HomeMy WebLinkAboutmar12012 KAUAI COUNTY HISTORIC PRESERVATION REVIEW COMMISSION Lihue Civic Center, Mo �keha Building, Meeting Room 2A/2B MINUTES A regular meeting of the Kauai County Historic Preservation Commission (KHPRC) was held on March 1 , 2012 in the Lihue Civic Center, Moikeha Building, Meeting Room 2A/2B . The following Commissioners were present: Kuuleialoha Santos, Chairperson, Pat Griffin, 'Vice Chairperson, Danita Aiu, Jane Gray, Patsy Sheehan, and Randy Wichman. The following Commissioner was absent: David Helder. CALL TO ORDER Chairperson Santos called the meeting to order at 3 :01 p.m. APPROVAL OF THE AGENDA The Agenda was approved as circulated. APPROVAL OF THE MINUTES The February 2, 2012 Minutes were approved as amended, as follows. Page 1 , paragraph 2, line 2, delete Pat Griffin and Molly Summers . Page 1 , paragraph 3 , line 1 , add Pat Griffin. ANNOUNCEMENTS AND GENERAL BUSINESS MATTERS Ray McCormick reported that Section 106 Training will be held in Hilo at no cost, however airfare and lodging are not provided. NEW BUSINESS Gay & Robinson, Inc TMK: 3-2-004 : 21, 41 & 63 Nawiliwili, Kauai Proposed demolition of sugar terminal facilities . Chairperson Santos was recused from this portion of the meeting. Vice Chairperson Griffin chaired this portion of the meeting. Brett Schmauch, Project Manager , Unlimited Builders, LLC and Mr. Howard Green, Gay & Robinson were present. Mr. Schmauch circulated pictures of the site and gave a description of the property and reported that due to safety concerns Gay & Robinson and the State of Hawaii are proposing to remove the following: • Gantry located on the pier. • Gallery conveyor structures that runs along the top of the existing Matson building on the pier. • The conveyor Structures that span the road, including "hopper" buildings at each end. • The elevated conveyor structure that leaves the hillside and attached to a hopper building. • The storagc structure. • The office building. • Two 70 ' diameter molasses tanks, pump house, and related piping. • All other miscellaneous materials to be removed complete from the site. It was also noted that the bulk sugar improvements were built in the late 1940 ' s; that the applicant is trying to find someone interested in reusing the office building; and that the Mill on the hill will not be demolished. After discussions, the KHPRC approved the proposed demolition of sugar terminal. facilities and recommended that the applicant prepare a NABS report and further recommended that, to the best extent possible; consider adaptive reuse of the structures. Meeting Minutes Page 3 Commissioner Gray was recused from this portion of the meeting. Chairperson Santos chaired the rest of the meeting. Mr. Harry Duronslet was present to brief the commission the proposed plans to renovate the restrooms located in the Rice Building and to construct a 6 foot lava rock wall . Mr. Duronslet reported that the renovations are being done to conform to ADA requirements and that all materials used will be similar to existing materials . After discussions, the KHPRC approve; the proposed plans to renovate the restrooms and to construct the lava rock wall as presented. Letter (2/23/12) from Michael Hunnemann, KAI Hawaii representing the Department of Public Works, County of Kauai requesting to present design options for Opaekaa Bridge, Federal Aid Project No. BR-0700(6). Mr. Mike Hunneman, KAI Hawaii; Mr. Larry ]Jill, County Engineer; Lyle Tabata, Deputy County Engineer; Tonia Moy, Fung Associates; Ron Terry, Ph.D . , Geometrician Associates, LLC; and Michael Dega, Ph. d, Scientific Consultant Services, Inc. were present. Mr. Hunneman presented the following design options via power point presentation: Option 1 1 . Remove Existing ,Bridge 2. Move Bridge to County Park for Display or for Pedestrian Bridge 3 . Construct New Parallel Bridge Against Downstream Right-of-way Line The commission noted that the Opaekaa Bridge is listed on the National Register of Historic Places and is the only known British-made truss bridge in the United States of America. As such it holds significance beyond the neighboring community and beyond Kauai itself. It should be treated with utmost care. Engineer Larry Dill explained that this presentation was a "pre-consultation" and that the required environmental regulations, as well as conformation with Chapter 6(e) of the National Historic Preservation Act and Section 4(f) of the National Transportation Act are "in progress. " He noted that the EA and other requirements would be submitted in the future for review and comment by the KHPRC for Opaekaa as well as for the two following bridges currently being presented for pre-consultation. After further discussion, the commission approved Option 2 with one lane and that the rehabilitation/repairs are done using The Secretary of the Interior' s Standards for Rehabilitation. The commissioner further noted that options 1 , 3 & 4 are not appropriate options for the repair of Opaekaa Bridge. Strong Enough to Carry Emergency Vehicles After much discussion and because the design options were in draft form, the commission received the information provided for the record. The KHPRC will make recommendations llpon receipt of final drawings. Certified Local Government (CLG) Program Project and Funding Investigative Committee Report and findings as established on February 2, 20126 Commissioner Aiu, Chair of the investigative committee, reported that the Department will be applying for CLG funds . The funds will be focused on updating the historic resources inventory. She also reported that the Director is requesting for a historic preservation planner position in the upcoming budget. After discussions, the KHPRC accepted the investigative committee report and recommended that the commission write a letter to the Mayor supporting the Director' s request for a historic preservation planner. Commissioner Wichman volunteered to write the letter and will have it signed and approved by the Chairperson.
