Call To Order Chair King called the meeting to order at 8:37
a.m. with 5 members present
Approval of Open Session Minutes of September 18, 2013 Mr. Finlay moved to approve the minutes as
Minutes circulated. Mr. Crowell seconded the motion.

Business SC 2013-03 Discussion and possible decision-making on amending
Resolution 2012- 1for the fiscal year 2014/2015 regarding additional
compensation for subsidized vehicle allowance for the Police Chief and
Deputy Police Chief.
Chair King explained that the Commission needs to consider a vehicle
allowance for the Chief and Deputy Chief, which was overlooked at the last
meeting.
Mr. Hunt said that the Administration's effort to reduce the cost of our fleet
has led in the direction of exploring subsidized vehicles; a program that has
been in place on Oahu for a number of years, as well as the Big Island. The
County is looking at it as a pilot program for fiscal ' 14; so during the budget
process, 15 subsidized vehicles were approved for the Police Department.
These are vehicles that would be purchased or leased by the officer and there
would be some type of stipend to offset some of the costs that would be
associated with that car. The current stipend is $562 a month, but of the 15
