HomeMy WebLinkAboutResolution No. 2011-53COUNTY COUNCIL COUNTY OF KAUAI REgDILIiI Ott e 2011-53 RESOLUTION ESTABLISHING CROSSWALKS, A SHARED -USE PATH, AND REDEFINING TRAFFIC LANES ON ALA ROAD, NIULANI ROAD, KEAKA ROAD, MAKAHA ROAD, PANIHI ROAD AND MOANAKAI ROAD, KAWAIHAU DISTRICT, COUNTY OF KAUAI WHEREAS, Chapter 16, Article 2 of the Kauai County Code authorizes the County Council to determine and designate official traffic control devices, a shared -use path upon which the operation of mopeds are prohibited, and redefine traffic lanes; and WHEREAS, Ala Road, Niulani Road, Keaka Road, Makaha Road, Panihi Road, and Moanakai Road are located in the Kawaihau District, County of Kauai, State of Hawaii; and WHEREAS, the County Engineer, based on a planning, engineering, and traffic investigation, is requesting the following: A portion of Ala Road be converted to a one -way motor vehicular traffic roadway in the west bound direction approximately 120 feet west from its intersection with Niulani Road; and Niulani Road be converted to a single lane one -way motor vehicular traffic roadway in the south bound direction; and Keaka Road be converted to a one -way motor vehicular traffic roadway in the east bound direction approximately 40 feet west from its intersection with Moanakai Road; and Moanakai Road be converted to a one -way motor vehicular traffic roadway in the north bound direction from the south terminus to its intersection with Panihi Road; and Crosswalks be established at the west sides of the intersections of Moanakai Road with Keaka Road, Makaha Road, and Panihi Road; and A shared -use path be constructed along Ala Road, Niulani Road, Keaka Road, and Moanakai Road; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII THAT: SECTION 1. A pedestrian crosswalk is hereby established at the following County roadways as shown on the map attached hereto as Exhibit "A" and incorporated herein by reference: Keaka Road (at its intersection with Moanakai Road). Makaha Road (at its intersection with Moanakai Road). Panihi Road (at its intersection with Moanakai Road). SECTION 2. A shared -use path (including bicycle use) upon which the operation of mopeds are prohibited, shall be constructed along the following roadways as shown on the map attached hereto as Exhibit "A' and incorporated herein by reference: Ala Road. Niulani Road. Keaka Road. Moanakai Road. SECTION 3. The following traffic lanes shall be redefined at the following County roadways as shown on the map attached hereto as Exhibit "A' and incorporated herein by reference: The traffic lanes at Ala Road be converted to a single lane one -way motor vehicular traffic roadway in the west bound direction approximately 120 feet west from its intersection with Niulani Road. The traffic lanes at Niulani Road be converted to a single lane one -way motor vehicular traffic in the south bound direction. The traffic lanes at Keaka Road be converted to a single lane one -way motor vehicular traffic in the east bound direction approximately 40 feet west from its intersection with Moanakai Road. The traffic lanes at Moanakai Road be converted to a single lane one -way motor vehicular traffic in the north bound direction from the south terminus to its intersection with Panihi Road. SECTION 4. The County Engineer or his representative shall mark and post the appropriate signs and pavement markings at the crosswalks, shared -use path, and redefined traffic lanes established herein in accordance with the provisions provided by law. SECTION 5. Any person convicted of any violation of the traffic code provisions relating to crosswalks, use of mopeds where prohibited, and traffic lanes shall be subject to the penalties provided for in Title VI, Chapter 16, Section 16 -21.6, of the Kauai County Code 1987, as amended. SECTION 6. This resolution shall take effect upon its approval and posting of appropriate signs and /or markings.
