HomeMy WebLinkAboutResolution No. 2014-28COUNTY COUNCIL COUNTY OF KAUAI Re5otution N°. 2014 28 RESOLUTION ESTABLISHING CROSSWALKS, REVERSE ANGLE PARKING, BICYCLE LANES, AND INTERSECTION MODIFICATIONS ON HARDY STREET, LIHU`E DISTRICT, COUNTY OF KAUAI WHEREAS, Chapter 16, Article 2 of the Kauai County Code 1987, As Amended, authorizes the County Council: to determine and designate the type of all official traffic control devices; to re -define all traffic lanes and crosswalks, and designate the type of markings or signs to be placed and maintained for the identification of those zones or areas; and determine and designate bicycle lanes and bicycle paths upon which the operation of mopeds are prohibited; and WHEREAS, Hardy Street is located in the Lihu`e District, County of Kauai, State of Hawaii; and WHEREAS, The County Engineer, based on an engineering and traffic investigation, has recommended the following: A crosswalk to be established at the entrance to the Lihu`e Civic Center, approximately 120 feet east of Kuhio Highway; three (3) crosswalks to be established on the west, east, and south sides of the Hardy Street/Akahi Street intersection; a crosswalk to be established on the south side of the Hardy Street/Eiwa Street intersection; a crosswalk to be established at the driveway area to the State of Hawaii Building parking lot; a crosswalk to be established at the east side of the Hardy Street/Elua Street intersection; four (4) crosswalks to be established at the Hardy Street/Umi Street roundabout; two (2) crosswalks to be established at the Elsie H. Wilcox Elementary School parking lot/drop-off area entrance and exit; a crosswalk to be established at the north side of the Hardy Street/Ka'ana Street intersection; a crosswalk to be established at the east side of the Hardy Street/Malae Street intersection; and two (2) crosswalks to be established at the driveways of the Kauai War Memorial Convention Hall (approximately 640 feet north and 200 feet north of Rice Street, respectively); and Reverse angle parking spaces to be established on the south side of Hardy Street (approximately 80 feet east of Elua Street; and in front of the Elsie H. Wilcox Elementary School); and 1
Bicycle lanes to be established on Hardy Street, from Kuhio Highway to Rice Street; and A roundabout to be added at the Hardy Street/Umi Street intersection; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII, THAT: SECTION 1. Pedestrian crosswalks are hereby established on Hardy Street, as shown on the map that is attached hereto as Exhibit "A" and incorporated herein by reference, at the following areas: The entrance to the Lihu`e Civic Center that is located approximately 120 feet east of Kuhio Highway; and The west, east, and south sides of the Hardy Street and Akahi Street intersection (three (3) crosswalks); and The south side of the Hardy Street and Eiwa Street intersection; and The driveway area to the State of Hawai`i Building parking lot, located approximately 70 feet east of Eiwa Street; and The east side of the Hardy Street and Elua Street intersection; and Added at the Hardy Street and Umi Street roundabout (four (4) crosswalks); and The entrance and exit to the parking lot/drop-off area of the Elsie H. Wilcox Elementary School (two (2) crosswalks); and The north side of the Hardy Street and Ka'ana Street intersection; and The east side of the Hardy Street and Malae Street intersection; and The driveway areas of the Kaua`i War Memorial Convention Hall, respectively located approximately 640 feet north, and 200 feet north, of Rice Street (two (2) crosswalks). SECTION 2. Reverse angle parking is hereby established on the south side of Hardy Street: (1) approximately 80 feet east of Elua Street; and (2) in front of Elsie H. Wilcox Elementary School; as shown on the map attached hereto as Exhibit "A" and incorporated herein by reference. SECTION 3. Bicycle lanes are hereby established on Hardy Street, from Kuhio Highway to Rice Street, as shown on the map attached hereto as Exhibit "A" and incorporated herein by reference. 2
SECTION 4. A roundabout is hereby established at the Hardy Street/Umi Street intersection, as shown on the map attached hereto as Exhibit "A" and incorporated herein by reference. SECTION 5. The County Engineer or his representative shall mark and post the appropriate signs and pavement markings at the crosswalks, shared - use paths, and redefined traffic lanes that are established herein in accordance with the provisions provided by law. SECTION 6. Any person convicted of violating any provision of the Traffic Code of the County of Kaua`i, Chapter 16, Kauai County Code 1987, as amended, shall be subject to penalties described in Section 16-21.6, Chapter 16, Kaua`i County Code 1987, as amended. SECTION 7. This Resolution shall take effect upon its approval and posting of the appropriate signs and/or markings.
