Presentation on ideas and plans for the historic inventory and CLG funding by Mike Gushard, Architectural Historian/CLG Program Coordinator, State Historic Preservation Division. b. Discussion to scope tasks for an investigative committee to indentify projects for CLG funding and the appointment of members to the investigative committee. Once formed and tasked completed, the investigative committee will present its findings to the Commission in a duly noticed meeting for decision-making. E. SELECTION OF NEXT MEETING DATE AND AGENDA TOPICS (3/ 1 /2012) F . ADJOURNMENT EXECUTIVE SESSION: The Commission may go into an executive session on an agenda item for one of the permitted purposes listed in Section 92-5(a) Hawaii Revised Statutes ("H.R.S."), without noticing the executive session on the agenda where the executive session was not anticipated in advance. HRS Section 924(a). The executive session may only be held, however, upon an affirmative vote of two-thirds of the members present, which must also be the majority of the members to which the board is entitled. HRS Section 924. The reason for holding the executive session shall be publicly announced. KAUAI COUNTY HISTORIC PRESERVATION REVIEW COMMISSION Lihue Civic Center, Moikeha Building, Meeting Room 2A/2B MINUTES A regular meeting of the Kauai County Historic Preservation Commission (KHPRC) was held on December 1 , 2011 in the Lihue Civic Center, Moikeha Building, Meeting Room 2A/2B . The following Commissioners were present: David Helder, Chairperson, Danita Aiu, Vice Chairperson, Pat Griffin, Kuuleialoha Santos, Molly Summers, and Randy Wichman. The following Commissioner was absent: Dennis Alkire and Patsy Sheehan. CALL TO ORDER Chairperson Helder called the meeting to order at 3 : 07 p.m. APPROVAL OF THE AGENDA The Agenda was approved as circulated. APPROVAL OF THE MINUTES The September 8, 2011 Minutes were approved as circulated. ANNOUNCEMENTS AND GENERAL BUSINESS MATTERS Re: Public Meeting regarding Opaekaa, Puuopae and Kapahi Bridges Commissioner Griffin invited the Commission to attend meetings regarding the Opaekaa and Puuopae Bridges at the Wailua Homesteads Park on December 7, 2011 at 6 ; 30 pm. She also noted that there is another meeting regarding Kapahi Bridge on December 8 , 2011 , 6:30 pm at Kapa`a Middle School. Re: CLG Program Status — Kaua' i Historic Resource Inventory Update In response to an inquiry by Mrs. Aiu, Mr. Jung confirmed that investigative committees can be formed to work on the Kauai Historic Resource Inventory Update proposal. He also clarified the following: December 1 , 2011 K.H.P.R.C. Meeting Minutes Page 2 • The full Commission would task the investigative committee. + No more than 4 members of the Commission can form the investigative committee. + The investigative committee could have non-decision making meetings to investigate or indentify issues and gather information. + The Committee would bring information back to the full body at which time full body would then make decisions in an open process. • The scope of the investigative committee has to be discussed at a previous KHPRC meeting. After much discussion, the KHPRC agreed to appoint an investigative committee to collect information regarding the CLG funds and possible projects such as the update of the Kaua'i Historic Resource Inventory. It was understood that the investigative committee would come up with a proposal and bring it to the KHPRC for approval . Once the KHPRC approves the proposal it would be forwarded to the Planning Department for submittal to SHPD. The scope of the investigative committee will be listed on the next KHPRC meeting. The Commission further requested that the Planning Director be invited to the next meeting to provide an update on the budgeting that relates to preservation issues and the possibility of requesting funding for a preservation planner. COMMUNICATIONS There were no communications. UNIFINISHED BUSINESS There was no Unfinished Business. NEW BUSINESS Re: Harry Weinberg Estate, TMK: 3-8-009: 100, Fujii Street, Lihu' e, Kauai Harry Weinberg Estate, TMK: 3-8-009 : 105, 3268 Fujii Street, Lihu'e, Kauai Harry Weinberg Estate, TMK: 3-8-009 : 106, 3267 Inouye Street, Lihu'e, Kaua' i Harry Weinberg Estate, TMK: 3-8-009: 111 , 3268 Hiraoka Street, LYhu' e, Kauai Mr. Donivan Konno, applicant' s representative was present and circulated pictures and floor plans of the 4 family residences to be demolished. He noted that the landowner is requesting to demolish the homes due to safety reasons and that currently the landowner does not have any plans to develop the land. In response to the KHPRC' s concerns regarding the potential development of the land. Staff, Kaaina Hull, reported that any future land use development and/or construction would require the owner or applicant to come in for zoning permit approval. At which time, the Department Demmber 1 , 2411 K.H.P.R.C. Meeting Minutes Page 3 will verify whether or not access improvements are required. If so, zoning permit approval would be contingent upon, among other things, construction of such improvements. Commissioner Griffin circulated pictures of the homes and reported that due to the extent of damages the homes located on 3267 Fujii Street and 3268 Hiraoka Street had lost integrity. She also reported that the homes located on 3268 Fujii Street and 3267 Inouye Street are in good condition and have the distinctive characteristics of homes constructed in the early 1940s. After discussions, the KHPRC concurred with the that the homes located on 3267 Fujii Street and 3268 Hiraoka Street has lost its integrity and recommended that the owner renovate the 3268 Fujii and 3267 Inouye Street rather than demolishing them since they do contribute to the history and heritage of that area. It was also recommended that the photos and mitigation documents be printed out in formal form and archived at the Planning Department, the Historical Society, and Kauai Museum. Re: Balasteros Gas Station (Frank Nonaka), TMK: 1-8-8 : 66, 3443 Kaumuali` i Highway, Hanapepe, Kauai, Proposed demolition of commercial building. Mr. Conrad Nonaka and Mr. Frank Nonaka, owners of the property were present and reported that due to liability and safety reasons they are requesting to demolish the Balasteros Gas Station building. The building was assessed by a contractor and he has determined that the due to the extent of damage the building cannot be repaired. He also reported that they have no future development plans and the land will be used to provide more parking for the Salt Pond Country Store. Staff circulated the State Historic Preservation Division (SHPD) letter ( 11 /23/2011 ) noting that the project will have effect, with agreed upon mitigation and that mitigation.is now complete and the role of SHPD is finished. It was noted that the Commission did not receive copies of the mitigation documents sent to the SHPD In response to the Commission' s concerns, staff noted that any environment concerns regarding any underground gas storage tanks would be addressed by the Department of Health. He also confirmed that the signs are not in the applicant' s property and would be addressed by the Department of Transportation, State Highways authority. Ms Elsie Gardner, member of the public was present and confirmed that the welcome to Hanapepe sign . was put up by the Hanapepe Business and Professional Association. Commissioner Griffin noted that the SHPD letter reports that the building was built in 1920s however Kaumuali` i was completed in 1939 and it faces on to Kaumuali ` i and it' s back is to Hanapepe Road so it seems it might be early but one of the things that we look at on this commission is if we can't save a building sometimes we can save historic. Meeting Minutes Page 4 After discussion, the KHPRC accepted the permit to demolish the Balasteros Gas Station with mitigation of accepting at the Planning Department, Historical Society and* the Kaua'i Museum, photos and archival documentation of the gas station property with the addition of any history that can be gathered to be brought along with the documentation.
