HomeMy WebLinkAboutResolution No. 2013-53COUNTY COUNCIL COUNTY OF KAUAI cotutton No. 2013 -53 RESOLUTION ESTABLISHING A RAPID FLASHING LIGHTING SYSTEM CROSSWALK AND AN IN -ROAD WARNING LIGHTING SYSTEM CROSSWALK ON PO`IPO ROAD IN THE VICINITY OF KOLOA ELEMENTARY SCHOOL,KOLOA DISTRICT, COUNTY OF KAUAI WHEREAS, Chapter 16, Article 2 of the Kaua`i County Code 1987, as amended, authorizes the County Council to determine and designate official traffic control devices; and WHEREAS, Po`ipu Road is located in the Koloa District, County of Kauai,State of Hawai`i; and WHEREAS, the County Engineer, based on an engineering and traffic investigation, has recommended that:1. A crosswalk with appurtenant rapid flashing beacon warning lighting system be established along Po`ipu Road approximately 230' north from its intersection with Pa'anau Road; and 2. Appurtenant in -road beacon warning lighting system be installed at the existing crosswalk along Po`ipu Road approximately 70' north from its intersection with Waikomo Road; and 3. The southbound lane of Po`ipu Road (Koloa Road to Pa'anau Road) will be a sharrow (shared vehicle/bicycle) lane; and 4. Traffic movements at the Po`ipu Road intersection of Waikomo Road be modified; now, therefore,BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII, THAT:SECTION 1. The County Engineer or his representative shall mark and post the appropriate warning lighting systems, crosswalk signs, and traffic control signs along Po`ipu Road approximately 230' north from its intersection with Pa'anau Road (rapid flashing lighting system), approximately 70' north from its intersection with Waikomo Road (in -road warning lighting system), and as needed for the modification of traffic movements at the Po`ipu Road and Waikomo Road intersection and as shown on the map attached hereto as Exhibit "A" and incorporated herein by reference.
SECTION 2. Any person convicted of violating any Traffic Code provision relating to crosswalks and traffic control shall be subject to the penalties prescribed in Section 16 -21.6 of the Kaua`i County Code 1987, as amended.SECTION 3.
