The Special Session Meeting of the Kauai Police Commission was called to order by Chair
James R. O'Connor at 9:00 a.m. in the Mo'ikeha Building, Liquor Conference Room. The
following Commissioners were present:
James R. O'Connor, Chair
Charles C.C. Iona, Vice Chair
Bradley Chiba, Members
Ernest Kanekoa, Jr., Member
Donald Okami, Sr., Member
Excused: Commissioners Randall Francisco and Alfredo Nebre, Jr.
Also present: Deputy County Attorney Jennifer Winn; Boards and Commissions Administrator
Paula Morikami; Administrative Aide Teresa Tamura; and Support Clerk Mercedes Youn.
Chair O'Connor: I call to order this special meeting of the Kauai Police Commission on
Monday, February 11, 2013. Seeing no members of the public wishing to address the
Commission or testify on any matters, I ask Vice Chair Iona to please lead us into Executive
Session.
Commissioner Iona: Executive Session, Pursuant to the Hawaii Revised Statues §92 -4 and §92-
5 (a) (4), this is in reference to ES: 008. The purpose of this Executive Session is for the
Commission to consult with its attorney as to their powers, duties, privileges, immunities, and
liabilities on matters relating to a hearing procedure on Issues in the Kauai Police Department.
Chair O'Connor: Chair would entertain a motion to go into Executive Session.
Commissioner Okami: Motion to go into Executive Session.
ommissioner Kanekoa: Second.
Chair O'Connor: Moved and seconded. All those in favor, signify by saying aye, those
opposed nay? Motion carried.
On a motion made by Commissioner Okami and seconded by Commissioner Kanekoa, to
move into Executive Session, the motion carried 5:0.
At 9:00 a.m. the Commission entered into Executive Session.

Return to Open Session
At 10:52 a.m. the Commission returned back into Open Session.
Commissioner Iona; Motion to ratify all matters taken in Executive Session.
Commissioner Kanekoa: Second.
Chair O'Connor: Motion made, and seconded, to ratify all matters in the Special Executive
Session. All those in favor, signify by saying aye, opposed nay? Motion carried.
On a motion made by Commissioner Iona and seconded by Commissioner Kanekoa, to
ratify all matters taken in Executive Session for item ES -008, the motion carried 5:0.
if the actions taken in Executive Session for item: ES -008:
1. Motion to not proceed further with a hearing procedure on Issues in the Kauai Police
Department carried with (4) ayes and (1) nay.
2. Motion to create a three member subcommittee to review the policies and procedures in
the Kauai Police Department carried with (4) ayes and (1) nay.
Chair O'Connor: Is there a motion to adjourn?
Commissioner Iona: Motion to adjourn.
Commissioner Kanekoa: Second.
Chair O'Connor: Moved and seconded to adjourn. All those in favor, signify by saying aye,
those opposed? Motion carried.
On a motion made by Commissioner Iona and seconded by Commissioner Kanekoa, to
adjourn the meeting, the motion carried 5:0 by voice vote.
At 10:53 a.m. the meeting was adjourned.
