HomeMy WebLinkAboutResolution No. 2009-40COUNTY COUNCIL COUNTY OF KAUAI R.e~orutiort b.RESOLUTION TO ADOPT THE FINAL WAILUA FACILITY PLAN DATED SEPTEMBER 2008 PREPARED FOR THE COUNTY OF KAUAI DEPARTMENT OF PUBLIC WORKS WASTEWATER MANAGEMENT DIVISION AS THE WASTEWATER SYSTEM FACILITY PLAN FOR THE WAILUA AND KAPA`A COMMUNITIES BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII:WHEREAS, the County of Kauai Department of Public Works Wastewater Management Division owns and operates the Wailua Wastewater Treatment Plant (WWTP)and the associated sewage collection system and sewage pump stations, collectively known as the Wailua-Kapa`a Wastewater System, that collects, treats and disposes of domestic and commercial wastewater from the Wailua and Kapa`a communities; and WHEREAS, the operation of a Wastewater System in Hawaii is subject to the provisions of Chapter 62 of Title 11, Hawaii Administrative Rules (HAR); and WHEREAS, pursuant to HAR §11-62-23.1 Specific requirements for wastewater treatment works., (i) "For public wastewater treatment works a facility plan shall be initiated when the actual wastewater flow reaches 75 percent of the design capacity of the wastewater treatment works"; and WHEREAS, the permitted capacity of the. Wailua WWTP is 1.5 million gallons per day mgd); however, due to age, condition, and limited redundancy of the existing facility it was not clear that the facility could reliably treat 1.5 mgd; and WHEREAS, the actual wastewater flow at the Wailua WWTP has reached 0.7 rngd,which may be as much as 75 percent of the capacity of the WWTP to provide reliable wastewater treatment; and WHEREAS, in 2005 the County executed Contract No. 7212 with the engineering consulting firm of Fukunaga & Associates, Inc. for purposes of preparation of a Wastewater Facility Plan for the Wailua WWTP; and WHEREAS, the engineering study performed under Contract No. 7212 has been completed, and a final report titled "Final Wailua Facility Plan", dated September 2008 has been prepared; and
