COMMITTEE OF THE WHOLE
July 24, 2013
A meeting of the Committee of the Whole of the Council of the County of
Kaua`i, State of Hawai`i, was called to order by Jay Furfaro, Chair, at the Council
Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday,
July 24, 2013, at 3:59 p.m., after which the following members answered the call of
the roll:

Honorable JoAnn A. Yukimura
Honorable Jay Furfaro
Excused: Honorable Tim Bynum
Honorable Gary L. Hooser
There being no objections, the Committee recessed at 4:01 p.m.
The Committee was called back to order at 4:06 p.m., and proceeded as
follows:
Minutes of the July 10, 2013 Committee of the Whole Meeting.
Upon motion duly made by Councilmember Yukimura, seconded by
Councilmember Kagawa, and unanimously carried, the Minutes of the
July 10, 2013 Committee of the Whole Meeting was approved.
The Committee proceeded on its agenda item, as shown in the following
Committee Report which is incorporated herein by reference:
CR-COW 2013-14: on COW 2013-04 Communication (06/28/2013) from Council
Chair Furfaro, requesting the presence of the
Director of Parks and Recreation to provide a
briefing on the Administration's plans to
restore the former Hanalei Courthouse
facility. This briefing should include, but not
be limited to the following:
• Plans for renovation;
• Construction plans, including any
necessary site work, such as flood
walls, parking, etc.;
• The proposed use(s); and
• Whether meetings were conducted
with the Hanalei community to
present the Administration's
proposed plans for renovation and
use of the facility.

COW COMMITTEE 2 JULY 24, 2013
EXECUTIVE SESSION: Pursuant to Hawai`i Revised Statutes (HRS) §92-7(a), the
Council may, when deemed necessary, hold an Executive Session on any agenda item
without written public notice if the Executive Session was not anticipated in
advance. Any such Executive Session shall be held pursuant to HRS §92-4 and shall
be limited to those items described in HRS §92-5(a). (Confidential reports on file in
the County Attorney's Office and/or the County Clerk's Office. Discussions held in
Executive Session are closed to the public.)
ES-658 Pursuant to Hawai`i Revised Statutes (HRS) Sections 92-4 and
92-5(a)(4) and 92-5(a)(6) and Kaua`i County Charter Section 3.07(E),
the purpose of this Executive Session is to provide Council with a
briefing by Civil Defense personnel and if necessary, to consult with
Council's Attorney, on the status of the draft University of Hawai`i
Tsunami Modeling and Tsunami Evacuation Map Update project,
including map data. This briefing and consultation involves
consideration of the powers, duties, privileges, immunities and/or
liabilities of the Council and the County as they relate to this agenda
item. [This item was received for the record in open session.]
Upon motion duly made by Councilmember Rapozo, seconded by
Councilmember Yukimura, and unanimously carried, ES-658 was received
for the in open session.
There being no further business, the meeting was adjourned at 4:37 p.m.
