HomeMy WebLinkAboutSUB Oct 25 2011 minutes KAUAI PLANNING COMMISSION SUBDIVISION COMMITTEE MEETING October 25, 2011 The regular meeting of the Planning Commission Subdivision Committee was called to order by Chair Jan Kimura, at 8:40 a.m. at the Lihue Civic Center, Mo'ikeha Building, in Meeting Room 2A-213. The following Committee members were present: Ms. Camilla Matsumoto Mr. Jan Kimura Absent and excused: Mr. Hartwell Blake Discussion of the meeting, in effect, ensued: APPROVAL OF THE AGENDA On motion made by Camilla Matsumoto and seconded by Jan Kimura, to approve the agenda, motion carried unanimously by voice vote. MINUTES On motion made by Camilla Matsumoto and seconded by Jan Kimura, to approve meeting minutes of 9/27/11, motion carried unanimously by voice vote. GENERAL BUSINESS MATTERS There were no general business matters. COMMUNICATIONS There were no communications. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS Tentative Subdivision Action, S-2012-1,Florence S. Tojzioka, et. al., 2-lot Subdivision, TMK: 1-3-010:070, Kekaha, Kauai. Staff Planner Dale Cua: As noted in the subdivision report the proposal involves a 2-lot subdivision for a property in Kekaha. The property is at the corner of the intersection of Pueo Road and Kiowea Road. The preliminary subdivision map has been routed to the various reviewing agencies for their comment and review. All of the agency comments have been incorporated into the subdivision report. As a result the department is recommending tentative subdivision approval of this application. Chair: Any questions for the planner? Ms. Matsumoto: There are some items like the Department of Health Wastewater Branch comments. Staff. Right. That is something that is a requirement that the applicant or the authorized agent needs to work directly with the Health Department in order to obtain final subdivision approval. Ms. Matsumoto: So they are going to work it out. Staff. They definitely have to work it out. Chair: Any other questions for the planner? Is the applicant here? Ms. Yolanda Portugal-Cabral: I am here on behalf of the applicant. I am Yolanda Portugal-Cabral. I am with Portugal Surveying. I did get to review the subdivision report from Dale. Do you have a question? Chair: Yes, did you guys locate the cesspool? Ms. Portugal-Cabral: Yes. I didn't read that condition so the surveyors will go back out and re-verify the cesspool location and we will get the information from the Health Department on the As-Builts and re-verify that location. And we will work that out with the Health Department. Chair: Okay, any questions for the applicant? What does the Commission want to do? Ms. Matsumoto: Move to approve tentative subdivision action for S-2012-01, Florence S. Togioka, et. al., TMK: 1-3-010:070, Kekaha, Kauai. Chair: So moved, all in favor say aye. On motion made by Camilla Matsumoto and seconded by Jan Kimura, to grant tentative subdivision action for S-2012-01, motion carried unanimously by voice vote. Subdivision Committee Minutes October 25,2011 2 Final Subdivision Action, S-2011-15, County of Kaua'i Department of Parks and Recreation, 2-lot Boundary Adjustment, TMK: 1-8-008:020, Hanapepe, Kauai. Staff. What you have in this proposal is a boundary adjustment between two properties. As noted in the subdivision report the intent of the proposal is to accommodate the future expansion of the Hanapepe Cemetery Facility, the Kauai Veterans facility. The final subdivision map has been routed to the various reviewing agencies for their review and approval. The department has received all of the approval letters from the agencies. As a result we are recommending final subdivision approval of this application. Ms. Matsumoto: Could you explain item 2, a&b, a little bit more? Staff. At the time the preliminary subdivision map was submitted the preliminary subdivision map was (inaudible). But since that time the final map has been routed with the necessary approvals and stamped Public Works has since signed off on the approval. Chair: Any more questions for the planner? Is the applicant here? Staff. I did let Parks and Rec.'s know and they had no objections. Chair: What does the committee want to do? Ms. Matsumoto: Move to approve final subdivision action for S-2011-15, County of Kauai Department of Parks and Recreation, TMK: 1-8-008:020, Hanapepe, Kauai. Chair: So moved, all in favor say aye. On motion made by Camilla Matsumoto and seconded by Jan Kimura, to grant final subdivision action for S-2011-15, motion carried unanimously by voice vote. Tentative Subdivision Extension Request, S-2009-12, The Koloa Early School/Koloa Honzwanii Mission, 2-lot Subdivision, TMK: 2-8-004:056, K61oa, Kauai. Staff. As noted in the subdivision report this is the applicant's first extension request of the subdivision. The proposal involves a 2-lot subdivision for a property in K61oa Town. It involves the property that includes the K61oa Early School as well as the K61oa Hongwanji Mission. The applicant is at this point trying to work out the requirements regarding the subdivision and more specifically the waterline improvements. At this point they are still continuing their discussions with the Department of Water and since we are not sure when the requirements will be resolved the extension is necessary. As a result we are recommending an extension to February 10, 2013 to obtain final subdivision approval. Chair: Is this a typo? Over here you have location, Port Allen. Subdivision Committee Minutes October 25,2011 3 Staff. Yes. Chair: And then the extension request, it says it's the first, this is the second, yes? Staff. The second, correct. Chair: Any questions for the planner? Is the applicant here? Mr. Wayne Wada: Wayne Wada, Esaki Surveying and Mapping. Chair: Any questions for the applicant? Ms. Matsumoto: How far along are you? Mr. Wada: With the water? Ms. Matsumoto: Yes. Mr. Wada: It's done. I think the Water Department is supposed to send Dale the letter saying it is resolved. Chair: So you don't need the extension then. Mr. Wada: If Dale would submit it for final we don't need. Chair: I'm just kidding. Anymore questions for the planner? Ms. Matsumoto: No. Chair: What does the Commission want to do? Ms. Matsumoto: Move to approve tentative subdivision extension request for S-2009-12, the K61oa Early School/K61oa Hongwanji Mission, TMK: 2-8-004:056, K61oa, Kauai.
