions, thank you, anyone from the public wishing to testify on this application please come forward. Seeing none, do you want to make your motion? Ms. Matsumoto: Move to approve tentative subdivision action for 5-2012-12, Jean E. Nadatani,TMK 2-5-003:006, Lawa`i, Kauai. Chair: Second, any discussion, all those in favor say aye, those opposed,motion carried. On motion made by Camilla Matsumoto and seconded by Herman Texeira,to grant tentative subdivision approval for 5-2012-12, motion carried unanimously by voice vote. Commissioner Slake arrived at 8:45 a.m. Tentative Subdivision Action, 5-2012-14, Wailua Ranch,LLG 3-lot Subdivision, TMK: 4-4-008:005 Wailua Homesteads Kauai. Staff: The property is in Kapa`a Homesteads, actually more like Wailua Homesteads, it is along Kipapa Road. As noted the subdivision establishes a total of three lots within the agriculture district. The preliminary subdivision map has been routed to the various reviewing agencies for their review and comment. The requirements of the reviewing agencies have been incorporated into the subdivision report; as such we are recommending tentative subdivision approval of this application. Chair: Does anybody have any comments, any questions for Dale? Will the applicant's representative please come forward? Ms. Yolanda Portugal-Cabral: Good morning, Yolanda Portugal-Cabral with Portech Engineering on behalf of the applicant. Chair: Do you have any comments in regards to the subdivision report? Seeing none, thank you very much, anyone from the public wishing to testify on this application, seeing none what is the desires of this body? Ms. Matsumoto: I would like to move to approve tentative subdivision action for S- 2012-14, Wailua Ranch, LLC.,TMK 4-4-008:005, Wailua Homesteads, Kauai. Mr. Blake: Second. Chair: Any discussion, all those in favor say aye, those opposed,motion carried. On motion made by Camilla Matsumoto and seconded by Hartwell Make, to grant tentative subdivision approval for 5-2012-14, motion carried unanimously by voice vote. Final Subdivision Action, 5-2012-03,James M. Keahi TrustlRandall W Yates Trust, 2- lot Subdivision, TMK: 1-6-002:074, Waimea,Kauai. Staff: Thank you Mr. Chair. As noted in the subdivision report the proposal is a 2-lot subdivision for a property in Waimea Valley. It is along Menehune Road. The final subdivision map has been routed to the various reviewing agencies for their review and approval. The department has received all the approval letters, as a result we are recommending final subdivision approval of this application. Chair: Any questions of Dale, if not I would like to call on the applicant's rep. Do you have any discussion in regards to the staff report or anything you wish to add to this application? Unidentified Speaker: No comment. Chair: Any questions of the applicant's rep., seeing none,thank you. Anyone from the public wishing to testify on this application, seeing none what are the wishes of this body? Ms. Matsumoto: I would like to move to approve final subdivision action for 5-2012-03, James M. Keahi Trust/Randall W. Yates Trust,TMK 1-6-002:074, Waimea, Kauai. Mr. Blake: Second. Chair: Any discussion, seeing none all those in favor say aye,those opposed,motion carried. On motion made by Camilla Matsumoto and seconded by Hartwell Blake,to grant final subdivision approval for 5-2012-03, motion carried unanimously by voice vote.
