HomeMy WebLinkAboutResolution No. 2014-49COUNTY COUNCIL COUNTY OF KAUA’I C1 01 Ut 1011 No.2014-49 RESOLUTION PRESERVING THE CHARACTER OF HANALEI BAY BY RESTRICTING USE OF LARGE VESSELS WITHIN THE BAY WHEREAS,Hanalei Bay is known for its character as a quiet recreational area for families and visitors;and WHEREAS,Hanalei Bay and Hanalei Pier are high on the list of favorite weekend destinations of residents and visitors alike;and WHEREAS,popular recreational activities at Hanalei Bay include surfing,paddle boarding,kayaking,swimming,sailing,sunbathing,barbequing,and jumping off Hanalei Pier;and WHEREAS,recently,a growing number of large yachts and ships have been mooring in Hanalei Bay;and WHEREAS,large vessels are using the Hanalei Pier to load and unload passengers;and WHEREAS,some of the large vessels have heliports from which helicopters take-off and land while mooring in Hanalei Bay;and WHEREAS,the growing use of Hanalei Bay by large vessels will detract from the quiet recreational character of Hanalei Bay,interfere with the use and enjoyment of the Bay by other users,and present a significant threat to the health and safety of individuals swimming in the area;now therefore:BE IT RESOLVED,BY THE COUNCIL OF THE COUNTY OF IUA’I,STATE OF HAWAI’I,that it supports the preservation of the character of Hanalei Bay as a quiet recreational area for families and visitors.BE IT FURTHER RESOLVED,that it requests the State of Hawaii Department of Land and Natural Resources to take an active role in prohibiting vessels longer than seventy-five feet from entering the waters of Hanalei Bay,with the exception of federal,state or county agency operated vessels.1
BE IT FURTHER RESOLVED,that it requests the State of Hawai’i to enforce an extended swimming zone of fifty feet seaward of the Makai end of the Hanalei Pier for a distance of three hundred feet on each side of Hanalei Pier.BE IT FURTHER RESOLVED,that it requests the State of Hawai’i to enforce a second swimming zone which extends three hundred feet seaward of the low water mark between the extended boundary lines of the County’s Hanalei Beach Park including the area around the beach pavilion.BE IT FURTHER RESOLVED,that copies of this Resolution be sent to William J.Aila,Jr.,Chairperson,Department of Land and Natural Resources;Edward Underwood,Administrator,Department of Boating and Ocean Recreation;Joseph Borden,Kaua’i District Manager,Boating Division,Department of Land and Natural Resources;Governor Neil Abercrombie;State Senator Ronald Kouchi;State Representative Derek S.K.Kawakami;State Representative Daynette “Dee”Morikawa;State Representative James Kunane Tokioka;Mayor Bernard P.Carvaiho Jr.Introduced by:V:\RESOLUTIONS\2012-2014 TERM\Hanalei Bay large vessels CNT_dmc.doc ae wte JCQO x y,2aa X G,lJcL$nL L 2 tcLe 7 0 0 0 £4 —A2 4 t lA;e,an.November 19,2014.‘11-20-2014 2014-49 4 ta%€4 2
