HomeMy WebLinkAboutResolution No. 2009-41COUNTY COUNCIL COUNTY OF KAUAI i.e~oCutiort e.~~:.,RESOLUTION TO ADOPT THE FINAL LIHU`E WASTEWATER FACILITY PLAN DATED DECEMBER 2008 PREPARED FOR THE COUNTY OF KAUAI DEPARTMENT OF PUBLIC WORKS WASTEWATER MAleTAGEMENT DIVISION AS THE WASTEWATER SYSTEM FACILITY PLAN FOR THE LIHU`E AND HANAMA`ULU COMMUNITIES BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII:WHEREAS, the County of Kauai Department of Public Works Wastewater Management Division owns and operates the Lihu`e Wastewater Treatment Plant (WWTP)and the associated sewage collection system and sewage pump .stations, collectively known as the Lihu`e - Hanama`ulu Wastewater System, that collects, treats and disposes of domestic and commercial wastewater from the Lihu`e and Hanama`ulu communities; and WHEREAS, the operation of a Wastewater System in Hawaii is subject to the provisions of Chapter 62 of Title 11, Hawaii Administrative Rules (HAR); and WHEREAS, pursuant to HAR §11-62-23.1 Specific requirements for wastewater treatment works., (i) "For public wastewater treatment works a facility plan shall be initiated when the actual wastewater -flow reaches 75 percent of the design capacity of the wastewater treatment works"; and WHEREAS, the design capacity of the Lihu`e WWTP is 2.5 million gallons per day mgd); however, until completion of and permitting of new effluent injection wells, the facility's effluent disposal capacity was limited to 1.5 mgd; and WHEREAS, the actual wastewater flow at the Lihu`e WWTP had reached 1,2 mgd,more than 75 percent of the effluent disposal capacity of the WWTP, prior to the completion of and permitting of new effluent injection wells; and WHEREAS, in 2005 the County executed Contract No. 7228 with the engineering consulting firm of M & E Pacific, Inc. for purposes of preparation of a Wastewater Facility Plan for the Lihu`e WWTP; and WHEREAS, in 2006 the County completed the construction of six new effluent injection wells and proceeded to test the capacity of the new wells and on June 1, 2008, obtained a new Underground Injection Control (UIC) permit No. UK-1213 for operation of the new wells; and WHEREAS, following permitting of the new effluent injection wells, the design capacity of the Lihu`e WWTP, including the effluent disposal system capacity, is 2.5 mgd; and
