Recognition for Reading the recognition for Officer of the month Joseph Himongala was
Officer of the Sergeant Kennison Nagahisa. Sergeant Nagahisa stated that during the
month for month of December, Officer Himongala received three commendations:
January two for excellent work ethics regarding criminal investigations, and the
other for traffic enforcement. Chief Perry presented Officer Himongala
with a Certificate of Outstanding and Exemplary Services for his hard work
and diligence in keeping the community safe.

Recognition of Special Recognition went to following the Top Traffic Enforcers for 2013 :
the Top Traffic
Enforcers for Officer Nelson Gabriel — Mobile electronic device prohibited while
2013 operating a motor vehicle; Officer Vernon Scribner — Seat belt and child
restraints; Officer Richard Brown — Speeding; Officer Hanson Hsu —
OVUII and Top Citation Enforcer for 2013
Receiving the recognition on behalf of Officers Nelson Gabriel and Vernon
Scribner were Captain Richard Rosa and Sergeant Jason Overmyer,
Chief Perry presented each officer with a Certificate of Outstanding and
Exemplary Services.

Chief Perry shared with the Commission that the 2014 legislative session is
upon us and any bills that come their way will be shared with the Police
Commission and placed online for the public to view. He stated that the
Police Department will be working closely with the Administration on the
FY 2014- 15 budgets. He noted that the budget will be tight and they have
cut as much as they could to stay within the budgetary constraints.

KPC •2014-02 Public announcement for notarized complaint ES : 047: KPC
2013-014 that was filed by a member of the public.
Chair Iona read the public announcement into the record. Complaint filed
on November 8, 2013 alleges that the officer demonstrated an aggressive
behavior towards the complainant. Based on its findings, the Commission
found that there was insufficient information to prove the allegation
therefore the complaint was not sustained. The complaint has been
forwarded to the Office of the Chief for further review and investigation if
deemed necessary. This officially concluded the Commission' s review of
complaint KPC 2013-014,
Announcements Next monthly meeting is scheduled for Friday, February 28, 2014, at 9 :00
a.m. at the Mo'ikeha Building — Meeting Room 2A/2B, followed by
Executive Session.

alleging that the officer left a juvenile out on the street without checking to
see if the mother was at home; the juvenile was able to get into the house at
10:00 P.M,

Notes to Budget Summary
For the Period December 2013
The Budget Status Report for December 2013 is submitted for your review and perusal . The
department's total expenditures plus encumbrances for FY2014 is currently at 49% at the 50%
of year lapsed point.
The year-to-date expenditures for the Chief's Office is currently at 49%. Administrative and
Technical Bureau is reflecting 36%, Investigative Service Bureau is reflecting 48% and Patrol
Service Bureau is reflecting 81% of budget expended .
Kauai Police Department (KPD) operations continue to remain within budget, and management
continues to monitor overtime closely. KPD's overall budget increased a total of $565,525 to
help supplement collective bargaining pay increases. Pay increases and all applicable retro
payments for both SHOPO and HGEA members have been paid through December. However,
under the new SHOPO collective bargaining agreement, SHOPO members will also receive a pay
increase in January 2014.
KPD is also working diligently on the FY2015 Budget Proposal due to Administration by
1/16/2014. Directives have been issued to remain within last fiscal year budget dollars with the
only exception being collective bargaining increases.

ATTEMPTED MURDER
Two homeless adult males were involved in a verbal argument when the argument
escalated into physical violence. One male attacked the other male with his fists and a
machete. The victim sustained severe life threatening injuries and as a result of the
assault, he was transported via air ambulance to Queens Medical center on Oahu. The
suspected was located and arrested for attempted Murder 2nd Degree.
MURDER 2ND DEGREE
An 88 year old male was found dead in his home on New Year' s morning. Investigation
revealed that the deceased died from a single gunshot wound to the head. A subsequent
autopsy conducted confirmed that the manner of death was a homicide. As a result of
this death investigation, a 42 year old male was identified, arrested and charged with the
murder of the 88 year old victim. The suspect is currently being held at the Kauai
Community Correctional Center without bail.
ROBBERY
A 36 year old male from Kapaa was arrested for Robbery 2nd Degree. The suspect
walked into the Kapaa Branch of Bank of Hawaii and approached a bank teller then
demanded the teller to give him all of the money that the teller had. The suspect is
currently being held on $250,000 bail at the Kauai Community Correctional Center.
ASSAULT
A 31 year old female from Kapaa stabbed a 33 year old male with a knife. The victim
and suspect are acquaintances with each other. The victim was treated for puncture
wounds to his kidney and large intestine. The female was arrested for Assault Pt Degree
and held on bail.
KPD SENSITIVE
BURGLARY
A 31 year old male was arrested for 17 counts of burglary and theft charges. The crimes
occurred at a vacation rental in Koloa. The suspect also used the victim's credit cards to
purchase miscellaneous items for himself. The suspect was held on bail.
An adult female reported that her home was burglarized. Patrol Officers responding to
this incident located several subjects at the Kapaa Beach Park in possession of the stolen
items. A subsequent search warrant on the suspects backpacks recover more stolen items
and drug items. The suspects were arrested and charged accordingly.
UNATTENDED DEATH CASES
A 28 year old male was found hanging from a tree on the beach in the vicinity of the
beachside in Kapaa. , The subject appeared to have committed suicide. An autopsy was
conducted and the pathologist determined that the subject died from asphyxiation by
hanging. The subject was positively identified and his next of kin was notified by police.
A 61 year old male was found dead in the grassy area fronting the Water Department
main office. An autopsy was conducted and no signs of foul play was observed or
suspected. The subject was positively identified and his next of kin was notified by
police.
THEFT
A 27 old male was arrested for Theft 2°d Degree in connection to a report filed by Costco
Wholesale in Lihue. The male admitted to the crime and was subsequently released after
posting bail.

II. SPECIAL OPERATIONS
• "Operation Bypass 2", an Impaired driver project was held by Platoon 2 officers on
January 28, 2014 from 1900-2200 hours at the Kapaa Bypass Rd, vicinity of Mile Marker
1 . Four Officers issued citations for 12 traffic violations. No OVUII arrests/incidents.
• "Operation Belt 2", a Seatbelt project was held on January 17, 2014 at 0700-0900 hours
in Hanalei. Four Officers participated and 35 traffic violations were issued; 22 of which
were seatbelt violations.
• Two Platoon 3 Officers conducted a Seatbelt project on 01/21/2014 in the Kawaihau
District from 1600- 1700 hours. The project resulted in only two citations for seatbelt
violations, and shows that people are wearing their seatbelts in heavy Kapaa Traffic.
• Platoon 3 officers conducted a Speeding enforcement project on 01 /24/2014 on
Kawaihau road from 1500 to 1630 hours. Operation resulted in the issuance of fifteen
(15) speeding citations and two (2) other violations.

Dear Chair Iona and Commission Members,
On behalf of the Hawaii County Police Commission and the Hawaii County Police
Department, I would like to invite you, your staff, and corporation counsel to the annual State of
Hawaii Police Commissioners' Conference April 24-25, 2014, on the Big Island of Hawaii.
This year's theme is "Executive Leadership through Education." The registration fee for this
year's conference is $300.00.
The conference will be held at the Marriott Waikoloa Beach Resort & Spa. This beautiful
oceanfront resort provides not only a great venue for our conference but has given our

out on the street without first checking to see if the mother was at home, and he was
able to get into the house at 10 :00 p.m.
Based on its findings, the Commission found that there was sufficient information to
uphold the allegations therefore the complaint was sustained. The complaint has been
forwarded to the Office of the Chief for further review and investigation if deemed
necessary.
This officially concludes the Commission's review of complaint KPC 2014-001 .
