HomeMy WebLinkAboutResolution No. 2014-09COUNTY COUNCIL COUNTY OF KAUA`I i13 t%' 0111 t t 011 No. 2014 09 RESOLUTION APPOINTING A REPRESENTATIVE AND ALTERNATE TO THE EXECUTIVE COMMITTEE OF THE HAWAII STATE ASSOCIATION OF COUNTIES AND NOMINATING A REPRESENTATIVE TO SERVE AS A DIRECTOR ON THE NATIONAL ASSOCIATION OF COUNTIES BOARD OF DIRECTORS WHEREAS, the Hawai`i State Association of Counties (HSAC) is a nonprofit corporation comprised of members of the four County Councils of the State of Hawai`i; and WHEREAS, each County Council represented on HSAC is a member of the National Association of Counties (NACo) and the Western Interstate Region (WIR), an organization comprised of western counties affiliated with NACo; and WHEREAS, Section 5 of the HSAC Bylaws requires each County Council to appoint one of its members to serve as an officer of the HSAC Executive Committee, and to designate an alternate member, prior to April 15 of each year, and whose terms shall begin on July 1 of the ensuing fiscal year; and WHEREAS, Section 5 of the HSAC Bylaws also requires that in making the appointment, each Council shall delegate to the appointees sufficient authority to formulate the proposed slate of officers; and WHEREAS, Section 5A of the HSAC Bylaws states that HSAC shall have two directors serving on the NACo Board of Directors and two directors serving on the WIR Board of Directors who are nominated to the position by the HSAC Executive Committee and the individual councils; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII, THAT: SECTION 1. Councilmember Mel Rapozo is hereby appointed as Kaua`i County Council's representative to the HSAC Executive Committee for the term commencing on July 1, 2014, and ending on June 30, 2015; SECTION 2. Councilmember Ross Kagawa is hereby appointed as Kaua`i County Council's alternate representative to the HSAC Executive Committee for the term commencing on July 1, 2014, and ending on June 30, 2015;
SECTION 3. The Kaua`i County Council hereby delegates to the appointees, sufficient authority to formulate the slate of officers for the term commencing on July 1, 2014; SECTION 4. Councilmember Mel Rapozo is hereby nominated to serve on the NACo Board of Directors for the term beginning on the last day of the 2014 NACo Annual Conference; and SECTION 5. Certified copies of this Resolution shall be transmitted to the President of the HSAC Executive Committee. Introduce ARY L.
