HomeMy WebLinkAbout 03/20/2013 Finance & Economic Development Committee minutes MINUTES FINANCE & ECONOMIC DEVELOPMENT (TOURISM /VISITOR INDUSTRY/ SMALL BUSINESS DEVELOPMENT / SPORTS & RECREATION DEVELOPMENT / OTHER ECONOMIC DEVELOPMENT AREAS) COMMITTEE March 20, 2013 A meeting of the Finance & Economic Development (Tourism / Visitor Industry / Small Business Development / Sports & Recreation Development / Other Economic Development Areas) Committee of the County of Kaua`i, State of Hawai`i, was called to order by Councilmember Tim Bynum, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, March 20, 2013, at 5:49 p.m., after which the following members answered the call of the roll: Honorable Gary L. Hooser Honorable Ross Kagawa Honorable Mel Rapozo Honorable Tim Bynum Honorable JoAnn A. Yukimura, Ex-Officio Member Honorable Jay Furfaro, Ex-Officio Member Excused: Honorable Nadine K. Nakamura Minutes of the February 20, 2013 Finance & Economic Development (Tourism / Visitor Industry / Small Business Development / Sports & Recreation Development / Other Economic Development Areas) Committee Meeting. Upon motion duly made by Councilmember Kagawa, seconded by Councilmember Hooser, and was carried by the following vote of 4:0:1 (Nakamura excused), the Minutes of the February 20, 2013 Finance & Economic Development (Tourism / Visitor Industry / Small Business Development / Sports & Recreation Development / Other Economic Development Areas) Committee Meeting was approved. Minutes of the March 6, 2013 Finance & Economic Development (Tourism / Visitor Industry / Small Business Development / Sports & Recreation Development / Other Economic Development Areas) Committee Meeting. Upon motion duly made by Councilmember Kagawa, seconded by Councilmember Hooser, and was carried by the following vote of 4:0:1 (Nakamura excused), the Minutes of the March 6, 2013 Finance & Economic Development (Tourism / Visitor Industry / Small Business Development / Sports & Recreation Development / Other Economic Development Areas) Committee Meeting was approved. FED COMMITTEE MEETING 2 MARCH 20, 2013 The Committee proceeded on its agenda item as follows: FED 2013-02 Communication (03/04/2013) from Committee Chair Bynum, requesting agenda time to discuss updated real property tax data and historical trends from Fiscal Year 2004 (Tax Year 2003) through Fiscal Year 2013 (Tax Year 2012) as it relates to the Council's tax rate setting responsibility outlined in Chapter 5A-6.3, Kaua`i County Code 1987, as amended, and as it relates to the Fiscal Year 2013-2014 Budget Session and the general fiscal condition of the County of Kauai. [This item was Deferred.] Chair Bynum: Thank you. Is there anyone in the audience that wants to testify on this matter? There being no one to provide testimony, the meeting was called back to order, and proceeded as follows: Chair Bynum: I do not have a quorum, so I cannot continue. There being no objections, the Committee recessed at 5:50 p.m. There being no objections, the meeting was called back to order at 5:51 .m. g J g p , and proceeded as follows: { Chair Bynum: We are back in session and it is ten (10) { minutes until 6:00. I really wanted to have a robust broad ranging discussion about Property Taxes, previous data, and our fiscal condition with all members present. So, I am going to ask for a deferral now for two (2) weeks and I will ask staff to prepare a memo right away requesting a morning time from the Chair in two (2) weeks. Mr. Kagawa moved to defer FED 2013-02. Mr. Furfaro: I need to add something to that. Mr. Kagawa withdrew his motion to defer FED 2013-02. Mr. Furfaro: Then by rules the way we address Committees is in a published sequence. So, what I would suggest...members if you can put it first in your Committee and then you can ask people if they call their meeting to order and recess. Chair Bynum: Right. Mr. Furfaro: I just wanted to make that statement, that would be necessary. Chair Bynum: I am going to request the su pp ort of the members to be able to address this in two (2) weeks in the morning period. So, I would entertain a motion to defer. Mr. Hooser moved to defer FED 2013-02, seconded by Mr. Kagawa, and was carried by the following vote of 4:0:1 (Nakamura excused). FED COMMITTEE MEETING 3 MARCH 20, 2013 Upon motion duly made by Mr. Hooser, seconded by Mr. Kagawa, the motion to defer FED 2013-02 was carried by the following vote of 4:0:1 (Ms. Nakamura excused).
