Ms. Pam Dohrman wrote to express her sincere gratitude to Acting Lt. Bryson Ponce, Detectives Kenneth Cummings and Shane Sokei for their expertise and support that they extended to her family during the search for her in Kokee. Chiefs Monthly 1. Chief's announcements and pertinent updates • Chief Perry announced that he had an opportunity to accompany Hawaii County Police Chief Harry Kubojiri, Maui Police Chief Gary Yabuta and HIDTA (Hawaii High Intensity Drug Trafficking Agency) Director Larry Burnett to Washington D.C. to speak to the Hawaii Delegation in an effort to prevent federal funding from being cut to local counties. He explained that HIDTA helps Federal, State, and local law enforcement agencies by sharing intelligence and resources to help execute effective enforcement operations in areas that has been determined to be significant for illegal drug production, manufacturing, importation, or distribution. Kauai Police Commission Regular Meeting - Open Session July 26, 2013 Page 3 SUBJECT DISCUSSION ACTION • Orientation will be held today for KPD's newest chaplains Thomas Contrades, Kevin Cram, Steven Franks, Alpha Goto and former Police Commissioner Thomas lannucci. • Chief Perry announced the retirement of Acting Captain Dan Miyamoto. A/C Miyamoto was hired on January 5, 1987, and has been with the police department for 26 years. A Certificate of Service was presented to A/C Miyamoto for his commitment and his years of dedicated service to the people of Kauai. A/C Mi amoto's last day of work will commence on July 31, 2013. Communication KPC 2013 -11 Communication dated July 9, 2013, from Big Island Police Commission Chair Leroy J. Victorine to Chair James R. O'Connor, thanking the he Kauai Police Commission for hosting the 2013 State of Hawaii Police Commissioners Conference. Chair O'Connor called for a motion to receive item KPC 2013 -11. Commissioner Chiba moved to receive item KPC 2013 -11 for the record. Commissioner Okami seconded the motion. Motion carried 5:0 Business KPC 2013 -12 Public announcement for the following Police Commission notarized complaint that was filed against an officer of the County ES -026: KPC 2013 -009 Complaint filed on May 30, 2013, alleges that an officer of the County harassed and made threatening remarks to the complainant. Based on its findings, the Commission found that the officer was acting within normal procedures and the complaint was not sustained. The complaint was forwarded to the Office of the Chief for further review and investigation if deemed necessary. This officially concluded the Commission's review of complaint KPC 2013 -009. KAUAI POLICE DEPARTMENT Notes to Budget Summary For the Period June 2013 The Budget Status Report for June 2013 is submitted for your review and perusal. The department's total expenditures plus encumbrances for Fiscal Year (FY) 2013 is currently at 96% at the end of fiscal year 2013. However, the expenditures for FY 2013 are not final; Finance/Accounting provides period 13 for June expenditures to be completed and necessary adjustments to close out the fiscal year. The final numbers for FY 2013 will be available once the CAFR (Comprehensive Annual Financial Report) is complete. The year -to -date expenditures for the Chief s Office are currently at 98 %. Administrative and Technical Bureau is reflecting 86 %, Investigative Service Bureau is reflecting 44% and Patrol Service Bureau is reflecting 82% of budget expended. At the close of June, Kauai Police Department (KPD) has a balance of $959,361.12 which equates to 4% of its $26M budget. These are not final numbers and the balance will be reduced with period 13 expenditures still in process. KPD's balance is a result of a combination of factors. The two main factors were the restriction in spending mandated by Administration for all county agencies as well as, KPD's conservative spending due to the initial concern with insufficient funding in the payroll accounts, primarily Overtime. The subsequent autopsy revealed the cause of death was a result of an accidental drowing. SEXUAL ASSAULT A 15 year old child related to Detectives that he was sent assaulted by a female adult family member multiple times when he was in the 5d` and 6 grade. This case is still under investigation and no arrests have been made at this time. A 19 year old male subject was arrested for four counts of sexual assault in the I' degree after police investigation revealed that the male subject sexually assaulted a 13 year old female acquaintance. BURGLARY Detectives executed a search warrant on bags and a moped previously seized from a juvenile burglary suspect. Recovered from the bags and moped were items stolen from 2 separate residences located in the Kawaihau District. Two juveniles were detained and released to their parents. The investigation was forwarded to the Office of the Prosecuting Attorney. Two 18 year old male subjects were found on the roof area of the Nukumoi Surf Company's rooftop attempting to burglarize the establishment. There were damages to the store that were estimated at more than $1,500. Both subjects were arrested and charged for the offenses of Burglary and Criminal Property Damage. A third suspect, 19 KPD SENSITIVE years old, was also later identified in connection with these crimes and charged with the same offenses. ROBBERY An adult male reported that he was in the process of selling one ounce of marijuana when he was robbed at gun point by another male subject. K -PAL Flag Football Games at Lihue Soccer Field 650 Juveniles VICE NARCOTICS DRUG BUYS There were a total of 11 control purchases of crystal methamphetamine and marijuana within the Lihue, Kawaihau and Koloa Districts. SPECIAL PROJECTS: Assisted outside agencies on two marijuana eradication missions. Conducted an operation on Onohi Lane consisting of approximately 3 hours of surveillance at residence. During the three hours, a vehicle and a motorcycle was observed visiting the residence. Unit assisted DEA with a control buy /surveillance. Unit assisted with the helicopter presentation for Kaitan Sukihira. Marijuana Eradication Mission planned for Kauai got canceled due to bad weather conditions. Aerial surveillance conducted in the month of July 2013 made observations of over 10 marijuana plants at the residence in Hanapepe. Medical marijuana checks revealed one single permit for the residence. A search warrant was obtained and executed. Recovered at the residence were 27 marijuana plants, 5 rifles, approximately 6.8 grams of marijuana, and a possible live hand grenade. According to TSA Explosive Specialists called to the scene to examine the grenade, the grenade was a real grenade. However, it could not be determined if the grenade contained a live charge until further examination in a safe location. EOD Experts from Schofield, Oahu were also notified and responded and eventually destructed the grenade. Assisted in a Fugitive Manhunt with the U.S. Marshall Service within the Koloa District. (Not Located) Officer Resinto testified on Oahu in Federal Court versus Robert 11II3M. Sergeant Carvalho and Sergeant Oliveira attended the Statewide DCE/SP Commanders Meeting on Maui. KPD SENSITIVE TRAINING Four officers attended the JetScan iFX i100 Money Scanner training on Oahu. Unit attended 5 day/ 40 hours tactical training with Hard Tactics. He is also a Head Coach in the Majors Division (Yankees) which started in April and will be continuing through July. He also volunteers as one of the Chief Umpires in the league. At this time he is the Manager of the 10 -11 year old State All --Star team who played in the Hawaii State Tournament on Oahu from 07/11/13 to 07/17/13. V.- INDIVIDUAL PERFORMANCE A. One Officer issued a total of 189 citations and conducted 12 OVUII arrests. B. Another Officer issued a total of 69 citations and conducted 1 OWII arrest. C. The combined efforts of three Officers resulted in the execution of 7 Search Warrants for the month of July resulting in the confiscation of 2 handguns, a little over 2 ounces of methamphetamine, 4 ounce of marijuana and $7500.00 in cash. In July, we concentrated our educational efforts on illegally parked vehicles on Lehua Street fronting the Hoku Foods Store. Warnings had been given in the past but no compliance was gained. Because the illegal parking included vehicles blocking the northbound lane of travel, enforcement of KCC 16 --9.4 (b,(4) was conducted and 15 citations were issued. Efforts have made the area safer for travel. Officers will continue to monitor the area for violations. B. Requests for police personnel for community events that would incur overtime requires analysis by the supervisor: or commander receiving the request. A recommendation shall be sent to the Chief s office for final approval. Generally, if the request is not on the Mayor'9 approved list or is not an event sponsored by KPD in the past, the request will be denied; however review is required prior to the denial of the request. 11. All supervisory personnel shall assess the need for overtime expenditures,and ensure that it is being expended in a fiscally responsible manner that is in line with the goals of the Kaua` i PgJice Department, 12. Based on its findings, the Commission found that the complaint alleging that the officer disregard of the law by refusing to accept the Discharge of Sureties' has been resolved and therefore the complaint was not sustained.
