HomeMy WebLinkAboutResolution No. 2012-27COUNTY COUNCIL COUNTY OF KAUA`I 3&cotuttou No . _°1_ _7 RESOLUTION AUTHORIZING THE FILING OF THE KAUAI COUNTY 2012 ACTION PLAN (HOME INVESTMENT PARTNERSHIPS PROGRAM) WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UNITED STATES OF AMERICA, FOR A GRANT UNDER TITLE II OF THE CRANSTON - GONZALEZ NATIONAL AFFORDABLE HOUSING ACT (PUBLIC LAW 101 -625), AS AMENDED WHEREAS, The County of Kaua`i is required to complete and file an annual Action Plan to the 5 -Year Consolidated Plan pursuant to 24 CFR §91.200 describing how federal resources are being invested in achieving priorities for affordable housing, homelessness, and non - housing community development; and WHEREAS, The Assistant Secretary for Community Planning and Development is authorized to award HOME Investment Partnerships Program Grants (hereinafter "HOME") with the primary objective of expanding the supply of decent, safe, sanitary and affordable housing,principally for very -low and low- income persons; and WHEREAS, It is required by the United States Department of Housing and Urban Development (hereinafter "HUD ") that, in connection with the filing of an application for assistance under the Cranston - Gonzalez National Affordable Housing Act of 1990, as amended,the applicant submit certifications assuring conformance to related rules, regulations and law;now, therefore,BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII:1. That Mayor Bernard P. Carvalho, Jr., or his designated representative, is authorized to execute and submit the 2012 Action Plan to the County's 5 -Year Consolidated Plan covering years 2010 -2015, to aid in the financing of HUD- approved housing projects for the HOME Program.2. That the Housing Director, County Engineer, County Attorney, Director of Planning, Director of Economic Development, Director of Personnel Services, Manager and Chief Engineer for the Department of Water, and Director of Finance, are authorized to execute and file with such application, assurances or any document required by HUD or State of Hawai`i in connection with the Action Plan.3. That the County Housing Agency is authorized to receive and expend an allocation of TWO MILLION SIX HUNDRED FORTY SEVEN THOUSAND EIGHTY FOUR AND NO/DOLLARS ($2,647,084.00) in Program Year 2012 HOME funds made available by HUD and the Hawai`i Housing Finance and Development Corporation for the following activities: a. Lot Development Program County Housing Agency)Construct a 3- bedroom 2 -bath home on a County -owned lot in Waimea, to be sold under leasehold ownership to a low - income household at or below 80% of Kaua`i median income.b. `Ele`ele Iluna Phase 2 - Increment `A'Kaua`i Habitat for Humanity)Provide development financing to construct site infrastructure to prepare subdivision lots for self -help homebuilding for 48 first -time homeowners ranging from 30% to 80% of Kaua`i median income.c. Home -Buyer Loan Program County Housing Agency)Provide mortgage financing to assist 5 first -time homeowners at or below 80% of Kaua`i median income to purchase single- family dwellings.TOTAL FUNDING $2,647,084 BE IT FURTHER RESOLVED, that the County Clerk is hereby authorized and directed to transmit a true copy of this resolution to the County Housing Agency for the U. S.
