HomeMy WebLinkAboutResolution No. 2011-42COUNTY COUNCIL COUNTY OF KAUAI esoiution ~~=~„a~RESOLUTION AUTHORIZING THE FILING OF THE KAUAI COUNTY 2011 ACTION PLAN (COMMUNITY DEVELOPMENT BLOCK GRANT) WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UNITED STATES OF AMERICA, FOR A GRANT UNDER TITLE I OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 AND1987 (PUBLIC LAWS 93-383 AND 100-242), AS AMENDED WHEREAS, The County of Kauai is required to complete and file an annual Action Plan to the 5-Year Consolidated Plan pursuant to 24 CFR §91.200 describing how federal resources are being invested in achieving priorities for affordable housing, homelessness, and non-housing community development; and WHEREAS, The Assistant Secretary for Community Planning and Development is authorized to award Community Development Block Grants (hereinafter "CDBG") with the primary objectives of developing viable communities including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low- and moderate-income; and WHEREAS, It is required by the United States Department of Housing and Urban Development (hereinafter "HUD") that, in connection with the filing of an application for assistance under the 1974 Housing and Community Development Act, as amended, the applicant shall submit certifications assuring conformance to related rules, regulations and law; now,therefore,BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII:1. That Mayor Bernard P. Carvalho, Jr. or his designated representative, is authorized to execute and submit the 2011 Action Plan for the County's 5-Year Consolidated Plan (2010-2015) to HUD that incorporates the County's CDBG application to finance HUD-approved projects for the FY 2011 CDBG Program.2. That the County Engineer, County Attorney, Director of Planning, Director of Economic Development, Director of Personnel Services, Manager and Chief Engineer for the Department of Water, Director of Finance, and Housing Director are authorized to execute and file with such application, assurances or any document required by HUD in connection with the application or projects. 3. That the Housing Agency is authorized to receive and expend EIGHT HUNDRED EIGHTY THOUSAND, NINE HUNDRED FORTY THREE AND NO/100 DOLLARS ($880,943.00) of the County of Kauai's 2011 CDBG allocation and TWENTY THOUSAND, ONE HUNDRED NINETY AND NO/100 DOLLARS ($20,190.00) of CDBG program income for the following projects:PUBLIC SERVICES a. Homeless Outreach Care-a-Van Program $26,000 Kaua`i Economic Opportunity, Inc.)Purchase a cargo van to provide homeless outreach services to unsheltered homeless persons.b. WIN Substance Abuse Relapse Prevention $50,400 Women in Need)Provide classes, case management and counseling services in their transitional home for relapse prevention and to promote long term or permanent recovery from substance abuse.Ike Aina Service Learning Project $33,769 Kanu I Kapono, Inc.)Provide business curriculum in the classroom and occupational training in the community for high school students attending Kanuikapono Public Charter School.d. WIN Case Management Self-Sufficiency $25,000 Women in Need)Provide case management, counseling, employment readiness,and life skills classes in their transitional home to build strong work ethics and become self-sufficient.HOUSING e. 2011 Homebuyer Loan Program $39,776 County Housing Agency)Funding to finance low cost mortgage loans for first-time homebuyers to purchase a home through the County's Homebuyer Loan Program.f. Homeownership Education and Counseling $25,000 Hawaiian Community Assets)Provide pre-purchase workshops and counseling services to first time homebuyers and assistance with foreclosure prevention to existing homeowners.g. Residential Rehabilitation Revolving Loan Fund Program $75,000 Hawai`i Community Reinvestment Corporation)Provide low cost, long term loans to low and moderate income
