HomeMy WebLinkAboutResolution No. 2009-71 Draft 2COUNTY COUNCIL COUNTY OF KAUAI r j, j, ~ ~ No. 2009-71, Draft 2 RESOLUTION ADOPTING THE INTEGRATED SOLID WASTE MANAGEMENT PLAN UPDATE FOR THE COUNTY OF KAUAI WHEREAS, an Integrated Solid Waste Management Plan should provide an up-to-date strategy for implementing environmentally prudent and cost-effective integrated solid waste management components to enhance or upgrade the County's existing system; and WHEREAS, the County of Kaua`i's Integrated Solid Waste Management Plan was last revised in 1994; and WHEREAS, Chapter 342G, Hawaii Revised Statutes, requires each County to update its Integrated Solid Waste Management Plan once every five years; and WHEREAS, the Department of Public Works contracted with R.W. Beck, Inc.for development of the Integrated Solid Waste Management Plan update; and WHEREAS, a draft Integrated Solid Waste Management Plan update was submitted to the citizens of Kauai and to the Hawaii 1Department of Health for review and comment: and WHEREAS, the final draft of the Integrated Solid Waste Management Plan update for the County of Kauai, dated September 2009 was transmitted to the County Council on October 30, 2009; and WHEREAS, the County Council has determined that the Integrated Solid Waste Management Plan update provides an overview of the existing system and provides general guidance and program recommendations in the :following areas:source reduction; recycling and bioconversion; special wastes; hazardous and electronic waste; public education and information; transfer stations and landfills;materials marketing and procurement; alternative disposal technologies; user fees;and facility siting; and WHEREAS, the County Council also finds that the Integrated Solid Waste Management Plan update for the County of Kauai meets the contents set forth in Part III, Chapter 342G, Hawaii Revised Statutes, and should be viewed as a flexible planning document to guide the County's continuously changing solid waste management needs and future priorities; and
WHEREAS, the County Council has received testimony by the consultant R.W.
